What is the Kalakar Kritadnyata Nidhi lumpsum grant?

Kalakar Kritadnyata Nidhi (KKN) is the welfare fund of the Directorate of Art and Culture, Government of Goa. The Directorate describes it as a scheme that "envisages sanction of Financial Assistance to Aged Needy Goan Artists and their dependent family in indigent circumstances subject to fulfilment of eligibility criteria and conditions as laid down under the Scheme." The name, often transliterated as Kalakar Kritadnyata Nidhi, means a fund of gratitude towards artists.

Lumpsum Grant is one of seven objectives under that fund. It provides a one-time grant of a maximum of Rs 20,000 to the dependent family in the event of the death of the artist, and it is confined to families whose annual income is less than Rs 25,000 per annum.

The component recognises something the rest of the fund does not. Most KKN components help an artist who is alive, a surgery, a daughter's marriage, a damaged house, a self-employment venture. This one accepts that when a Goan artist dies, the household usually loses its only earner, and it puts a single sum in the hands of the dependants who remain.

Key features

  • Maximum Rs 20,000, paid as one-time financial assistance.
  • Triggered by the death of the recognised Goan artist.
  • Paid to the dependent family: wife or husband, and wholly dependent sons and daughters.
  • Income ceiling of Rs 25,000 per annum, the tightest in the whole fund.
  • Applications are offline, in the prescribed proforma, at the Directorate of Art and Culture, Sanskruti Bhavan, Patto, Panaji, Goa.
  • The grant is disbursed through the Electronic Clearance System (ECS).

Where the money comes from

The fund runs on a dedicated corpus. Rs 10,00,000 every year is earmarked for Kalakar Kritadnyata Nidhi, and a separate Public Ledger Account has been operated for those funds since the financial year 2009-2010. The Directorate's scheme page states that the scheme remains in force up to 31st March of the financial year 2026-27.

Who is eligible and who is not eligible?

The family can apply if:

  • The deceased was a Goan artist recognised by the Directorate of Art and Culture, Government of Goa, born and brought up in the State of Goa.
  • The annual income of the family is less than Rs 25,000 per annum.
  • The applicant is a wholly dependent member of the artist's family — under the scheme's definitions, the wife or husband, or a son or daughter wholly dependent on the artist.
  • The death certificate of the artist can be produced.
  • All the certificates issued by the competent authorities can be enclosed with the application.

You are not eligible, or cannot apply, if:

  • The annual family income is Rs 25,000 or more. This is the defining restriction of the component. Under the fund's definition of an "Aged Needy Goan Artist", the general income ceiling is Rs 2,00,000 "except in the case of the lumpsum grant", where the far lower Rs 25,000 limit applies.
  • The deceased was not recognised as an artist by the Directorate of Art and Culture. Recognition is the gateway condition for every component of the fund.
  • You are not a dependent family member and cannot establish the relationship and dependency.
  • The certificates are missing. The scheme states that all relevant documents issued by the competent authorities "shall have to be enclosed failing which the applications shall be summarily rejected."
  • The grant has already been paid to the family on the same artist's death, since this is a one-time assistance.

How to apply for the KKN lumpsum grant

  1. Collect the prescribed proforma. Forms are available on working days at the office of the Directorate of Art and Culture, Sanskruti Bhavan, Patto, Panaji, Goa. A form download is also published on the Kalakar Kritadnyata Nidhi page at artandculture.goa.gov.in.
  2. Obtain the death certificate of the artist from the registering authority.
  3. Get an income certificate from the competent authority showing that the family's annual income is less than Rs 25,000. This is the document most worth getting right, because the Rs 25,000 line decides the claim.
  4. Assemble the remaining certificates: proof that the deceased was recognised as an artist by the Directorate, a dependency certificate for the applicant, and the artist's birth certificate where age is in question.
  5. Fill and sign the proforma, entering the artist's details, the date of death, the applicant's relationship and dependency, and the bank account into which the grant should be credited.
  6. Submit the application directly to the Directorate of Art and Culture, Sanskruti Bhavan, Patto, Panaji, Goa. The family, a co-artist or any member of the public may file the application on behalf of the household.
  7. Await the sub-committee's decision. The Directorate forwards the application to the sub-committee constituted by Government for thorough scrutiny; the Director of Art and Culture gives recommendations, and the sub-committee decides the quantum.
  8. Receive the grant by ECS after Government approval is obtained.

How is the amount decided?

Rs 20,000 is a ceiling, not an entitlement. The sub-committee meets as and when required, considers the applications received, and recommends the names of artists' families in indigent circumstances to the Director of Art and Culture along with the quantum it considers appropriate. Both the case and the amount sanctioned are the committee's decision, so a family should read Rs 20,000 as the upper limit for the most needy household rather than a fixed payout.

Why lumpsum grant applications get rejected

  • Family income of Rs 25,000 or more per annum, which is the single most common reason for rejection under this component. Households above the line should look at the other components of the fund instead, most of which use the Rs 2,00,000 ceiling.
  • The deceased was never recognised as an artist by the Directorate of Art and Culture.
  • No death certificate.
  • No dependency certificate, leaving the applicant's relationship with the artist unproven.
  • Income certificate not issued by the competent authority, or out of date.
  • Missing certificates generally, which the scheme says lead to summary rejection.
  • Incorrect bank details, which stall the ECS transfer even after sanction.

What are the other components of Kalakar Kritadnyata Nidhi?

The same fund covers six other objectives, each applied for separately:

  • Funeral of the artist: up to Rs 10,000, with a copy of the death certificate to be furnished within 2 months from the date of sanction. A family claiming the lumpsum grant will usually be entitled to this as well.
  • Medical treatment: up to Rs 50,000 for major or minor surgical treatment in local or outstation hospitals, including travel and accommodation outside the state, relaxable for major chronic ailments.
  • Marriage: up to Rs 20,000 for the first wholly dependent daughter's marriage and Rs 15,000 for the second, limited to two daughters.
  • Compensation towards natural calamities: maximum Rs 25,000, or the Taluka Mamlatdar's valuation, whichever is less, for repair or construction of a damaged house.
  • Scholarship or incentives: Rs 750 per month during the academic year, excluding vacation, released half yearly, for wards of recognised Goan artists in post graduate, degree or professional courses.
  • Incentive for self employment: not exceeding Rs 50,000, or the actual cost of the venture, whichever is less, for the artist or the artist's family.

For a household that has just lost its artist, the practical sequence is: file the funeral component immediately, file the lumpsum grant alongside it, and check the scholarship component if a son or daughter is in a degree, post graduate or professional course. The self-employment incentive is also open to the family rather than only to the artist, which matters when a widow or a son needs capital to start earning.

Where do I raise a grievance?

The scheme carries an express grievance clause: if any grievance arises out of the implementation of the scheme, the Minister for Art and Culture shall hear and decide the matter, and that decision shall be final.

The first stop is the Directorate of Art and Culture, Sanskruti Bhavan, Patto, Panaji, Goa, reachable by email at dir-dac.goa@nic.in. Any question about the interpretation of a clause, word, expression or of the entire scheme lies with the Government, whose decision is final and binding on all concerned. The Government is also supported to relax all or any clause of the scheme if found deemed fit, for reasons to be recorded, which is the route for a family that falls marginally outside the Rs 25,000 income line but is genuinely in indigent circumstances.

There is no application fee, and no agent has any role in the process.

How to check your application status

The lumpsum grant is an offline scheme with no online tracking portal or dashboard, so there is no application number to punch into a website. Status has to be tracked the same way the application was filed: directly with the Directorate.

  • Visit or write to the Directorate of Art and Culture at Sanskruti Bhavan, Patto, Panaji, Goa, and ask for the status against the applicant's name and the deceased artist's name, since the scheme does not issue a separate tracking ID for the lumpsum grant.
  • Email the Directorate at dir-dac.goa@nic.in with the artist's name, date of death, and date of submission if an in-person visit is not practical, and ask for a written update on where the file stands.
  • Ask specifically whether the file has reached the sub-committee. Applications move through the Directorate to a Government-constituted sub-committee that meets as and when required, so a normal reason for a status to show no movement for weeks is simply that the sub-committee has not yet sat since the file was submitted.
  • Confirm the bank account once sanction is communicated. Because the grant is paid out through ECS, a family that has been told the grant is sanctioned but has not received the amount should first check that the bank account and IFSC entered on the proforma are correct and active, since an ECS failure is a common point where a sanctioned case still shows no payment.
  • No dedicated helpline number is published for the Kalakar Kritadnyata Nidhi scheme, so the Directorate's office and email address are the only official channels for a status check; be wary of anyone outside the Directorate offering to "track" or expedite the file for a fee, since the scheme states no agent has any role in the process.

The lumpsum grant is a maximum of Rs 20,000, paid once to the dependent family in the event of the death of a recognised Goan artist.

What is the income limit for the lumpsum grant?

The family's annual income must be less than Rs 25,000 per annum. This is the only component of Kalakar Kritadnyata Nidhi with an income limit that low — the rest of the fund uses Rs 2,00,000.

The dependent family of the deceased artist. Under the scheme's definitions "family" means the wife or husband, and the sons and daughters who were wholly dependent on the eligible Goan artist.

Is the lumpsum grant the same as funeral assistance?

No. The lumpsum grant of up to Rs 20,000 supports the household after the artist's death, while the separate funeral component pays up to Rs 10,000 towards the funeral itself. A family may apply under both.
