What is the Kalakar Kritadnyata Nidhi incentive for self employment?

Kalakar Kritadnyata Nidhi (KKN) is the welfare fund of the Directorate of Art and Culture, Government of Goa. The Directorate describes it as a scheme that "envisages sanction of Financial Assistance to Aged Needy Goan Artists and their dependent family in indigent circumstances subject to fulfilment of eligibility criteria and conditions as laid down under the Scheme." The name, sometimes transliterated as Kalakar Kritadnyata Nidhi, means a fund of gratitude towards artists.

Incentive for Self Employment is one of seven objectives under the fund. It is the only one of the seven that is forward-looking: rather than reimbursing a hospital bill, a funeral or a house repair, it puts capital in the hands of an artist or an artist's family to start earning.

What the self-employment component provides

  • Financial assistance not exceeding Rs 50,000, or the actual cost of the venture, whichever is less, for setting up a self-employment venture.
  • The assistance is a one-time payment, disbursed through ECS.
  • It is available to the needy Goan artist or his or her family, so a son or daughter can be the person who actually runs the venture.

Where the money comes from

The fund is operated through a dedicated corpus. Rs 10,00,000 every year is earmarked for the scheme, and from the financial year 2009-2010 a separate Public Ledger Account was opened for those funds. The Directorate's scheme page states that the scheme remains in force up to 31st March of the financial year 2026-27.

Who is eligible and who is not eligible for this incentive?

You can apply if:

  • You are a Goan needy artist, born and brought up in the State of Goa and recognised by the Directorate of Art and Culture, Government of Goa, or you are a member of such an artist's family.
  • Your annual family income from all sources does not exceed Rs 2,00,000 per annum.
  • The artist is not less than 50 years of age, subject to the Government's power to relax the age criteria for deserving cases under special circumstances.
  • You can produce a certificate from a Gazetted Officer to the effect that you are not employed and not self employed.
  • You can produce an estimate indicating the cost of the self employment venture from a competent authority.

You are not eligible if:

  • You have availed self-employment benefits earlier under any Government scheme, autonomous body, corporation or similar body. This is an express bar in the scheme.
  • You are currently employed or self employed. The Gazetted Officer's certificate is the test.
  • The artist is not recognised by the Directorate of Art and Culture. Under the scheme's definitions, an "Aged Needy Goan Artist" means an artist recognised by the Directorate whose age is not below 50 years and whose annual income from all sources does not exceed Rs 2,00,000, except in the case of the lumpsum grant.
  • Your annual family income exceeds Rs 2,00,000.
  • You cannot produce the certificates. The scheme states that all relevant documentation issued by competent authorities must be enclosed, "failing which the applications shall be summarily rejected."

Under the scheme's definitions, "family" means wife or husband, sons and daughters who are wholly dependent on the eligible Goan artist.

How to apply for the KKN self-employment incentive

  1. Collect the prescribed proforma. Forms are available during working days at the office of the Directorate of Art and Culture, Sanskruti Bhavan, Patto, Panaji, Goa. A form download is also published on the Kalakar Kritadnyata Nidhi page at artandculture.goa.gov.in.
  2. Decide the venture and get a costed estimate. The estimate indicating the cost of the self-employment venture must come from a competent authority and must be submitted with the application. It is what caps your assistance if the cost is below Rs 50,000.
  3. Obtain the Gazetted Officer's certificate stating that you are not employed and not self employed. Without this certificate the application does not proceed.
  4. Assemble the other certificates: birth certificate to establish age, income certificate from the competent authority showing annual family income within Rs 2,00,000, and proof that the artist is recognised by the Directorate of Art and Culture.
  5. Fill and sign the proforma, describing the venture, and confirming that you have not availed self-employment benefits earlier under any Government scheme, autonomous body or corporation.
  6. Submit it directly to the Directorate of Art and Culture, Sanskruti Bhavan, Patto, Panaji, Goa. The eligible artist, the family, a co-artist or any member of the public may file the application.
  7. Await the sub-committee's decision. The Directorate forwards the application to the sub-committee constituted by Government for thorough scrutiny; the Director of Art and Culture gives recommendations to the sub-committee, and the sub-committee decides the quantum of assistance.
  8. Receive the money by ECS after Government approval is obtained.

How is the amount decided?

Rs 50,000 is a ceiling, not an entitlement. Two things bring the figure down. The first is the estimate — assistance is Rs 50,000 or the actual cost, whichever is less, so a venture costed at Rs 32,000 draws Rs 32,000. The second is the sub-committee, which meets as and when required, considers the applications received, and recommends the names of artists in indigent circumstances to the Director of Art and Culture along with the quantum it considers appropriate. The case and the amount to be sanctioned are decided by the committee.

What are the common reasons an application is rejected?

  • An earlier self-employment benefit taken from any Government scheme, autonomous body or corporation.
  • No Gazetted Officer's certificate of non-employment, or a certificate that does not cover both employment and self employment.
  • No costed estimate of the venture from a competent authority.
  • Income above Rs 2,00,000 per annum from all sources.
  • Artist not recognised by the Directorate of Art and Culture.
  • Age below 50 with no case made out for relaxation.
  • Missing certificates generally, which the scheme says lead to summary rejection.

What are the other components of Kalakar Kritadnyata Nidhi?

The same fund covers six other objectives, and an artist's household frequently qualifies under more than one:

  • Medical treatment: up to Rs 50,000 for major or minor surgical treatment in local or outstation hospitals, including travel and accommodation outside the state, relaxable for major chronic ailments.
  • Marriage: up to Rs 20,000 for the first wholly dependent daughter's marriage and Rs 15,000 for the second, limited to two daughters.
  • Compensation towards natural calamities: maximum Rs 25,000, or the Taluka Mamlatdar's valuation, whichever is less, for repair or construction of a damaged house.
  • Funeral of the artist: up to Rs 10,000, with the death certificate furnished within 2 months from the date of sanction.
  • Scholarship or incentives: Rs 750 per month during the academic year, excluding vacation, released half yearly, for wards of recognised Goan artists in post graduate, degree or professional courses.
  • Lumpsum grant: maximum Rs 20,000 on the death of the artist, for families whose annual income is less than Rs 25,000 per annum.

Where do I raise a grievance?

The scheme has an express grievance clause: if any grievance arises out of the implementation of the scheme, the Minister for Art and Culture shall hear and decide the matter, and that decision shall be final. Start with the Directorate of Art and Culture, Sanskruti Bhavan, Patto, Panaji, Goa, reachable by email at dir-dac.goa@nic.in. Any question about the interpretation of a clause, word, expression or of the entire scheme lies with the Government, whose decision is final and binding on all concerned. The Government is also supported to relax all or any clause provided in the scheme, if found deemed fit, for reasons to be recorded, which is the route for a genuinely deserving case that falls just outside a condition.

How to check your application status

Kalakar Kritadnyata Nidhi has no online portal, login, or SMS system for tracking an application once it is filed, so checking status means following up directly with the Directorate.

  1. Note your reference details at submission. When you hand in the proforma at Sanskruti Bhavan, Patto, Panaji, ask the receiving clerk for an acknowledgement or a diary/inward number for your application. This is what you will quote in every later follow-up.
  2. Understand the two stages your file passes through. The Directorate first checks that the proforma and all certificates (Gazetted Officer's certificate, income certificate, birth certificate, artist recognition proof, costed estimate) are complete. A complete file is then forwarded to the sub-committee constituted by Government, which meets as and when required to consider pending applications and recommend the artists and the amount to the Director. There is no published fixed timeline for either stage, so a wait of several weeks between sub-committee meetings is normal.
  3. Follow up in person or by letter at the Directorate of Art and Culture, Sanskruti Bhavan, Patto, Panaji, Goa, quoting your acknowledgement or inward number, and ask specifically whether your file has reached the sub-committee stage yet or is still under document scrutiny.
  4. Use the official email as a written follow-up channel: dir-dac.goa@nic.in. Putting a status query in writing, with your inward number, creates a record you can refer back to if the file is delayed.
  5. If your certificates were found incomplete, the Directorate will normally ask you to supply the missing document rather than reject outright at this stage; responding promptly to any such communication keeps the application moving instead of lapsing.
  6. Once sanctioned, the amount is disbursed through ECS to the beneficiary's bank account, so a credit in the linked account is the practical confirmation that the case has cleared the sub-committee and received Government approval. If sanction has been communicated but the ECS credit has not come through, that follow-up should also go to the Directorate rather than to any bank branch.
  7. If there is no response or an unreasonable delay, the scheme's own grievance clause applies: any grievance arising out of implementation of the scheme is to be heard and decided by the Minister for Art and Culture, whose decision is final, so a written grievance can be escalated beyond the Directorate through that route.

Frequently asked questions

How much does the Kalakar Kritadnyata Nidhi self-employment incentive give?

Financial assistance not exceeding Rs 50,000, or the actual cost of the venture, whichever is less, is provided for setting up a self-employment venture. The estimate from the competent authority therefore decides the amount as much as the ceiling does.

Who is eligible for the self-employment incentive?

A needy Goan artist recognised by the Directorate of Art and Culture, Government of Goa, or the artist's family. The artist must be born and brought up in Goa, not below 50 years of age, with annual family income from all sources within Rs 2,00,000.

Can someone who already has a job apply?

No. A certificate from a Gazetted Officer stating that the applicant is not employed and is not self employed must be enclosed with the application, so an applicant already in a job or already running a business does not qualify.

Can I apply if I took a self-employment loan or grant before?

No. Only those applicants who have not availed self-employment benefits earlier under any Government scheme, autonomous body, corporation and the like are eligible for financial assistance under this incentive.

How is the money paid?

The Director of Art and Culture disburses the one-time financial assistance to the eligible applicant in the form of ECS, after the sub-committee decides the quantum and Government approval is obtained.

Who decides how much I get?

A sub-committee constituted by the Government scrutinises the application, the Director of Art and Culture gives recommendations to it, and the sub-committee decides the quantum of assistance to be released to the needy artist, within the Rs 50,000 ceiling.

Can the age condition of 50 years be relaxed?

Yes. The Government may relax the age criteria for deserving cases under special circumstances, and is separately empowered to relax all or any clause of the scheme for reasons to be recorded.

Who can submit the application on behalf of the artist?

The eligible artist, the family, a co-artist, or any member of the public may apply in the prescribed proforma directly to the Directorate of Art and Culture. Forms are available on working days at the department office.
