Home Nursing Scholarship Scheme
Goa state government scheme
Home Nursing Scholarship Scheme pays Goan SC, ST, OBC, minority and differently-abled nursing students course fees of up to Rs 10,000, a monthly maintenance allowance of up to Rs 800, and a one-time book and uniform grant of up to Rs 3,000. The family income limit is Rs 1,50,000 a year and applications are online.
What is the Home Nursing Scholarship Scheme?
Home Nursing Scholarship Scheme is a State Sector scholarship of the Directorate of Social Welfare, Government of Goa. The Directorate's stated objective is to provide financial assistance to poor and meritorious students in order to enable them to pursue nursing education.
The scheme is listed in the Directorate's citizen charter as scheme 27 under its schemes for SC and OBC sections, and it is administered through the Chief Minister Scholarship Portal at cmscholarship.goa.gov.in, which is Goa's single-window portal for State scholarships.
Its scope is wider than the name suggests. The scheme does not cover only the short home nursing certificate. It funds four different levels of nursing and health-worker training, from a six-month certificate up to a three-year nursing degree, and it pays across three separate heads: fees, monthly maintenance and a one-time books and uniform grant, rather than reimbursing tuition alone.
Who is eligible for the Home Nursing Scholarship?
You can apply if:
- You are a student.
- You were born in Goa, or have resided in Goa continuously for at least 15 years.
- You have secured admission to an institution recognised by the State or Central Government.
- You are pursuing one of the four covered courses:
- a certificate course in home nursing of at least six months;
- a diploma in home nursing of one year or more;
- a degree in nursing of three years; or
- a health worker course of one year or more.
- The annual income of your parent or guardian, from all sources, does not exceed Rs 1,50,000.
- You belong to a Scheduled Caste, Scheduled Tribe, Other Backward Class or a minority community, or you are differently-abled.
You cannot apply, or are not eligible, if:
- You were not born in Goa and have not resided in Goa for 15 continuous years. The residence test is strict, and the Directorate asks for a 15-year domicile or residence certificate to evidence it.
- Your family income exceeds Rs 1,50,000 a year.
- You do not belong to any of the covered categories — SC, ST, OBC, minority, or differently-abled.
- Your institution is not recognised by the State or Central Government.
- Your course is outside the four covered types, or a certificate course shorter than six months.
- You are already availing another scholarship or stipend for the same course. The scheme's note is explicit that a scholarship holder under it shall not avail any other scholarship or stipend to pursue the same course.
One exclusion applies during the course itself: the scholarship will not be paid during the internship or housemanship period.
How much does the scholarship pay?
The benefit has three heads, and a student typically draws all three.
Course fees: actual or the ceiling, whichever is less:
| Course | Fee ceiling |
|---|---|
| Certificate course of at least six months | Rs 3,500 |
| Diploma course of one year or more | Rs 5,000 |
| Degree in nursing of three years | Rs 10,000 |
| Health worker course of one year or more | Rs 3,500 |
Monthly maintenance allowance:
| Status | Scheduled Caste students | Other students |
|---|---|---|
| Day scholar | Rs 500 per month | Rs 300 per month |
| Hosteller | Rs 800 per month | Rs 600 per month |
One-time amount for books, uniform and stationery:
| Course | Amount |
|---|---|
| Certificate course of at least six months | Rs 1,000 |
| Diploma course of one year or more | Rs 2,000 |
| Degree in nursing of three years | Rs 3,000 |
| Health worker course of one year or more | Rs 2,000 |
For a Scheduled Caste hosteller on a three-year nursing degree, the combined value across a full academic year is therefore Rs 10,000 in fees, up to Rs 9,600 in maintenance at Rs 800 a month, and Rs 3,000 once for books and uniform.

When is the money paid, and how?
The scholarship is paid to the student's own bank account, which is why the passbook is a mandatory document. The fee component is settled against the receipt of fees actually paid to the institution, capped at the ceiling for the course type. The maintenance allowance runs monthly against the student's status as a day scholar or hosteller, and the books and uniform amount is paid once for the course.
The one period in which nothing is paid is the internship or housemanship, which is expressly excluded.
Why do applications get rejected?
- Income certificate above Rs 1,50,000, or an income certificate that does not cover income from all sources.
- Residence not established. A student born outside Goa needs a 15-year domicile or residence certificate, and 14 years and some months does not meet it.
- The institution is not recognised by the State or Central Government.
- The course falls outside the four covered types, or the certificate course is shorter than six months.
- Another scholarship or stipend is being drawn for the same course.
- No fee receipt, so the fee component cannot be computed against the actual amount paid.
- Caste, social status or disability certificate missing, so the category eligibility cannot be established.
- Bank account details incorrect, which stalls an otherwise approved payment.
- Claim made for the internship period, which is excluded.
Where do I complain?
The Directorate of Social Welfare, Government of Goa, 18th June Road, Panaji, Goa, administers the scheme and is the first point of contact for a rejected or delayed application.
Application status is tracked on the Chief Minister Scholarship Portal at cmscholarship.goa.gov.in, where the scheme details page also lists the current terms for this and the Directorate's other scholarships. The Government of Goa's public grievance route is the escalation path where the Directorate's response is unsatisfactory.
Practical points
- Get the income certificate and the residence certificate first. These come from a separate authority and are the two documents that most often hold up an otherwise ready application.
- Keep the fee receipt, not just the fee demand. The scheme pays the actual fee or the ceiling, whichever is less, and only the receipt evidences what was actually paid.
- Declare your day scholar or hosteller status accurately. The maintenance allowance differs by Rs 300 a month between the two, and the difference over a three-year degree is not trivial.
- Do not stack scholarships. Taking an institutional or central scholarship for the same course disqualifies you here, so compare the totals before choosing.
- Plan for the internship gap. Nothing is paid during internship or housemanship, and students on a three-year degree should budget for that period separately.
How to check your application status
Once you have submitted your Home Nursing Scholarship application on the Chief Minister Scholarship Portal, you can follow it up in these ways:
- Log in to the portal. Go to cmscholarship.goa.gov.in and sign in with the username and password you created at registration.
- Open "My Applications" (or the equivalent dashboard section). Your submitted application will show a current status such as pending, under verification, approved, or rejected, along with the application or reference number you noted at submission.
- Note the stage your application is at. An application typically moves through a few stages after submission: receipt by the Directorate of Social Welfare, document verification against the uploads, and finally sanction and payment. The portal reflects whichever stage it has currently reached.
- Check for a message or remark against your application. If the Directorate needs a clarification or an additional document, this is usually flagged against the application on the dashboard rather than communicated separately, so log in periodically rather than waiting for an email or SMS.
- If the portal shows no movement for an extended period, contact the Directorate of Social Welfare, Government of Goa, at its office on 18th June Road, Panaji, quoting your application or reference number. Since this scheme does not publish a dedicated helpline number, the Directorate's office is the direct route for a status query that the portal itself does not resolve.
- For payment-stage queries, keep your bank passbook details handy. Since the scholarship (fees, maintenance allowance, and the books and uniform amount) is credited directly to your bank account, a status showing "approved" but no credit is usually a bank account mismatch and is worth flagging to the Directorate along with your passbook copy.
Because the same portal is used for registration, application, and status tracking, keeping your login credentials and application reference number recorded from the day you apply is the simplest way to check on your application at any later point in the academic year.
