What is the Goa Seed Capital Scheme?

Seed Capital Scheme is the Government of Goa's early-stage startup grant, administered by the Startup and IT Promotion Cell (SITPC) under the Department of Information Technology, Electronics and Communications. The scheme gives a young Goa company money at the point where it has an idea or a working prototype but no revenue and no investor. The stage at which most startups either build a minimum viable product or die.

According to the scheme notification published on goaonline.gov.in, startups with a promising idea can receive a one-time grant of up to Rs 10 lakh, as determined by the Cell. The incentive can be availed by 100 startups each year, selected by the Cell as per its own due diligence and guidelines. The scheme document is explicit that under no circumstance shall the benefit be considered an entitlement.

Seed Capital Scheme originated in the Goa Start-up Policy 2017, continued under the Goa IT Start-up Policy 2021, and is listed as the Seed Capital Grant among the schemes of the Goa Startup Policy 2025. The 2025 policy describes it as being offered to startups with a promising Minimum Viable Product, with a one-time grant of up to Rs 10 lakh as determined by the Cell.

What makes this scheme different from the other Goa startup incentives

Almost every other scheme in the Goa startup stack is a reimbursement, you spend first, then claim back a percentage. Seed Capital is a grant: money paid forward against a plan, not backward against a bill. That is why it is the only one of the group with no six-month expenditure window, and the only one that carries post-disbursement reporting obligations.

Who is eligible for the Seed Capital Scheme?

A startup can apply if:

  • It holds a valid startup certificate number issued by the Startup and IT Promotion Cell, Government of Goa.
  • The bank accounts of the directors of the company are linked to Aadhaar.
  • It meets the startup definition of the prevailing policy. Under the Goa Startup Policy 2025 that means: up to ten years from incorporation or registration in Goa and/or operating in Goa; annual turnover not exceeding Rs 100 crore in any preceding financial year; incorporated as a Private Limited Company, Registered Partnership Firm or Limited Liability Partnership; and working towards innovation, development or improvement of a product, process or service, or having a scalable business model.
  • Under the 2025 policy, the startup must have been in operation for at least three months before applying for registration under the policy.

You cannot apply if:

  • You are an individual with an idea but no registered entity. A sole proprietorship does not meet the incorporation requirement, and an individual cannot receive this grant personally.
  • Your entity was formed by splitting up or reconstructing an existing business, which the policy's own note excludes from the startup definition.
  • Your startup is not certified by the Cell. Recognition by DPIIT under the central Startup India programme is separate and does not substitute for the Goa certificate.
  • Your entity is more than ten years old or crossed Rs 100 crore annual turnover in a preceding financial year.
  • Your directors' bank accounts are not Aadhaar-linked.
  • You have already availed the Seed Capital grant. It is a one-time benefit.

Meeting every criterion still does not guarantee money. Only 100 startups a year receive the grant, and selection rests with the Cell.

How to apply for the Goa Seed Capital Scheme

  1. Incorporate and register. Set up as a Private Limited Company, Registered Partnership Firm or LLP in Goa, and operate for at least three months.
  2. Get certified by the Cell. Register your startup on the Goa State Startup Portal at startup.goa.gov.in and obtain a startup certificate number. The Goa Startup Policy 2025 provides that a complete registration application is certified within four days.
  3. Link the directors' bank accounts to Aadhaar before you file. This is a listed eligibility condition, not a formality, and applications fail on it.
  4. Prepare the project document. Set out the idea, the state of the product, the market, the team and a costed plan for how the Rs 10 lakh would be used. The Cell determines the amount, so a vague ask usually gets a small answer.
  5. File online. Log in through the startup single-window on goaonline.gov.in, select the Seed Capital Scheme service, complete the form and upload the documents. The scheme document also permits the form and documents to be e-mailed to the Cell.
  6. Respond to due diligence. The Cell scrutinises the application and may ask for clarifications or a presentation before the screening committee.
  7. Await the decision. Approval or rejection is notified within 45 days of a complete application; the approved amount is disbursed within 60 days of approval.

How to apply offline

  1. Visit the Startup and IT Promotion Cell at IT HUB, 2nd Floor, Altinho, Panaji, Goa 403001.
  2. Submit the printed application form with the complete document set.
  3. Collect the acknowledgement carrying your application reference number.

Alternatively, e-mail the completed form and scanned documents to spc-dit.goa@gov.in, which the scheme text expressly allows.

What happens after the grant is sanctioned

Seed Capital is the only Goa startup incentive with obligations that continue after the money arrives. According to the scheme document:

  • On successful completion of the MVP, the applicant must notify the Cell and submit feedback from 100 first users within 3 months of completion.
  • Within 5 months of availing the incentive, the applicant must document the journey to the MVP, the user feedback, the obstacles faced and the means used to overcome them, and furnish that document to the Cell. The Cell uses it to conduct a performance evaluation of the applicant.
  • Under the Goa Startup Policy 2025, startups receiving funds must submit quarterly progress reports covering financial statements, milestone evidence and chartered-accountant-certified utilisation certificates. The Cell reserves the right to conduct periodic audits, and misuse of funds can result in recovery of the money and legal proceedings.

Failing to report is not a neutral act. It affects the performance evaluation and, in practice, any future application to the other Goa startup schemes.

Why Seed Capital applications get rejected

  • No valid startup certificate from the Cell on the date of application.
  • Directors' bank accounts not Aadhaar-linked.
  • Entity type does not qualify, a proprietorship or an unregistered partnership cannot be certified as a startup under the policy definition.
  • Entity older than ten years or above the Rs 100 crore turnover threshold.
  • Business formed by splitting or reconstructing an existing business.
  • Weak or unfunded project document β€” the Cell determines the amount, and a plan without costings invites either a small sanction or a rejection.
  • Annual cap of 100 startups exhausted for the year.
  • Already availed the one-time grant.

Key dates and policy history

  • 2017; Seed Capital Scheme notified under the Goa Start-up Policy 2017 with a Rs 10 lakh one-time ceiling and a 100-startup annual cap.
  • 2021: Scheme carried into the Goa IT Start-up Policy 2021, administered by the Startup and IT Promotion Cell, with the same Rs 10 lakh ceiling.
  • 2025; Listed as the Seed Capital Grant Scheme in the Goa Startup Policy 2025, offered to startups with a promising Minimum Viable Product. The policy runs for three years from gazette notification, and startups registered under the 2017 and 2021 policies are expressly grandfathered.

There is no annual last date. Applications are accepted at any time in the financial year, subject to the 100-startup cap and budget availability.

Help and grievance redressal

  • Startup and IT Promotion Cell helpline: 1800-233-5060
  • E-mail: spc-dit.goa@gov.in
  • Office: IT HUB, 2nd Floor, Altinho, Panaji, Goa 403001
  • Registration portal: startup.goa.gov.in
  • Application portal: goaonline.gov.in

Under the Goa Startup Policy 2025, disbursements to IT startups are approved by the Director of the Department of Information Technology, Electronics and Communications, while non-IT startup applications are funded and approved through the Directorate of Industries, Trade and Commerce. If your application stalls, establish first which of the two routes your startup falls under, that alone resolves a good share of the delays founders report.

How to check your application status

Seed Capital has no live tracking dashboard that shows a status bar the way some central-government portals do. Status has to be pulled through the same single-window channel the application went through, in one of these ways:

  1. Log back into goaonline.gov.in. Sign in with the credentials used to file, open "My Applications" or the equivalent applications list on the single-window dashboard, and check whether the Seed Capital Scheme entry shows as pending, under scrutiny, sent back for clarification, approved or rejected.
  2. Check the registration side separately, on startup.goa.gov.in. Certification status (whether the startup has a live certificate number) and application status (whether the Rs 10 lakh request has been decided) sit on two different systems. A startup can be fully certified while its Seed Capital request is still under review, so check both if something looks stuck.
  3. Track the two clocks the scheme itself sets. A complete application is meant to get a decision within 45 days of filing, and an approved amount is meant to be disbursed within 60 days of approval. If either window has passed with no update on the portal, that is the trigger to escalate rather than keep waiting.
  4. Call or e-mail the Cell directly. The Startup and IT Promotion Cell helpline (1800-233-5060) and the e-mail spc-dit.goa@gov.in are the channels the scheme document lists for the applicant to reach the Cell; quote the application reference number generated at filing (or the acknowledgement number, if you applied offline or by e-mail) when you follow up.
  5. Confirm which office is actually processing the file. Disbursement for IT startups is approved by the Director of the Department of Information Technology, Electronics and Communications, while non-IT startup applications route through the Directorate of Industries, Trade and Commerce. A status enquiry sent to the wrong office is a common reason updates go quiet, so establishing which of the two your startup falls under before you chase is worth doing first.
  6. For an offline or e-mailed application, the acknowledgement received at the IT HUB office in Altinho, Panaji is the only proof of filing; keep it, since the portal dashboard will not show a submission that was never made online.

Frequently asked questions

How much is the Goa Seed Capital Scheme grant?

Seed Capital Scheme provides a one-time grant of up to Rs 10 lakh, with the actual amount determined by the Startup and IT Promotion Cell after its own due diligence. The Rs 10 lakh figure is a ceiling, not a fixed payout.

How many startups get the Seed Capital grant each year?

The scheme is capped at 100 startups each year, selected by the Startup and IT Promotion Cell under its due diligence and guidelines. The benefit is expressly not an entitlement.

Who is eligible for the Goa Seed Capital Scheme?

Any startup certified by the Startup and IT Promotion Cell holding a valid startup certificate number is eligible, provided the bank accounts of the company's directors are linked to Aadhaar. The current policy offers the grant to startups with a promising minimum viable product.

Do I have to repay the Seed Capital grant?

No. Seed Capital Scheme is a grant, not a loan, and the scheme text does not provide for repayment or for the government taking equity. It does require reporting, and misuse of funds can lead to recovery.

What must I do after receiving the Seed Capital grant?

On successfully completing the MVP you must notify the Cell and submit feedback from 100 first users within 3 months. Within 5 months of availing the incentive you must furnish a document covering the journey to the MVP, user feedback and obstacles faced, which the Cell uses for a performance evaluation.

Is there a deadline to apply for Seed Capital in Goa?

No fixed last date is announced. The scheme text says the applicant can apply at any time of the financial year, unlike the reimbursement schemes which carry a six-month window from the date of expenditure.

How long does approval and payment take?

The Cell notifies approval or rejection within 45 days of receiving a complete application, and disburses the approved amount within 60 days of approval.

Can an individual with only an idea apply?

Not directly. The applicant must be a certified startup, which the Goa Startup Policy 2025 defines as a Private Limited Company, Registered Partnership Firm or LLP up to ten years old with turnover under Rs 100 crore. An individual must incorporate and get certified first.
