What is Kalakar Kritadnyata Nidhi Scholarships/Incentives?

Kalakar Kritadnyata Nidhi is a welfare fund of the Directorate of Art and Culture, Government of Goa, built for aged and needy Goan artists. The name translates roughly as an artists' gratitude fund, and it recognises a hard economic fact about the performing arts in Goa: an artist who spends a working life on the Konkani stage, in traditional music, or in folk performance often reaches the age of fifty with recognition but very little financial cushion, and cannot easily fund a child through college.

The Scholarships/Incentives component answers that specific problem. It pays a monthly scholarship to the ward of a recognised Goan artist who is pursuing higher education, so that a family's constrained finances do not end a student's education at the point where it starts to cost real money.

According to the Directorate of Art and Culture, the scholarship is Rs 750 per month, sanctioned during the currency of the academic year, with the vacation period excluded. Payment is made half-yearly through the Electronic Clearing System.

The fund has a second, separate component covering marriage assistance for an eligible artist's dependent daughters, which is dealt with in its own scheme document. This page covers the education component only.

Who is eligible for the Kalakar Kritadnyata Nidhi scholarship?

Eligibility is tested on two people at once, the artist, and the student.

Conditions for the artist:

  • The artist must be a Goan, that is, born and brought up in Goa.
  • The artist must be recognised by the Directorate of Art and Culture, Government of Goa.
  • Family income from all sources must not exceed Rs 2,00,000 per annum.
  • The artist must be not less than 50 years of age. The Government may relax this age criterion for deserving cases under special circumstances.

Conditions for the ward:

  • The ward must be enrolled in a recognised educational institution.
  • The ward must be pursuing a postgraduate, degree or professional course.
  • The institution may be within Goa or outside the state. There is no geographical restriction.

You cannot apply if:

  • The artist is not recognised by the Directorate of Art and Culture. Recognition is a formal status conferred by the Directorate, and without the recognition certificate the file does not proceed.
  • The artist was not born and brought up in Goa. A long career performing in Goa does not by itself satisfy the Goan-origin condition.
  • Annual family income exceeds Rs 2,00,000 from all sources combined.
  • The artist is below 50 and no relaxation has been granted.
  • The ward is in school, or in a course outside the postgraduate, degree and professional bracket.
  • The institution is not recognised.

How much does the scholarship pay?

  • Rs 750 per month, sanctioned to the eligible ward.
  • Paid during the currency of the academic year only.
  • The vacation period is excluded from the disbursement period.
  • Released on a half-yearly basis, meaning two payments across the academic year rather than twelve monthly credits.
  • Disbursed through Electronic Clearing System directly into the bank account furnished in the application.

The quantum of assistance in any individual case is decided by the sub-committee that scrutinises the applications, working within these parameters. Families should plan around the half-yearly release rather than expecting money to arrive in the month it accrues.

What documents are required?

For the artist

Document Mandatory Notes
Birth certificate Yes Proves Goan origin and the 50-year age condition
Recognition certificate Yes Issued by the Directorate of Art and Culture
Income certificate Yes From the competent authority, showing income up to Rs 2,00,000 per annum

For the ward

Document Mandatory Notes
Birth certificate Yes Identity and age of the student
Proof of admission Yes From the recognised institution, showing course and year
Dependency certificate Yes Or another document establishing the relationship with the artist
Bank account details Yes For the ECS credit

The recognition certificate is the document that most often holds a file up. If the artist has never applied for formal recognition from the Directorate, that process has to be completed first, and it should be started well before the academic year begins.

How to apply for the Kalakar Kritadnyata Nidhi scholarship

  1. Visit the Directorate of Art and Culture at Sanskruti Bhavan, Patto, Panaji, Goa, and collect the prescribed application form for the Scholarships/Incentives component of Kalakar Kritadnyata Nidhi.
  2. Fill in every mandatory field on the form, covering both the artist's particulars and the ward's course and institution details.
  3. Attach self-attested copies of all supporting documents, the artist's birth certificate, recognition certificate and income certificate, and the ward's birth certificate, proof of admission and dependency certificate β€” along with the bank account details for the ECS credit.
  4. Submit the completed form and documents in person at the Directorate of Art and Culture, Sanskruti Bhavan, Patto, Panaji, during working hours on a working day.
  5. Keep a photocopy of the full submission and any acknowledgement, because the file passes through several stages before payment.

What happens after you apply?

Scrutiny. The Directorate forwards the application to a sub-committee for thorough scrutiny, and the Director gives recommendations to that sub-committee.

Recommendation. The sub-committee considers the applications received, recommends the names it considers fit to receive the benefit, and decides the quantum of assistance to be released in each case.

Government approval. Once the sub-committee has decided the quantum, approval from the Government is obtained for disbursement of the financial assistance.

Disbursement. After Government approval, the Director of Art and Culture disburses the amount through Electronic Clearing System into the bank account furnished in the application.

The sub-committee meets as and when required rather than on a fixed calendar, which is why there is no published last date for applying. In practice this means an application filed early in the academic year has a better chance of being picked up in a timely meeting than one filed late.

Why applications get rejected or delayed

  • No recognition certificate. The artist must hold formal recognition from the Directorate of Art and Culture. This is the most common and most fundamental failure.
  • Income above the ceiling. An income certificate showing more than Rs 2,00,000 per annum from all sources ends the claim.
  • Artist below 50 with no relaxation. The 50-year condition is stated in the scheme, and a relaxation must be specifically granted by the Government.
  • Course outside scope. School, and courses that are neither degree, postgraduate nor professional, do not qualify.
  • Institution not recognised. Enrolment must be at a recognised institution, whether in Goa or outside.
  • Dependency not established. A dependency certificate or equivalent document linking the ward to the artist is mandatory.
  • Bank account not working. ECS credits fail against dormant or closed accounts, and re-issuing a failed credit adds weeks.

Where to get help

  • Directorate of Art and Culture, Government of Goa, Sanskruti Bhavan, Patto, Panaji, Goa. Phone 0832-2404600, email dir-dac.goa@nic.in. Forms are issued and applications received here.
  • Official portal, artandculture.goa.gov.in carries the Directorate's scheme listings, including Kalakar Kritadnyata Nidhi.

There is no application fee for this scheme, and no agent is needed to file it. The artist's recognition certificate, income certificate and the ward's proof of admission are the three documents worth assembling first, because everything else in the file follows from them.

How to check your application status

Kalakar Kritadnyata Nidhi is processed offline, and the Directorate of Art and Culture does not run a public online tracker where an applicant can log in and see a status against an application number. Checking progress means following up directly rather than refreshing a portal.

  1. Wait out the first cycle before following up. The sub-committee that scrutinises applications meets as and when required, not on a fixed monthly date, so an application filed at the start of the academic year may sit for some weeks before it is taken up. Calling within days of submission will usually only get you "still pending."

  2. Call the Directorate helpline. Phone 0832-2404600 and ask specifically about the Kalakar Kritadnyata Nidhi Scholarships/Incentives application filed in the artist's or ward's name. Keep the submission date and the artist's name ready, since the office tracks files manually rather than by a system-generated reference number.

  3. Write to the official email if a call does not resolve it. The Directorate's email is dir-dac.goa@nic.in. A written follow-up naming the artist, the ward, and the date of submission creates a record that a phone call does not, and is useful if the file needs to be traced later.

  4. Visit in person for a file that has gone quiet. Sanskruti Bhavan, Patto, Panaji is the office where the original form was submitted. Because the process runs through sequential stages, scrutiny by the sub-committee, recommendation, Government approval, and then disbursement, a visit lets the desk officer tell you which of these four stages the file is stuck at, which a phone call often cannot pin down as precisely.

  5. Check your bank account for the actual disbursement. Since payment is released half-yearly through the Electronic Clearing System rather than as a single annual credit, the practical sign that an application has cleared every stage is an ECS credit appearing in the bank account given at the time of application. Two half-yearly credits in an academic year is the expected pattern once a file is approved; if the first expected credit does not appear, that is the point to escalate with the Directorate rather than wait for the second.

There is no SMS-based status alert and no separate status-check number distinct from the general Directorate helpline, so the helpline and Sanskruti Bhavan office remain the only two channels for tracking a submitted application.

The artist must be formally recognised by the Directorate. This is the single most important document in the file.
Income certificate from the competent authority
Family income from all sources must not exceed Rs 2,00,000 per annum.
Birth certificate of the ward
Establishes the identity and age of the student for whom the scholarship is claimed.
Proof of admission

Frequently asked questions

How much is the Kalakar Kritadnyata Nidhi scholarship?

The scholarship is Rs 750 per month, sanctioned to the eligible ward during the currency of the academic year. The vacation period is excluded from the disbursement period, and the money is released on a half-yearly basis rather than monthly.

What is the income limit for this scholarship?

Family income from all sources must not exceed Rs 2,00,000 per annum. An income certificate from the competent authority must be submitted with the application, and a family above this line does not qualify however distinguished the artist's record.

How old must the artist parent be?

The artist must be at least 50 years of age. The Government may relax this age criterion for deserving cases under special circumstances, so a younger artist facing genuine hardship can still make a case, but 50 is the stated norm.

Which courses qualify for the scholarship?

Postgraduate, degree and professional courses at a recognised educational institution qualify. School education and diploma-level study are not named in the scheme, which is aimed specifically at higher education.

Can my ward study outside Goa?

Yes. The ward may be enrolled in a recognised educational institution either within Goa or outside the state. There is no geographical restriction on where the higher education is pursued, as long as the institution is recognised.

Who cannot apply for this scholarship?

An artist not recognised by the Directorate of Art and Culture is not eligible, and neither is an artist who was not born and brought up in Goa. A family whose annual income from all sources exceeds Rs 2,00,000 cannot apply, nor can a family whose ward is not in a degree, postgraduate or professional course.

Is the scholarship paid during the summer vacation?

No. The Rs 750 monthly scholarship runs only during the currency of the academic year, and the vacation period is explicitly excluded from the disbursement period. A full twelve months of payment is therefore not what the scheme provides.

How is the money paid?

Through Electronic Clearing System directly to the bank account given in the application, after the sub-committee recommends the case and the Government approves the disbursement. The Director of Art and Culture releases the funds once that approval is in hand.
