Gagan Bharari Shiksha Yojana for OBC (Dhangar) Students
Goa state government scheme
Gagan Bharari Shiksha Yojana for OBC (Dhangar) Students is a Goa Directorate of Social Welfare scheme paying an additional maintenance allowance of Rs 750 per month to day scholars and Rs 1,500 per month to hostellers for 10 months a year, plus Rs 750 a month as disability allowance. Apply online on the Chief Minister Scholarship Portal.
What is Gagan Bharari Shiksha Yojana for OBC (Dhangar) students?
Gagan Bharari Shiksha Yojana for OBC (Dhangar) Students is a scholarship top-up scheme of the Directorate of Social Welfare, Government of Goa. The scheme gives additional monthly allowances to OBC (Dhangar) students studying after matriculation, on top of what they already receive under the Centrally Sponsored Post Matric Scholarship.
The reasoning behind it is stated plainly by the Government of Goa: the existing Post Matric Scholarship amounts are inadequate to meet food, travel and disability-related expenses. Rather than replace the central scholarship, Goa adds a state layer on top of it.
The scheme is implemented through the Chief Minister Scholarship Portal, which is where OBC (Dhangar) students register, apply and track their applications.
What the scheme pays
- Additional Maintenance Allowance
- Day scholars: Rs 750 per month
- Hostel residents: Rs 1,500 per month
- Duration: 10 months during the academic year
- Additional Disability Allowance
- Rs 750 per month
- Duration: 10 months during the academic year
Over a full academic year that works out to Rs 7,500 for a day scholar and Rs 15,000 for a hosteller on the maintenance allowance, with up to a further Rs 7,500 where the disability allowance applies.
Who is eligible for Gagan Bharari Shiksha Yojana for OBC (Dhangar) students?
You can apply if:
- You are a student pursuing education after matriculation.
- You belong to the OBC (Dhangar) community.
- You have availed, or are eligible for, the Centrally Sponsored Post Matric Scholarship during the current academic year.
You cannot apply, or are not eligible, if:
- You belong to an OBC community other than Dhangar. This scheme is specifically for the Dhangar community, and the Directorate of Social Welfare runs it separately from its other OBC scholarships.
- You are a Scheduled Tribe student. Goa's Directorate of Tribal Welfare runs a separate Gagan Bharari Shiksha Yojana for Gawda, Kunbi and Velip students; apply there instead.
- You are not availing and not eligible for the Post Matric Scholarship. The scheme exists to supplement that scholarship, so the base entitlement is a precondition.
- You are still in pre-matric schooling. The allowance attaches to post-matric study.
- You claim the hostel rate of Rs 1,500 without a hostel certificate. Day scholars receive Rs 750, and the rate is decided on the documents.
- You claim the disability allowance without a disability certificate.

- Click "Register" at the top right corner of the landing page to reach the registration page, then under "Student Registration" click "Click Here".
- Fill in the Student Registration Form, student's name, gender, category, date of birth in DD-MM-YYYY format, Aadhaar number, house number, waddo or street, village panchayat or municipality, district, taluka, assembly constituency, city, town or village, PIN code, mobile number and email ID.
- Create a password of 8 to 15 characters, confirm it, click "Register" and then "Yes" on the confirmation popup.
Step B, File the application
- Return to cmscholarship.goa.gov.in and click "Login" at the top right corner.
- Enter your username, password and captcha code and click "Login".
- On logging in, a list of eligible schemes is displayed. Click Gagan Bharari Shiksha Yojana for OBC (Dhangar) Students.
- In the "Apply" section of the side navigation bar, click "Fresh Application".
- Fill in all mandatory fields of the application form, upload every required document in the specified format and size, and click "Submit".
What happens after I submit the application?
The portal routes the application through two checks before payment:
- Institution verification. Your school or college verifies the application and submits it to the Directorate for further scrutiny. This is why the bonafide certificate and hostel certificate matter, the institution is confirming both.
- Directorate scrutiny. The Directorate of Social Welfare scrutinises the verified application against the caste, Post Matric Scholarship and course conditions before sanctioning the allowance.
If there is an issue with the form or with an uploaded document, the institution can send the application back to the student for necessary corrections and resubmission. The application is not cancelled — correct the flagged field or re-upload the document and submit it again.
How do I check my application status?
- Log in to cmscholarship.goa.gov.in and, in the side navigation bar, click "Track Application".
- On the next page, enter your Aadhaar number and date of birth.
- Click "Submit" to see the current stage of the application.
The portal also publishes a user guide at cmscholarship.goa.gov.in/UserGuid.aspx and a contact page at cmscholarship.goa.gov.in/fcontactus.aspx, which is the right route for portal-specific problems such as a login failure or a stuck upload.
Why an application may be rejected
- Caste certificate does not say Dhangar. A general OBC certificate is not enough for this particular scheme.
- No Post Matric Scholarship link, the student has neither availed the central scholarship nor established eligibility for it in the current year.
- Institution has not verified the application, so it never reaches the Directorate. Follow up with the school or college office if the status stays at the institution stage.
- Documents uploaded in the wrong format or size, which the portal rejects at upload.
- Hostel rate claimed without a hostel certificate, in which case the day scholar rate of Rs 750 applies at best.
- Disability allowance claimed without a valid disability certificate.
- Bank account details incorrect or not in the student's own name, which stalls the credit even after sanction.
- Aadhaar mismatch between the registration and the documents, which also breaks the tracking route.
Where to get help
- Chief Minister Scholarship Portal, cmscholarship.goa.gov.in, the scheme details page, the user guide and the contact page are all hosted here.
- Directorate of Social Welfare, Government of Goa, which administers the scheme and does the final scrutiny.
- Your school or college scholarship section, which is the fastest route to fix a verification that has stalled, since institution verification is a mandatory step in the workflow.
No dedicated telephone helpline for this specific scheme could be verified on an official Goa source, so none is listed here. Use the portal's contact page or approach the Directorate of Social Welfare directly.
How this differs from the ST version of the scheme
Goa runs two schemes with the Gagan Bharari Shiksha Yojana name, and students regularly apply on the wrong one:
- This scheme; run by the Directorate of Social Welfare for OBC (Dhangar) students, paying Rs 750 or Rs 1,500 per month for 10 months, applied for online on the Chief Minister Scholarship Portal.
- Gagan Bharari Shiksha Yojana for ST students, run by the Directorate of Tribal Welfare for Gawda, Kunbi and Velip students, structured as a maintenance allowance top-up of up to Rs 15,000, applied for on a prescribed form through the head of the institution.
Check which certificate you hold before you register, because the portal shows eligible schemes based on the category you enter.

Frequently asked questions
How much does Gagan Bharari Shiksha Yojana for OBC (Dhangar) students pay?
The scheme pays an additional maintenance allowance of Rs 750 per month to day scholars and Rs 1,500 per month to hostel residents, for 10 months during the academic year. A student with a disability receives a further Rs 750 per month for the same 10 months.
Which community does this scheme cover?
The scheme is restricted to students of the OBC (Dhangar) community in Goa. Other OBC communities are not covered by this particular scheme, and Scheduled Tribe students have a separate Gagan Bharari Shiksha Yojana run by the Directorate of Tribal Welfare.
Do I need the Post Matric Scholarship to get this?
Yes. The applicant must have availed, or be eligible for, the Centrally Sponsored Post Matric Scholarship during the current academic year. This scheme is a top-up on that scholarship, not a standalone award.
How do I apply for the scheme?
Applications are online on the Chief Minister Scholarship Portal at cmscholarship.goa.gov.in. Register once with your Aadhaar and personal details, log in, pick the scheme from the list of eligible schemes, and file a Fresh Application with the documents uploaded.
Who cannot apply for this scheme?
A student who is not from the OBC (Dhangar) community cannot apply, and neither can a student who is not availing and not eligible for the Centrally Sponsored Post Matric Scholarship. Students still in school up to matriculation are outside its scope, since it supplements a post-matric scholarship.
How long is the allowance paid each year?
For 10 months during the academic year. That works out to Rs 7,500 a year for a day scholar and Rs 15,000 a year for a hosteller on the maintenance allowance alone.
How do I track my application?
Click "Track Application" in the side navigation bar of the Chief Minister Scholarship Portal, then enter your Aadhaar number and date of birth and click Submit.
What happens if my institution finds an error in my application?
The school or college can send the application back to the student for corrections and resubmission. Fix the flagged fields or re-upload the document and resubmit through the portal — the application is not cancelled.
