Senior Citizen Identity Card in Goa
Goa state government scheme
The Senior Citizen Identity Card in Goa is issued by the Directorate of Social Welfare at 18th June Road, Panaji, to residents aged 60 years and above. The card carries the holder's photograph and blood group, and gives a 50 per cent concession on Kadamba Transport Corporation buses inside Goa. A new card is issued on the departmental form; a duplicate costs Rs 25.
What is the senior citizen identity card in Goa?
The senior citizen identity card in Goa is a photo identity card issued by the Directorate of Social Welfare, Government of Goa, to residents aged 60 years and above. The Directorate lists the service on its website as "Issue of Identity Cards to Senior Citizens", and the application form is addressed directly to The Director, Directorate of Social Welfare, Panaji, Goa.
Goa's card is not a certificate on a sheet of paper. The application asks for the applicant's blood group alongside the name, date of birth, occupation, address, village panchayat or municipality, taluka, district, constituency and contact number. The details you would want on an identity card carried in a wallet, not on a file in a government office.
The benefit the Directorate names against the card is concrete: a 50 per cent concession on Kadamba Transport Corporation Limited (KTCL) buses within the state of Goa. For a senior citizen travelling between Panaji, Margao, Mapusa or Ponda a few times a week, that concession is the practical reason the card exists. Outside transport, the card doubles as an instantly recognised age proof at hospital counters, bank branches and government offices where a senior-citizen queue or a senior-citizen rate applies.
Who is eligible for a Goa senior citizen identity card?
You can apply if:
- You are above 60 years of age. The Directorate of Social Welfare states the eligibility in exactly those words, and the date of birth proof filed with the form is what settles it.
- You can show 15 years of residence in Goa, either through a residence certificate from the Competent Authority or through other documentary proof of the same period.
- You hold an ordinary Goa address proof, Ration Card, EPIC or Aadhaar card, in the name on the application.
You cannot apply if:
- You are below 60 years. There is no early-issue provision and no discretion at the counter; a school leaving certificate or birth certificate showing a later date of birth ends the application.
- You cannot establish 15 years of residence in Goa. A senior citizen who moved to Goa three years ago to live with children is not eligible for this card on the Directorate's stated requirement, however genuine the case.
- You are applying on someone else's behalf without their signature or thumb impression. The form ends with a declaration signed by the applicant personally.
The card is also not an old-age pension order, not the Dayanand Social Security Scheme sanction, and not a BPL card. Those are separate applications with their own income tests; the identity card only certifies who you are and how old you are.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Application in the Directorate's prescribed form | Yes | Addressed to the Director, Directorate of Social Welfare, Panaji |
| Two passport-size photographs | Yes | Attested by a Gazetted Officer of the State Government or an MP/MLA of Goa; not stapled |
| Birth certificate or school leaving certificate | Yes | Or EPIC, Aadhaar or Baptism certificate showing date of birth, duly attested |
| 15 years residence certificate | Yes | From the Competent Authority, or other documentary proof of 15 years |
| Ration Card / EPIC / Aadhaar copy | Yes | Attested photocopy, as address proof |
| Old card copy or card number | For duplicates | With one photograph; otherwise the full new-card document set |
The application pack itself carries a printed Residence Certificate format. It certifies that the applicant, aged so many years, resident at a stated house number, ward, village or town and taluka, has lived there for a stated number of years and months, and it is to be signed by the Mamlatdar, a Gazetted Officer of the Government of Goa, or an MLA or MP of Goa, with name in block letters, designation, official address, telephone number and office seal. Getting this one page signed correctly is the step that decides how fast the rest moves.
How to apply for a senior citizen identity card in Goa
- Download or collect the application form from the Directorate of Social Welfare's page on socialwelfare.goa.gov.in, or pick it up at the Directorate's office on 18th June Road, Panaji.
- Fill the form in block letters, entering full name, gender, date of birth or age, occupation, residential address, village panchayat / municipality / Corporation of the City of Panaji, taluka and district, constituency, contact number and blood group. Tick whether you are asking for a new card or a duplicate.
- Get the Residence Certificate page signed by the Mamlatdar, a Gazetted Officer of the Government of Goa, or an MLA or MP of Goa, showing how long you have lived at the address. Attach the 15 years residence certificate if you already hold one from the Competent Authority.
- Get two passport-size photographs attested by a Gazetted Officer of the State Government or by an MP or MLA of Goa. Do not staple them to the form, the Directorate says so on the form itself.
- Attach the date of birth proof and the address proof: birth certificate or school leaving certificate, plus an attested copy of the Ration Card, EPIC or Aadhaar card.
- Sign the declaration at the foot of the form, signature or thumb impression, confirming that the statements are true and that nothing material has been concealed.
- Submit the application to the Directorate of Social Welfare, Panaji, and take back the acknowledgement slip printed at the bottom of the form, with the official seal and date on it.
- Produce the acknowledgement when you collect the card. The form carries an explicit note: kindly produce this acknowledgement at the time of taking delivery of the identity card.
How do I check the status of my application?
Goa does not run a public online tracker for this card. The route is the acknowledgement slip and the telephone. Call the Directorate of Social Welfare on the numbers printed on its own form — 0832 2223784 and 0832 2232257 for North Goa, and 0832 2794020, 0832 2794021 and 0832 2794639 for South Goa, quoting the date on your acknowledgement and the taluka you applied from. If you applied through a village panchayat or a taluka office, ask there first, since the file physically travels to Panaji.
What does it cost, and what should you refuse to pay?
The application form prints exactly one charge: a duplicate identity card will be charged Rs 25. No fee is printed on the form for a first-time card. That means the honest answer for most applicants is that this card costs them the price of two photographs and the attestations, and nothing more.
Nobody in Goa needs to pay an agent to obtain a senior citizen card. The attestations that the form requires; by a Gazetted Officer, a Mamlatdar, an MLA or an MP; are done free of charge as part of the officer's duties. If someone offers to "arrange" the 15 years residence certificate or the attestation for a fee, that is not a government charge. Pay only against a receipt at the Directorate's counter, and never hand over your original birth certificate or Aadhaar to a middleman.
Does the Goa senior citizen card expire?
The Directorate's form contains no expiry date and no renewal application; a senior citizen does not stop being one. What the form does provide for is a duplicate, for a card that has been lost, damaged or stolen: on the same form, with one photograph and either a photocopy of the original card or the card number, at the Rs 25 charge. If neither the card copy nor the number can be produced, the Directorate asks for all three documents required for a new card all over again, so it is worth photographing your card the day you receive it.
Why do applications get rejected or held up?
- Photographs not attested, or attested by someone who is not a Gazetted Officer of the State Government or an MP or MLA of Goa.
- Photographs stapled to the form, against the printed instruction.
- No proof of 15 years of residence, the commonest failing for people who have recently moved to Goa.
- Residence Certificate page unsigned, or signed without the officer's designation, official address and office seal.
- Date of birth document that does not match the name on the Ration Card or EPIC filed as address proof.
- Unattested photocopies where the form asks for attested copies.
- Acknowledgement slip lost, which delays collection because the Directorate asks for it at delivery.
Grievance and helpline route
- Directorate of Social Welfare, 18th June Road, Panaji, Goa. The issuing office, and the first place to ask.
- North Goa telephone numbers: 0832 2223784 and 0832 2232257.
- South Goa telephone numbers: 0832 2794020, 0832 2794021 and 0832 2794639.
- Mamlatdar of your taluka, for anything to do with the residence certificate itself, which is a Revenue document, not a Social Welfare one.
Carry the acknowledgement slip, your date of birth proof and your address proof to any of these. A senior citizen who walks in with the slip and the taluka name can be traced in the Directorate's register in minutes; one who walks in without them usually cannot.
