What is Kala Gaurav Puraskar?

Kala Gaurav Puraskar is a state honour instituted by the Directorate of Art and Culture, Government of Goa, for artists who have given outstanding contributions in their respective fields of art. Its purpose is not to fund a project or subsidise a purchase but to place state recognition on a body of work built over a lifetime, and to make sure that senior practitioners are felicitated while they are still able to receive the honour in person.

According to the Directorate of Art and Culture, the award is presented with a shawl, a shrifal, a certificate of appreciation and a financial purse of Rs 25,000 per individual. A maximum of 30 cases are considered each year, subject to the availability of funds, which makes Kala Gaurav Puraskar noticeably broader in reach than the state's more selective cultural honours such as the Gomant Vibhushan Award or the Goa State Cultural Awards.

The three stated objectives are:

  • To give state recognition to artists who have made substantial contributions in the field of art and culture.
  • To felicitate artists for their lifetime achievements in art and culture.
  • To recognise and appreciate the age-old talent of artists.

Kala Gaurav Puraskar sits alongside a family of Art and Culture awards that includes the Yuva Srujan Puraskar for young artists, the Kala Vruddhi Award, the Best Cultural Institution Award and the Goa State Cultural Awards. Reading the set together helps: the Yuva Srujan Puraskar is the youth-facing counterpart, while Kala Gaurav Puraskar is the senior-artist one.

Who is eligible for Kala Gaurav Puraskar?

An artist can be considered if:

  • The nominee is an individual artist. Institutions, troupes and registered cultural bodies are outside this award and should look at the Best Cultural Institution Award instead.
  • The nominee is 60 years of age.
  • The nominee has given a substantial contribution in his or her respective field of art.
  • The nominee has contributed in that field in Goa for a minimum of 10 years out of the entire career as a practising artist.

An artist cannot apply or be considered if:

  • The artist is a recipient of the Goa State Cultural Award. That exclusion is explicit, and it exists so that the two honours do not stack on the same person.
  • The artist has already received Kala Gaurav Puraskar once. No individual is eligible a second time under the scheme.
  • The artist is below 60 years of age, or has fewer than 10 years of practice in Goa.
  • The applicant is an organisation rather than an individual artist.

There is no upper age limit and no income test. The award is about the record of work, not about financial need.

What documents are required for Kala Gaurav Puraskar?

The document list is split in two, because the award runs on nomination rather than self-application.

From the nominator:

Document Mandatory
Recommendation letter Yes
ID proof of the recommender Yes

From the nominee:

Document Mandatory Notes
Passport size photograph Yes Signed across
Birth proof Yes Checked against the 60-year bar
Biodata Yes Field of art, years in Goa, body of work
ID proof Yes Any government photo identity
Aadhaar card linked with bank account Yes For paying the Rs 25,000 purse
Photographs of performances No Supporting evidence
Certificates of performance No Optional

The biodata is the document that does the real work. Since "substantial contribution" is not defined by a number of productions or exhibitions, the biodata is where a nominee sets out the productions staged, the years active, the students taught, the festivals performed at and the region of Goa served.

How to apply for Kala Gaurav Puraskar

  1. Watch for the newspaper advertisement. The Directorate of Art and Culture advertises the award in the newspapers, and the 30-day application window runs from that date.
  2. Visit the Directorate of Art and Culture, 5th Floor, Shram Shakti Bhavan, Patto, Panaji, Goa 403001, or download the proforma from the departmental website.
  3. Print the proforma of the application form for Kala Gaurav Puraskar, or request a hard copy from the concerned authority at the Directorate.
  4. Fill in all mandatory fields, paste the passport-size photograph signed across, and attach self-attested copies of every mandatory document from both the nominator and the nominee.
  5. Attach the biodata and supporting evidence, photographs of performances and any certificates of performance: as a separate annexure.
  6. Submit the completed form to the ACO-III, Directorate of Art and Culture, and keep a copy of the submitted set for your own record.

When is the last date to apply?

Applications must be submitted within 30 days from the date of the advertisement in the newspaper. There is no fixed annual calendar date, so an artist or a nominator who is not watching the newspapers can miss a cycle entirely. Anyone planning a nomination should keep the biodata, birth proof and performance photographs ready in advance, because 30 days is a short window in which to assemble a career record.

How is the award paid?

The Rs 25,000 purse is paid to the awardee, which is why the document list insists on an Aadhaar card linked with the bank account rather than merely a passbook copy. The shawl, shrifal and citation are presented at the felicitation ceremony organised by the Directorate.

Because the maximum of 30 cases a year is stated as being subject to the availability of funds, the number actually conferred in a given year can be lower. A nomination that is not taken up in one year does not carry forward automatically; it must be filed afresh in the next advertisement cycle.

Common reasons a Kala Gaurav Puraskar nomination fails

  • The nominee has not turned 60 on the relevant date, which the birth proof makes plain immediately.
  • Fewer than 10 years of work in Goa. An artist of Goan origin who built a career elsewhere still needs the decade of contribution inside the state.
  • The nominee already holds the Goa State Cultural Award, which is a stated exclusion.
  • A repeat nomination of someone who has already received Kala Gaurav Puraskar.
  • The form arrives after the 30-day window from the newspaper advertisement.
  • Thin biodata. Where the record of contribution is asserted rather than evidenced, the nomination is hard to distinguish from the other entries competing for the 30 places.

Which fields of art are covered?

The scheme does not publish a closed list of art forms. It speaks of artists "working in the field of Art and Culture" and of contribution "in his/her respective field of art", which is deliberately open. In Goa that phrasing has to stretch across a wide cultural range — Konkani and Marathi stage, tiatr and khell tiatr, folk forms such as dhalo, fugdi, mando and dekhni, Goan Maand traditions, temple and church music, classical vocal and instrumental music, dance, painting, sculpture, and the crafts.

The absence of a defined list cuts both ways. It means a practitioner of a lesser-known village form is not excluded by a drafting omission. It also means that the burden of explaining the significance of that form, and the artist's place in it, falls on the biodata. A nomination from a folk tradition should name the form, describe where and when it is performed, and set out the artist's role in keeping it alive: because a selection panel cannot assume familiarity.

Artists whose work is in tiatr specifically should also look at the parallel schemes of the Tiatr Academy of Goa, including Oral Documentation of History of Tiatr for veterans with at least 20 years on the Konkani stage. The two are different instruments and an artist may qualify for both.

Kala Gaurav Puraskar compared with the other Goa cultural honours

Honour Directed at Nature
Kala Gaurav Puraskar Artists aged 60 and above, 10 years in Goa Lifetime achievement, up to 30 a year, Rs 25,000
Yuva Srujan Puraskar Young artists Early-career recognition
Goa State Cultural Awards Senior artists Excludes the holder from Kala Gaurav Puraskar
Gomant Vibhushan Award Exceptional distinction The state's highest civilian cultural honour
Kala Samman Scheme 2016 Artists in need Financial assistance rather than an award
Kalakar Kritadnyata Nidhi Artists in need Assistance fund
Best Cultural Institution Award Organisations Institutional, not individual

Reading the set together avoids the two commonest misdirected applications: an organisation applying for an individual honour, and an artist seeking financial help applying for an award rather than for the Kala Samman Scheme or the Kalakar Kritadnyata Nidhi, which are the assistance instruments.

How to check your Kala Gaurav Puraskar nomination status

Kala Gaurav Puraskar has no online portal or tracking number for a submitted nomination, because the whole process runs on a paper proforma filed within 30 days of the newspaper advertisement. Checking status therefore means following up with the office that received the form, not logging into a website.

  1. Keep the submission receipt or acknowledgement copy. When the completed proforma is handed in at the Directorate of Art and Culture, ask the counter staff to stamp or sign a duplicate copy as proof of the date filed. This is the only receipt the applicant will have, since there is no system-generated reference number.
  2. Call or email the ACO-III desk at the Directorate of Art and Culture (0832-2404606, aco6-dac.goa@nic.in) after a few weeks, quoting the nominee's name, the art field, and the date the form was submitted. The nomination is tracked internally against the advertisement cycle it was filed under, so having that date ready speeds up the query.
  3. Visit in person at 5th Floor, Shram Shakti Bhavan, Patto, Panaji, if a phone or email query does not get a clear answer. Since the number of awards conferred each year depends on fund availability, the Directorate is the only source that can confirm whether a particular file is still under consideration, has been recommended, or has been dropped for that cycle.
  4. Watch for the felicitation announcement. Because Kala Gaurav Puraskar is conferred through a public ceremony rather than a letter or bank credit, the clearest confirmation that a nomination has succeeded is inclusion in that year's list of awardees, usually announced by the Directorate ahead of the ceremony. A nominee or nominator who does not see the name on that list should follow up directly rather than assume the file was rejected, since a nomination can also simply be held over to be reconsidered in a later cycle.
  5. Reapply in the next cycle if nothing is heard. A nomination that misses being taken up in one year is not automatically carried forward. If the Directorate confirms the file was not considered due to the funding cap rather than for a documented eligibility reason, the nominator should plan to resubmit a fresh proforma when the next newspaper advertisement appears.

Frequently asked questions

How much money does Kala Gaurav Puraskar carry?

What is the age limit for Kala Gaurav Puraskar?

How many Kala Gaurav Puraskar awards are given each year?

A maximum of 30 cases are considered every year, subject to the availability of funds. That makes it one of the widest state cultural honours in Goa by number of recipients.

Who cannot apply for Kala Gaurav Puraskar?

A recipient of the Goa State Cultural Award is not eligible, and no individual can receive Kala Gaurav Puraskar a second time. Artists below 60 and those with under 10 years of practice in Goa are also outside the scheme.

Is there an online application for Kala Gaurav Puraskar?

No. Applications are accepted only offline, at the Directorate of Art and Culture, 5th Floor, Shram Shakti Bhavan, Patto, Panaji, Goa 403001, addressed to the ACO-III.

How long must an artist have worked in Goa to qualify?

The artist must have contributed in his or her field of art in Goa for a minimum of 10 years out of the entire career as a practising artist. The 10 years need not be the most recent 10.

Can someone else nominate an artist for Kala Gaurav Puraskar?

Yes, and in practice that is how the award works. The document list distinguishes between the nominator, who supplies a recommendation letter and ID proof, and the nominee, who supplies age, identity and career evidence.
