Kalakar Kritadnyata Nidhi: Financial Assistance For Funeral of the Artist
Goa state government scheme
Kalakar Kritadnyata Nidhi Funeral Assistance is a Goa Directorate of Art and Culture component paying up to Rs 10,000 towards the funeral expenses of a deceased Goan artist recognised by the Directorate. The family applies in the prescribed proforma at Sanskruti Bhavan, Panaji, and the death certificate must be furnished within 2 months from the date of sanction.
What is Kalakar Kritadnyata Nidhi funeral assistance?
Kalakar Kritadnyata Nidhi (KKN) is the welfare fund of the Directorate of Art and Culture, Government of Goa. The Directorate describes it as a scheme that "envisages sanction of Financial Assistance to Aged Needy Goan Artists and their dependent family in indigent circumstances subject to fulfilment of eligibility criteria and conditions as laid down under the Scheme." The name, sometimes written as Kalakar Kritadnyata Nidhi in transliteration, means a fund of gratitude towards artists.
Financial Assistance for Funeral of the Artist is one of seven objectives under that fund. It provides up to Rs 10,000 towards the funeral expenses of a deceased Goan artist recognised by the Directorate.
The component answers a narrow but real problem. A performing artist in a Goan village, a tiatrist, a bhajan singer, a folk dancer, a shigmo performer: often has no pension, no employer and no provident fund. When the artist dies, the household faces an immediate cash cost with no income to meet it. This component pays that cost, and the state's acknowledgement of the artist's contribution is the explicit purpose behind it.
Key features
- Maximum assistance of Rs 10,000 per case.
- Paid to the family of the deceased artist.
- A copy of the death certificate must be furnished within 2 months from the date of sanction.
- Applications go offline, in the prescribed proforma, to the Directorate of Art and Culture, Sanskruti Bhavan, Patto, Panaji, Goa.
- Assistance is disbursed through the Electronic Clearance System (ECS).
- The quantum is decided by a sub-committee constituted by Government.
Where the money comes from
The fund runs on a dedicated corpus. Rs 10,00,000 every year is earmarked for Kalakar Kritadnyata Nidhi, and from the financial year 2009-2010 a separate Public Ledger Account was opened into which those funds are deposited for operating the scheme. The Directorate's scheme page states that the scheme remains in force up to 31st March of the financial year 2026-27.
Who is eligible and who is not eligible?
The family can apply if:
- The deceased was a Goan artist recognised by the Directorate of Art and Culture, Government of Goa, born and brought up in the State of Goa.
- The annual family income from all sources does not exceed Rs 2,00,000 per annum, which is the fund's general income condition.
- The artist was not less than 50 years of age. The Government may relax the age criterion for deserving cases under special circumstances.
- The applicant is a member of the artist's family: under the scheme's definitions, the wife or husband, and sons and daughters wholly dependent on the artist.
- The death certificate can be produced within the prescribed window.
You are not eligible, or cannot apply, if:
- The deceased was not recognised as an artist by the Directorate of Art and Culture. This is the gateway condition. The fund is for recognised Goan artists, not for the general public.
- The annual family income exceeds Rs 2,00,000 from all sources.
- The applicant is not a dependent family member and cannot show the relationship.
- The certificates are missing. The scheme states that all relevant documents issued by the competent authorities "shall have to be enclosed failing which the applications shall be summarily rejected."
- The death certificate is not furnished within 2 months from the date of sanction.
How to apply for KKN funeral assistance
- Collect the prescribed proforma. Forms are available on working days at the office of the Directorate of Art and Culture, Sanskruti Bhavan, Patto, Panaji, Goa. A form download is also published on the Kalakar Kritadnyata Nidhi page at artandculture.goa.gov.in.
- Obtain the death certificate of the artist from the registering authority, and keep a copy ready — this is the document the whole claim turns on.
- Assemble the supporting certificates: proof that the deceased was recognised as an artist by the Directorate, a birth certificate to establish age, an income certificate from the competent authority showing annual family income within Rs 2,00,000, and a dependency or relationship certificate for the applicant.
- Fill and sign the proforma, entering the artist's details, the date of death, the applicant's relationship and the bank account into which the assistance should be credited.
- Submit the application directly to the Directorate of Art and Culture, Sanskruti Bhavan, Patto, Panaji, Goa. The eligible family, a co-artist or any member of the public may file the application on behalf of the household.
- Await the sub-committee's decision. The Directorate forwards the application to the sub-committee constituted by Government for thorough scrutiny. The Director of Art and Culture gives recommendations, and the sub-committee decides the quantum of assistance.
- Furnish the death certificate copy within 2 months from the date of sanction if it has not already been placed on record, and receive the money by ECS after Government approval.
How is the amount decided?
Rs 10,000 is a ceiling, not an entitlement. The sub-committee meets as and when required, considers the applications received, and recommends the names of artists' families in indigent circumstances to the Director of Art and Culture along with the quantum it considers appropriate. The case and the amount to be sanctioned are both decided by the committee, so a family should expect the sanctioned figure to reflect the household's circumstances rather than the ceiling automatically.
Why funeral assistance applications get rejected
- The artist was never recognised by the Directorate of Art and Culture, which ends the claim at the threshold.
- Annual family income above Rs 2,00,000 from all sources.
- No death certificate, or one not furnished within 2 months from the date of sanction.
- No proof of relationship or dependency between the applicant and the artist.
- Age below 50 with no case made for relaxation.
- Missing certificates generally, which the scheme says lead to summary rejection.
- Bank details missing or wrong, which stalls the ECS release even after sanction.
What are the other components of Kalakar Kritadnyata Nidhi?
The same fund covers six other objectives, and a bereaved artist's household often qualifies under more than one at the same time:
- Lumpsum grant: maximum Rs 20,000 on the death of the artist, for families whose annual income is less than Rs 25,000 per annum. This is the natural companion claim to funeral assistance and is filed separately.
- Medical treatment: up to Rs 50,000 for major or minor surgical treatment in local or outstation hospitals, including travel and accommodation outside the state, relaxable for major chronic ailments.
- Marriage: up to Rs 20,000 for the first wholly dependent daughter's marriage and Rs 15,000 for the second, limited to two daughters.
- Compensation towards natural calamities: maximum Rs 25,000, or the Taluka Mamlatdar's valuation, whichever is less, for repair or construction of a damaged house.
- Scholarship or incentives: Rs 750 per month during the academic year, excluding vacation, released half yearly, for wards of recognised Goan artists in post graduate, degree or professional courses.
- Incentive for self employment: not exceeding Rs 50,000, or the actual cost of the venture, whichever is less.
A household that has just lost its artist should look at the funeral component and the lumpsum grant together, and at the scholarship component if a child is studying, because each is decided on its own application.
Where do I raise a grievance?
The scheme carries an express grievance clause. If any grievance arises out of the implementation of the scheme, the Minister for Art and Culture shall hear and decide the matter, and that decision shall be final.
Start at the Directorate of Art and Culture, Sanskruti Bhavan, Patto, Panaji, Goa, reachable by email at dir-dac.goa@nic.in. Any question about the interpretation of a clause, word, expression, or of the entire scheme, lies with the Government, whose decision is final and binding on all concerned. The Government is also supported to relax all or any clause of the scheme if found deemed fit, for reasons to be recorded, which is the route for a genuinely deserving family that falls just outside a condition, such as an artist who died below the age of 50.
There is no application fee, and no agent or middleman has any role in the process.
How to check your application status
Kalakar Kritadnyata Nidhi has no online tracking portal or reference-number lookup, so status checking is entirely offline, through the Directorate of Art and Culture itself.
- Visit or call Sanskruti Bhavan, Patto, Panaji. The office that received the proforma is the only authority that can tell an applicant where the file stands. Carry the artist's name and the date the application was submitted, since there is no acknowledgement receipt number to quote.
- Ask specifically which stage the file is at. An application moves through three stages: scrutiny at the Directorate, forwarding to the sub-committee constituted by Government, and the sub-committee's recommendation to the Director of Art and Culture. Knowing the stage tells the family whether more documents are needed or whether the file is simply awaiting a sub-committee meeting, since the sub-committee meets only as and when required rather than on a fixed calendar.
- Confirm the death certificate has been recorded. Because the scheme requires the death certificate within 2 months of sanction, applicants who submitted the proforma before the certificate was ready should follow up to confirm the office has since received and filed it, so the case is not held up or closed for want of that document.
- Check bank details once sanction is communicated. Assistance is released through the Electronic Clearance System, so a sanctioned case that has not been credited is usually a bank account or IFSC mismatch rather than a pending decision. The Directorate can confirm whether the ECS transfer was attempted and failed.
- Follow up in writing if the file is delayed. A letter addressed to the Director of Art and Culture referencing the artist's name, the date of application and the date of death gives the office a paper trail to trace the file, which is more reliable than a phone enquiry alone when months have passed without a response.
There is no SMS or email status alert for this component, so periodic in-person or telephonic follow-up with the Directorate remains the only way to track a pending claim.
