What is the Kalakar Kritadnyata Nidhi Marriage Component?

Kalakar Kritadnyata Nidhi is the artists' welfare fund of the Directorate of Art and Culture, Government of Goa. The scheme name translates roughly as a fund of gratitude towards artists, and it exists because a career in Goan performing arts, the Konkani stage, traditional music, folk performance, rarely produces a pension or savings. An artist who is recognised and respected at sixty can still be unable to meet an ordinary family obligation.

The Marriage Component of the fund addresses one such obligation directly. It provides a one-time grant towards a wholly dependent daughter's marriage for aged and needy Goan artists who hold formal recognition from the Directorate.

According to the Directorate of Art and Culture, the assistance is Rs 20,000 for the first wholly dependent daughter and Rs 15,000 for the second, with a maximum of two daughters per eligible artist. The money is disbursed through the Electronic Clearing System into the artist's bank account, and it is accounted for afterwards with vouchers.

Kalakar Kritadnyata Nidhi has a second, separate component paying a Rs 750 monthly scholarship to the wards of recognised artists in higher education. That component is covered in its own guide. This page deals only with marriage assistance.

Who is eligible for the marriage assistance?

Eligibility runs on two tracks. The artist, and the daughter.

Conditions for the artist:

  • The applicant must be an aged and needy Goan artist, born and brought up in the state of Goa.
  • The applicant must be recognised by the Directorate of Art and Culture, Government of Goa.
  • The applicant must be not less than 50 years of age.
  • Annual family income from all sources must not exceed Rs 2,00,000.

Conditions for the daughter or daughters:

  • The daughter must be wholly dependent on the eligible Goan artist.
  • The daughter must be unmarried at the time of application.
  • A maximum of two wholly dependent unmarried daughters are eligible.

Relaxation: the Government may relax the age criterion for the artist in deserving cases under special circumstances. This is a discretionary relaxation, not an entitlement, and it must be specifically granted.

You cannot apply if:

  • You are not recognised by the Directorate of Art and Culture. Recognition is a formal status, and the recognition certificate is a mandatory document.
  • You were not born and brought up in Goa. Working in Goa is not the same as being a Goan artist for the purposes of this scheme.
  • Your annual family income exceeds Rs 2,00,000 from all sources combined.
  • You are below 50 years and no relaxation has been granted.
  • The daughter is already married when you apply, or is not wholly dependent on you.
  • You are claiming for a third or subsequent daughter. The cap of two is absolute.

How much assistance is paid?

Claim Amount
First wholly dependent daughter's marriage Rs 20,000
Second wholly dependent daughter's marriage Rs 15,000
Maximum per artist across both daughters Rs 35,000

The assistance is a one-time grant per eligible daughter's marriage, paid through the Electronic Clearing System into the artist's bank account. The sub-committee that scrutinises applications also decides the quantum of assistance to be released in each case, working within these limits.

Accounting conditions after payment. Two obligations follow the money and both are firm:

  • The details of the expenditure incurred, along with vouchers, must be furnished to the department.
  • Any unutilised amount out of the sanctioned sum must be refunded to the Government within 2 months from the date of the marriage.

This makes the grant a reimbursable advance in practice rather than an unconditional gift, and families should keep receipts for catering, clothing, venue and related wedding expenses from the start.

How to apply for the Kalakar Kritadnyata Nidhi Marriage Component

  1. Visit the Directorate of Art and Culture at Sanskruti Bhavan, Patto, Panaji, Goa, and collect the prescribed application proforma for the Marriage Component of Kalakar Kritadnyata Nidhi.
  2. Fill in every mandatory field on the form, covering the artist's particulars, the daughter's details and the proposed marriage.
  3. Attach self-attested copies of all supporting documents β€” the recognition certificate, the income certificate, the daughter's birth certificate, the dependency certificate and the relationship document, plus your bank account details for the ECS credit.
  4. Submit the completed proforma and documents in person at the Directorate of Art and Culture, Sanskruti Bhavan, Patto, Panaji, during working hours on a working day.
  5. Keep a photocopy of everything submitted along with any acknowledgement, and begin collecting wedding expense vouchers from the day the grant is sanctioned.

What happens after you apply?

Scrutiny. The Directorate forwards the application to a sub-committee for thorough scrutiny, with the Director's recommendations attached.

Recommendation. The sub-committee, constituted by the Government, meets as and when required. It considers the applications received, recommends the names of artists it considers fit to receive the benefit, and decides the quantum of assistance to be released to each needy artist.

Government approval. After the sub-committee has decided the quantum, approval from the Government is obtained for disbursement.

Disbursement. The Director of Art and Culture then disburses the one-time assistance to the eligible applicant through Electronic Clearing System into the bank account furnished with the application.

Accounting. After the marriage, submit the expenditure details and vouchers, and refund any unutilised amount within 2 months of the marriage date.

Because the sub-committee meets on no fixed calendar and Government approval is a further step, an application filed a few weeks before a wedding date is unlikely to produce money in time. Apply as early as the marriage is settled.

Why applications get rejected or delayed

  • No recognition certificate. Formal recognition from the Directorate of Art and Culture is the foundation of the claim, and an artist who has never applied for it must complete that process first.
  • Income above Rs 2,00,000. An income certificate showing more than the ceiling ends the application.
  • Artist below 50 with no relaxation granted. The relaxation is discretionary and must be specifically approved.
  • Daughter already married. The scheme requires the daughter to be unmarried at the time of application, so a post-wedding claim fails on its face.
  • Dependency not established. A dependency certificate from the authorised authority is mandatory, and a daughter in independent employment may not qualify as wholly dependent.
  • Third daughter claimed. Only two daughters per artist are eligible.
  • Filed too late. Sub-committee scrutiny plus Government approval takes time that a short notice period does not allow.
  • Vouchers not submitted afterwards. Failure to account for the grant with expenditure details and vouchers, or to refund the unutilised balance within 2 months, creates a recovery liability.

Where to get help

  • Directorate of Art and Culture, Government of Goa, Sanskruti Bhavan, Patto, Panaji, Goa. Phone 0832-2404600, email dir-dac.goa@nic.in. Proformas are issued and applications received here.
  • Official portal; artandculture.goa.gov.in lists the Directorate's schemes, including Kalakar Kritadnyata Nidhi.

There is no application fee for this scheme. The recognition certificate, the income certificate and the dependency certificate are the three documents that decide most files, and all three are worth obtaining before the wedding date is fixed.

How to check your application status

Kalakar Kritadnyata Nidhi is an offline scheme with no online application tracker, so there is no portal login, reference number, or SMS system where an applicant can look up a status by themselves. Status has to be confirmed by contacting the Directorate directly, at each of the stages the file passes through.

Stage 1: Acknowledgement of submission. When you hand in the proforma and documents at Sanskruti Bhavan, ask the receiving clerk for an acknowledgement or a dated receipt of submission. This is the only proof you have that the file was received, and it is what you refer to in every follow-up call or visit.

Stage 2: Sub-committee scrutiny. After submission, the application goes to the Director for a recommendation and then to the sub-committee for scrutiny. Because the sub-committee meets as and when required rather than on a fixed monthly or quarterly calendar, there is no predictable date by which a file moves out of this stage. A phone call to the Directorate, quoting your name, the date of submission and the scheme name, is the only way to learn whether the sub-committee has taken up your file yet.

Stage 3: Government approval and disbursement. Once the sub-committee recommends a quantum, the file goes for Government approval before the Director disburses the amount by Electronic Clearing System. At this stage, the most reliable confirmation of movement is a credit in the bank account you furnished with the application. Checking your passbook or bank statement periodically after the sub-committee stage is a practical way to know disbursement has happened, since no separate payment intimation letter is guaranteed.

How to follow up in person or by phone.

  • Call the Directorate of Art and Culture at 0832-2404600 during office hours, and be ready to state the applicant's name, the daughter's name, and the date the proforma was submitted.
  • Where a call does not get a clear answer, visit Sanskruti Bhavan, Patto, Panaji in person with your submission receipt, since a file can usually be located faster on the counter than over the phone.
  • An email to dir-dac.goa@nic.in with the same details works as a written follow-up and creates a record of your enquiry, useful if the wedding date is approaching and a decision is still pending.

Because this scheme has no fixed processing timeline, the practical approach is to follow up roughly every three to four weeks after submission rather than waiting passively, and to escalate to an in-person visit if the wedding date is within a month and no update has come through.

Frequently asked questions

How much does the Kalakar Kritadnyata Nidhi marriage assistance pay?

The scheme pays Rs 20,000 for the first wholly dependent daughter's marriage and Rs 15,000 for the second. A maximum of two wholly dependent unmarried daughters are eligible per artist, so the total across a family is capped at Rs 35,000.

Can I claim for a third daughter?

No. A maximum of two wholly dependent unmarried daughters are eligible under the scheme. The first draws Rs 20,000 and the second Rs 15,000, and there is no provision for a third claim.

What is the income limit?

Annual family income from all sources must not exceed Rs 2,00,000. An income certificate from the competent authority is mandatory, and a family earning Rs 2,50,000 a year would not qualify.

How old must the artist be?

The artist must be not less than 50 years of age. The Government may relax this age criterion for deserving cases under special circumstances, but 50 years is the stated norm and the birth certificate is checked against it.

What happens to money I do not spend?

Any unutilised amount out of the sanctioned grant must be refunded to the Government within 2 months from the date of the marriage. You must also furnish details of the expenditure incurred, supported by vouchers, to the department after disbursal.

Who cannot apply for this scheme?

An artist not recognised by the Directorate of Art and Culture is not eligible, and neither is an artist who was not born and brought up in Goa. An artist below 50 without a granted relaxation cannot apply, nor can a family with income above Rs 2,00,000 a year. A daughter already married at the time of application, or one not wholly dependent on the artist, does not qualify.

How is the money paid?

Through Electronic Clearing System directly to the artist's bank account, after the sub-committee recommends the case and the Government approves the disbursement. The assistance is a one-time grant per eligible daughter's marriage.

Should I apply before or after the wedding?

Apply before. The scheme requires the daughter to be unmarried at the time of application, and the file passes through a sub-committee and Government approval before money is released, which takes time. The expenditure details and vouchers are what you submit afterwards.
