What is the Scheme to Provide Special Financial Assistance for Organizing Cultural Events?

Scheme to Provide Special Financial Assistance for Organizing Cultural Events is a grant-in-aid scheme of the Directorate of Art and Culture, Government of Goa. The Directorate's own page titles it "Special Financial Grant for Organizing Cultural Events / Programmes".

The scheme has been designed to provide financial support to institutions, cultural groups and individuals to organise or conduct various types of cultural events, programmes, exhibitions and festivals. Its second purpose, stated alongside the first, is to give young artists an opportunity to develop their talents, and to give both artists and the general public an opportunity to witness cultural performances and events of a good standard.

Its three declared objectives are to encourage cultural events, programmes, exhibitions, festivals, camps and workshops; to give financial support to cultural groups or an individual to organise cultural events; and to give young artists an opportunity to develop their talent.

This is Goa's event-level grant. It is distinct from the Directorate's maintenance or regular grants, which reimburse a cultural organisation's annual running expenditure. An organisation can be funded under both routes for different things.

Who is eligible for this grant?

An applicant can apply if:

  • The applicant is any group, organisation or institution, registered or unregistered: or an individual person. This is unusually wide; most Goa cultural grants require registration under the Societies Registration Act or the Indian Trusts Act.
  • The applicant has experience in organising cultural events, programmes, exhibitions or festivals.
  • The applicant is not a defaulter of the Directorate of Art and Culture for non-submission of a utilisation certificate or statement of accounts for any other grant already received.

An applicant is not eligible if:

  • The applicant owes the Directorate a utilisation certificate or statement of accounts for a previous grant. This single condition disqualifies more repeat applicants than any other.
  • The applicant has no track record of organising cultural events, which the scheme asks to be evidenced by a detailed report of past performances or events.

Preference will be given to registered institutions and organisations, so an unregistered group is eligible but competes at a disadvantage.

The Directorate may also, on its own motion, identify any institution, group or individual person to organise a cultural event, programme, exhibition, festival, camp or workshop for the Department of Art and Culture.

How much does the scheme pay?

Route Rate Ceiling
Applicant applies 80% of the expenditure incurred, or Rs 5 lakh, whichever is less Rs 5 lakh
Directorate identifies the organiser on its own motion 100% of the expenditure incurred, or Rs 5 lakh, whichever is less Rs 5 lakh

The grant is given to organise a specific cultural event, programme, exhibition, festival, camp or workshop; not as general support.

The scheme attaches a blunt warning to the ceiling, worth quoting in substance: the above limit is the maximum limit provided under the scheme and does not mean that the applicant shall get the financial grant to the extent of the maximum limit. The applicant gets the grant to the extent decided by the Department of Art and Culture or the Government, based on the nature and scope of the proposed cultural event and the reputation, standing and eligibility of the applicant.

An organiser budgeting an event should therefore not treat Rs 5 lakh as a dependable number. Plan on a smaller sanction and treat anything more as a bonus.

How to apply for special financial assistance for a cultural event

  1. Obtain the prescribed form from the Directorate of Art and Culture, Panaji, or download the current year's form from the Directorate's scheme page. The form published at present is titled "Application form - Special Grants - 2026-27".
  2. Write up the proposed event — the details of the cultural event, exhibition, festival, camp or workshop you intend to organise.
  3. Prepare the detailed report of past work, describing the performances or events you have conducted or organised before applying. This is what establishes the experience condition.
  4. Draw up the estimated cost or budget, signed by the President or Chairman of the institution, the leader of the group, or by the individual applicant. If the grant applied for is more than Rs 1 lakh, get the estimate countersigned by a certified Chartered Accountant.
  5. Swear the affidavit. The President or Chairman, group leader or individual applicant must affirm the facts about the proposed event and the estimated cost, and further affirm that the grant availed under the scheme will be used only for the purpose it is sanctioned.
  6. Submit the complete application to the Director of Art and Culture so that it reaches the Directorate at least 30 days before the event begins. An application that arrives 20 days out is late, regardless of merit.
  7. Submit the utilisation certificate within three months of receiving the grant, with the statement of income and expenditure, both signed or countersigned by a certified Chartered Accountant.

How is the application decided?

On receipt of an application, the Directorate of Art and Culture scrutinises it thoroughly. The Director of Art and Culture then gives recommendations to the Government. The Government decides on those recommendations, and the Government's decision in this regard is final. Only after obtaining that Government approval does the Director of Art and Culture disburse the amount to the eligible applicant.

The same route applies where the Directorate has identified an organiser on its own motion, the Director disburses only after obtaining Government approval.

This two-stage structure is why the 30-day lead time exists, and why it is not elastic. Scrutiny, recommendation and Government approval all have to happen before the event date.

What are the obligations after the grant is received?

The applicant availing the benefit must strictly utilise the grant for the purpose for which it is sanctioned. Within three months from the date of receiving the grant, the applicant must produce:

  • a utilisation certificate, duly signed by the President or Chairman of the institution, the leader of the group, or the individual applicant as the case may be; and
  • a statement of income and expenditure.

Both the utilisation certificate and the statement of income and expenditure must be signed or countersigned by a certified Chartered Accountant.

Failing to file these has a specific consequence beyond this scheme: an applicant who is a defaulter of the Directorate for non-submission of a utilisation certificate or statement of accounts for any grant becomes ineligible for this scheme, so one missed certificate closes the door on future events.

Common reasons an application is rejected or reduced

  • The application arrived less than 30 days before the event.
  • A pending utilisation certificate from an earlier grant, which is an express disqualification.
  • No detailed report of past events, so the experience condition cannot be assessed.
  • An estimate above Rs 1 lakh without the Chartered Accountant's countersignature.
  • No affidavit, or an affidavit that does not affirm both the event facts and the restricted use of the grant.
  • An unregistered applicant competing against registered institutions, since preference goes to the registered.
  • An event whose nature and scope does not justify the amount sought, in which case the Department may sanction a smaller figure rather than reject outright.

How this scheme sits alongside the Directorate's other grants

The Directorate of Art and Culture runs a family of schemes that organisers should distinguish carefully:

  • Grant in Aid to Cultural Organization (Maintenance / Regular Grants): reimburses 80% of an institution's expenditure for the last financial year, with ceilings from Rs 10,000 for Group H institutions up to Rs 3 lakh for Group A institutions. That is annual running support, not event support.
  • Organization of Camps / Courses / Festivals / Cultural Shows and the Financial Assistance to Long Term Project in the Field of Art & Culture.
  • Scheme for Upliftment of Utsavi Rangabhumi of Goa, for village festive theatre productions.
  • Financial Assistance for Purchase of Musical Instruments to bhajani, choir and cultural groups.
  • Kala Samman Scheme and Kalakar Kritadnyata Nidhi, which support individual artists rather than events.

An organiser planning a festival applies here; the same organisation's annual running costs go to the maintenance grants scheme.

The Government's powers under the scheme

The Government is supported to relax all or any of the clauses provided in the scheme, if found deemed fit, for reasons to be recorded. It may frame guidelines from time to time for better implementation. And where any question arises regarding the interpretation of any clause, word, expression or the entire scheme, the decision about the interpretation lies with the Government.

The scheme page states that the scheme came into force from the date of its publication in the Official Gazette and was to remain in force up to 31st March, 2024, yet the Directorate has published an application form for 2026-27, which indicates continuation. Download the current year's form from the Directorate's own page and, if the point matters to your budget, ask the Directorate to confirm the operative notification in writing.

How to check your application status

This scheme has no online application tracker. There is no portal login, dashboard or SMS alert that tells an applicant where their file stands, so tracking status means following up with the Directorate of Art and Culture directly, the same office that received the paper application.

Before you follow up, know where your file naturally sits. The scheme moves through a fixed sequence: the Directorate first scrutinises the application, the Director then sends a recommendation to the Government, the Government takes the decision, and only after that approval does the Director release the amount. There is no stage at which the applicant is notified automatically, so silence for the first few weeks after submission is normal, not a sign of a problem.

When it is reasonable to ask:

  • If your event date is approaching and you have heard nothing, ask well before the event, not after it, since the Directorate needs its own lead time to complete scrutiny and get Government approval.
  • If it has been several weeks since submission with no acknowledgement at all, confirm the application was received and logged.
  • If you are trying to plan your event budget around the grant, ask what stage the file is at, since the Directorate can sanction less than the amount applied for.

How to follow up:

  1. Call the Directorate of Art and Culture, Panaji, at the number published on its website (2404600), and quote the date you submitted the application and the event it concerns.
  2. Email dir-dac.goa@nic.in if a phone call does not get a clear answer, describing the applicant's name, the event, and the submission date so the office can trace the file.
  3. Visit the Directorate in person if the event date is close and neither call nor email has produced a response, carrying a copy of the submitted application and any acknowledgement you were given at the time of filing.
  4. Ask specifically which of the three stages your file is at: under scrutiny at the Directorate, sent to Government for a decision, or approved and awaiting disbursal, since each stage has a different realistic timeline.

After the grant is sanctioned, tracking shifts to a different obligation: you must submit the utilisation certificate and statement of income and expenditure, both countersigned by a Chartered Accountant, within three months of receiving the money. Keep your own record of that three-month deadline, since the Directorate does not send a reminder, and a missed certificate makes you a defaulter and ineligible for this and other Directorate grants going forward.

Frequently asked questions

How much grant can a cultural event get in Goa?

Up to Rs 5 lakh or 80% of the expenditure incurred in organising the event, whichever is less. Where the Directorate itself identifies the organiser, the grant can go up to Rs 5 lakh or 100% of the expenditure, whichever is less.

Who can apply for special financial assistance for a cultural event?

Any group, organisation or institution — registered or unregistered — as well as an individual person, provided the applicant has experience in organising cultural events, programmes, exhibitions or festivals. Preference is given to registered institutions and organisations.

Who is not eligible for this grant?

An applicant who is a defaulter of the Directorate of Art and Culture for non-submission of a utilisation certificate or statement of accounts for any other grant already received is not eligible. An applicant with no experience in organising cultural events also fails the eligibility test.

How early must the application reach the Directorate?

At least 30 days before the commencement of the event, programme or workshop. The application form together with all enclosures must reach the Directorate by then.

When does a Chartered Accountant have to be involved?

Where the grant applied for is more than Rs 1 lakh, the cost estimate must be countersigned by a certified Chartered Accountant. The utilisation certificate must in every case be signed or countersigned by a certified Chartered Accountant along with the statement of income and expenditure.

Is the maximum amount what applicants normally receive?

No. The scheme states expressly that the Rs 5 lakh figure is a maximum limit and does not mean the applicant will receive it — the grant is decided by the Department of Art and Culture and the Government based on the nature and scope of the proposed event and the reputation, standing and eligibility of the applicant.

What is the deadline for the utilisation certificate?

Three months from the date of receiving the grant. It must be accompanied by a statement of income and expenditure, and both must be signed or countersigned by a certified Chartered Accountant.

Can the Directorate approach an organiser directly?

Yes. The Directorate of Art and Culture may on its own motion identify an institution, group or individual to organise a cultural event for the Department, and in that case the grant can cover up to 100% of the expenditure, subject to the Rs 5 lakh ceiling.
