What is the scheme for students seeking art education outside Goa?

Scheme To Provide Assistance To Students Seeking Education Outside Goa In Any Field Of Art And Culture is a scholarship run by the Directorate of Art and Culture, Government of Goa. Its purpose is to let a young Goan artist train where the best teaching in their form actually is, which is often not in Goa.

The Directorate frames it as encouraging young talent in the state to reach the highest possible standard under the guidance of a renowned teacher or artist outside the State. It covers the whole spread of visual and performing arts; music, dance, theatre, fine arts, folk arts and photography among them: at state, national and international level.

The two ceilings are set by where the training is:

  • Up to Rs 1,20,000 for acquiring education outside Goa, or the actual cost, whichever is less.
  • Up to Rs 3,00,000 for acquiring education outside India, or the actual cost, whichever is less.

The scheme remains in force up to 31 March 2027.

Key features

  • Assistance for basic or advanced training in any field of art and culture.
  • Available for full-time or part-time training.
  • Runs for up to five years; three years initially, two more on review.
  • 75% attendance required, with a carve-out for examination-based courses.
  • Application window opens when the Directorate advertises in local dailies.

Who is eligible for this scheme?

You can apply if:

  • You were born in Goa.
  • You have been residing in Goa for a substantial period, at least the last fifteen years to the date of application.
  • You are not above 35 years of age.
  • You intend to seek basic or advanced education in a field of art and culture: music, dance, theatre, fine art, folk art, photography and other visual and performing arts.
  • The education is to be taken outside Goa or outside India.
  • You have outlined knowledge of the art form in which the education is desired.
  • Your annual family income is within the limit fixed by the Government from time to time.
  • You are the only student in your family applying under the scheme in that financial year.

You cannot apply, or are not eligible, if:

  • You are above 35 years on the date of application.
  • You were not born in Goa, or cannot show fifteen years of residence.
  • Your family income exceeds the limit in force.
  • A sibling is already applying under the scheme in the same financial year: except in the rare case, decided by the committee, of a second applicant in a different stream of art.
  • You already receive grants from other bodies such that the total from all sources exceeds the actual cost of the education.

Relaxation: training outside Goa in a field where not even basic education is available within Goa is considered in exceptional cases, which is how a student of a form with no Goan teacher gets in.

How much assistance is given?

Where the training is Maximum assistance
Outside Goa, within India Rs 1,20,000, or actual cost, whichever is less
Outside India Rs 3,00,000, or actual cost, whichever is less

The sub-committee scrutinises and decides the quantum case by case, weighing the nature of the training, the reputation of the institution or Guru, and the eligibility of the applicant. Assistance is disbursed by the Director of Art and Culture only after government approval of the names the sub-committee selects.

How to apply for assistance to study art outside Goa

  1. Watch the local daily newspapers and the Directorate's website. The Directorate of Art and Culture releases an advertisement or press note inviting applications, and that advertisement is what opens the window.
  2. Prepare the full document set — passport-size photograph, attested birth certificate or school leaving certificate as age proof, residence certificate, a detailed report of the basic training already acquired, a report of participation in local competitions, the annual family income certificate, and a recommendation letter from a person or institution working in art and culture.
  3. State clearly in the application the amount of your own contribution or capital towards the course you are undertaking.
  4. Disclose any grant or scholarship from other government or non-government bodies for the same training, attaching the supporting document and a detailed breakdown of those grants.
  5. Apply directly to the Director of Art and Culture, Sanskruti Bhavan, Patto, Panaji, with the complete set.
  6. Wait for the sub-committee's scrutiny, which assesses eligibility, the nature of the training and the reputation of the institution or Guru, and then recommends the quantum of assistance.
  7. On government approval of the recommended names, the Director disburses the sanctioned assistance.

What conditions apply after selection?

The scheme attaches continuation conditions that decide whether the money stays with the student:

  • The student may train on a full-time or part-time basis.
  • The student must maintain 75% attendance for the total course period, or for one year of the course, whichever is less. This does not apply where the course has regular examinations recognised by a University, Board or Government: in that case the passing certificate and mark list take its place.
  • Assistance runs for a maximum of five years; three years initially, and two more on review if the student is showing progress.
  • A review report is taken every six months.
  • The student is bound to present a performance whenever asked to by the Directorate of Art and Culture.
  • The scholarship amount is recovered if the 75% attendance is not maintained where applicable, or if the course is not completed.

Why applications get rejected

  • Age above 35 on the date of application. A hard ceiling with no relaxation published.
  • Not born in Goa, or residence short of fifteen years.
  • Family income above the limit fixed by the Government for that year.
  • No recommendation letter from a person or institution in the field, which the checklist treats as essential to establishing that the applicant is deserving.
  • No detailed report of basic training already acquired, so the case for advanced training is unsupported.
  • Undisclosed grants from other bodies, found later at verification.
  • Second applicant from the same family in the same financial year, in the same stream.
  • Application submitted outside the advertised window.

Where to get help

  • Directorate of Art and Culture, Sanskruti Bhavan, Patto, Panaji, Goa.
  • Phone: 0832-2404600.
  • Email: dir-dac[dot]goa[at]nic[dot]in
  • Schemes and Programmes section on artandculture.goa.gov.in, where the Directorate publishes its scheme guidelines and application notices.
  • Local daily newspapers, which carry the advertisement that opens the application window each cycle.

Application under this scheme is free. The Directorate does not appoint agents, and a Guru or institution cannot guarantee a sanction. The sub-committee and the Government decide.

How to check your application status

This scheme has no online tracking portal or application ID system: the whole process, from submission to disbursement, runs on paper through the Directorate of Art and Culture. Status checking works differently depending on which stage you are at.

If you have applied and are waiting for a decision:

  • The application first goes to the sub-committee for scrutiny, and there is no published timeline for how long this takes, since it depends on how many applications came in against that year's advertisement.
  • Call the Directorate on 0832-2404600 and quote your name, the art form you applied under, and the date you submitted your application. Office staff can tell you whether your file has reached the sub-committee stage or is still awaiting government approval.
  • You can also write to dir-dac[dot]goa[at]nic[dot]in with the same details and ask for a written update; keep a copy of your submission acknowledgment, if the office gave you one, ready to reference.
  • Watch for a list of selected candidates, which the Directorate typically puts out through local dailies or its own notices once government approval of the sub-committee's recommendations comes through. This is the actual confirmation that assistance has been sanctioned, not a portal status update.

If you have already been selected and assistance is running:

  • The Directorate conducts a review every six months to check attendance and progress. This review, not a self-service portal, is the mechanism that determines whether your assistance continues into the next stretch of the course.
  • If you are asked to present a performance, treat that request as part of the same review process: it can affect whether the remaining installments or the second phase of assistance (the two years granted after the initial three) are released.
  • For a delayed disbursement after approval, follow up directly with the Director of Art and Culture at Sanskruti Bhavan, Patto, Panaji rather than waiting, since disbursement is handled office-side and does not generate any automatic notification.

Because there is no digital dashboard for this scheme, a phone call or an email to the Directorate remains the only reliable way to check where an application or an ongoing scholarship stands.

Frequently asked questions

How much assistance does this Goa art and culture scheme give?

The scheme gives up to Rs 1,20,000 for acquiring education outside Goa and up to Rs 3,00,000 for acquiring education outside India, or the actual cost of the education, whichever is less. The exact quantum is decided case by case by a sub-committee.

What is the age limit for the scheme?

The applicant must not be above 35 years of age. A student who has crossed 35 on the date of application is not eligible, whatever their merit.

Who cannot apply for this scheme?

Students not born in Goa are not eligible, and neither are those who have not been residing in Goa for at least the last fifteen years, those above 35, or those whose family income exceeds the limit fixed by the Government. Only one student per family may apply in a financial year.

How long can the assistance continue?

A student can receive assistance for a maximum of five years — initially for three years, extended by two more on review if the student is showing progress. A review report is taken every six months.

What attendance must the student maintain?

The student must maintain 75% attendance for the total course period or for one year of the course, whichever is less. This does not apply where the course has regular examinations recognised by a University, Board or Government.

When can I apply?

Applications are invited when the Directorate of Art and Culture releases an advertisement or press note in the local daily newspapers, so watch the local dailies and the Directorate's website. The scheme itself remains in force up to 31 March 2027.

Can two students from one family get assistance?

Ordinarily no — only one student per family may apply under the scheme in a financial year. In rare cases a second application from the same family, in a different stream of art, may be considered by the committee on the merit or contribution of that applicant.

Can the scholarship be recovered?

Yes. The amount is recovered if the student fails to maintain 75% attendance where that clause applies, or if the course is not completed.
