Kalakar Kritadnyata Nidhi: Compensation Towards Natural Calamities
Goa state government scheme
Kalakar Kritadnyata Nidhi - Compensation Towards Natural Calamities gives recognised Goan artists aged 50 and above a one-time grant of up to Rs 25,000, or the Taluka Mamlatdar's valuation, whichever is less, to repair or rebuild a house damaged by a natural calamity. Family income must be under Rs 2,00,000 and the form is offline.
What is Kalakar Kritadnyata Nidhi - Compensation Towards Natural Calamities?
Kalakar Kritadnyata Nidhi is a fund of the Directorate of Art and Culture, Government of Goa, created to support Goan artists in old age and hardship. The Compensation Towards Natural Calamities component of that fund helps Goan artists meet expenses towards the repair or construction of their houses damaged due to natural calamities.
The maximum financial assistance under this component is Rs 25,000, or the valuation done by the concerned Taluka Mamlatdar, whichever is less. The scheme is implemented by the Directorate of Art and Culture, and applications are accepted offline at its office at Sanskruti Bhavan, Patto, Panaji.
The name itself translates roughly as an artists' gratitude fund, and the compensation component is one of several heads within it. This page covers the natural calamity component only.
How much assistance is paid?
- Financial assistance is provided to meet expenses towards the repair or construction of a house damaged due to natural calamities.
- The quantum is a maximum of Rs 25,000, or as per the valuation done by the concerned Taluka Mamlatdar, whichever is less.
- It is a one-time payment.
- The Director disburses the amount through Electronic Clearing System mode into the artist's bank account.
Two points follow from the "whichever is less" rule. First, the Mamlatdar's valuation is the operative cap in most cases, and an artist whose damage is valued at Rs 18,000 receives Rs 18,000 rather than Rs 25,000. Second, obtaining the valuation is not a formality that can be skipped, because without it the sub-committee has no figure to work against.
Who is eligible for this assistance?
You can apply if:
- You are a Goan, that is, born and brought up in Goa.
- You are recognised as an artist by the Directorate of Art and Culture, Government of Goa.
- Your family income from all sources does not exceed Rs 2,00,000 per annum.
- You are not less than 50 years of age. The government may relax the age criteria for deserving cases under special circumstances.
- You need funds to meet expenses towards repair or construction of your house damaged due to natural calamities.
You are not eligible if:
- You are already claiming the benefit from any other source for the same purpose. Such an applicant is expressly not eligible.
- You are not recognised as an artist by the Directorate of Art and Culture. A practising performer who has never obtained that recognition cannot apply and should take up recognition with the Directorate first.
- Your family income from all sources exceeds Rs 2,00,000 a year.
- You were not born and brought up in Goa.
- Your house damage is not attributable to a natural calamity, for example ordinary wear, age or a dispute-related loss.
- You are under 50 and the government has not relaxed the age criterion in your case.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Valuation report from the concerned Taluka Mamlatdar | Yes | Fixes the ceiling, since the payment is the lower of Rs 25,000 and this valuation |
| Birth certificate | Yes | Establishes age of 50 and Goan birth |
| Income certificate | Yes | Family income from all sources below Rs 2,00,000 a year |
| Proof of recognition as an artist by the Directorate of Art and Culture, Goa | Yes | The core eligibility test |
| Bank account details | Yes | For the ECS credit |
The proof of recognition is what distinguishes this from general calamity relief. Kalakar Kritadnyata Nidhi is a fund for artists the Directorate has recognised, and the recognition, not the artistic activity by itself, is the qualifying fact.
How to apply for compensation towards natural calamities
- Visit the office of the Directorate of Art and Culture, Sanskruti Bhavan, Patto, Panaji, Goa, and collect the prescribed application form for the scheme.
- Apply to the concerned Taluka Mamlatdar for a valuation report of the damage to your house, and collect the report.
- Fill in all the mandatory fields of the application form, and attach self-attested copies of all mandatory documents. The valuation report, birth certificate, income certificate, proof of recognition as an artist, and bank account details.
- Submit the completed application form along with all required documents directly to the Directorate of Art and Culture, Sanskruti Bhavan, Patto, Panaji, Goa.
- Keep a copy of the submitted form and any acknowledgement issued at the counter.
What happens after you apply
- The Directorate forwards the application to a sub-committee for thorough scrutiny. The Director gives his or her recommendations to the sub-committee.
- The sub-committee considers the applications received and recommends the names of the artists it considers fit to avail the benefits under the scheme. The committee also decides the quantum of assistance to be released to the needy artist.
- After the committee decides the quantum, approval from the Government is obtained for disbursement of the financial assistance.
- After government approval, the Director disburses the one-time financial assistance through Electronic Clearing System mode to the artist's bank account.
Because there are three stages after submission — sub-committee scrutiny, government approval and disbursement, an applicant should not read silence in the first weeks as rejection. Follow-up is with the Directorate of Art and Culture, quoting the date of submission.
Key dates
The scheme has no annual application window. It is triggered by an event, namely damage to the artist's house from a natural calamity, and applications are therefore accepted through the year. What matters is the timeliness of the Mamlatdar's valuation. A valuation obtained soon after the calamity, while the damage is still visible and on record, is far easier to support than one sought months later after repairs have begun.
Why applications are rejected
- Applicant not recognised as an artist by the Directorate of Art and Culture.
- Valuation report from the Taluka Mamlatdar missing, leaving the quantum undeterminable.
- Family income above Rs 2,00,000 from all sources.
- Applicant below 50 years with no relaxation granted.
- Benefit already claimed from another source for the same damage.
- Birth certificate not produced, so neither the age nor Goan birth is established.
- Damage not caused by a natural calamity.
- Bank details missing or in another person's name, which stalls the ECS credit even after sanction.
Where to apply and get help
Directorate of Art and Culture, Sanskruti Bhavan, Patto, Panaji, Goa. The Directorate issues the application form, receives the completed file, routes it to the sub-committee and finally disburses the assistance. Recognition as an artist, which is the entry condition for the whole Kalakar Kritadnyata Nidhi, is also granted by the same Directorate, so an artist who is not yet recognised should raise that first at the same office.
There is no fee for the application form. The Taluka Mamlatdar's valuation is obtained separately at the taluka office and is the one step that involves another department.
How to check your application status
There is no online tracking portal or SMS system for this scheme, so status has to be checked directly with the office that is processing the file.
- Note your reference details at submission. Keep the acknowledgement or the date-stamped copy of your form from the Directorate of Art and Culture. Since there is no application number generated on a portal, the submission date and your name as recorded in the office register are what the office uses to trace your file.
- Wait out the first few weeks before following up. The application has to move through three stages after submission: sub-committee scrutiny, government approval, and then disbursement. An artist who calls within days of applying will usually just be told the file has not reached the sub-committee yet, so it is more useful to allow a few weeks before the first follow-up.
- Contact the Directorate of Art and Culture directly. Visit or call the office at Sanskruti Bhavan, Patto, Panaji, and ask specifically which of the three stages your application is at: with the sub-committee, awaiting government approval, or cleared for disbursement. Since no dedicated helpline number is published for this scheme, applicants should use the Directorate's general office number or visit in person, quoting the date of submission and the artist recognition details.
- Ask about the valuation report separately if that was pending. If your file was submitted before the Taluka Mamlatdar's valuation came through, or if the valuation was sent directly by the taluka office rather than attached by you, confirm with the Directorate that the valuation has actually reached your file. A common cause of a stalled status is the valuation report sitting at the taluka office rather than with the Directorate.
- Check your bank account once you are told disbursement is approved. Since payment is made through Electronic Clearing System credit, the practical confirmation of a cleared claim is the credit itself. If the Directorate confirms approval but no credit appears after a reasonable interval, follow up again with your bank account details in hand, since a mismatch in account details is a common reason payment gets held even after approval.
- Escalate in writing if the file appears stuck. If repeated visits or calls do not move the file forward, submit a written follow-up letter or representation to the Directorate referencing your original application date, rather than relying only on verbal enquiries, so there is a dated record of your follow-up on file.

Frequently asked questions
How much does Kalakar Kritadnyata Nidhi pay for natural calamity damage?
The maximum is Rs 25,000, or the valuation done by the concerned Taluka Mamlatdar, whichever is less. It is a one-time payment made to the artist's bank account by Electronic Clearing System.
Who is eligible for this component of the Kalakar Kritadnyata Nidhi?
A Goan artist, born and brought up in Goa, recognised as an artist by the Directorate of Art and Culture, aged not less than 50 years, with family income from all sources not exceeding Rs 2,00,000 a year, whose house has been damaged by a natural calamity.
Is the age limit of 50 years absolute?
No. The government may relax the age criteria for deserving cases under special circumstances, so an artist below 50 with a strong case is not automatically shut out, though the default rule is 50 years and above.
Can I claim if I have already received help from another source?
No. An applicant already claiming the benefit from any other source for the same purpose is not eligible. The assistance is not meant to be stacked on top of other calamity relief for the same damage.
What is the most important document?
The valuation report from the concerned Taluka Mamlatdar, because the assistance is the lower of Rs 25,000 and that valuation. Without it the quantum cannot be fixed at all.
Who decides how much is released?
A sub-committee considers the applications and recommends the names of artists it considers fit, and it also decides the quantum of assistance. Government approval is then obtained before the Director disburses the money.
How is the money paid?
The Director disburses the one-time financial assistance through Electronic Clearing System mode into the artist's bank account after government approval is obtained.
