Gopal Ratna Award Scheme
Goa state government scheme
Gopal Ratna Award Scheme is a Goa Animal Husbandry award of Rs 1 lakh cash, a certificate and a memento for the dairy farmer with the highest individual milk production. Applicants must pour at least 1 lakh litres of milk in a year, averaging 250 litres a day, and apply through the Area Officer.
What is the Gopal Ratna Award Scheme in Goa?
Gopal Ratna Award Scheme is an award scheme of the Department of Animal Husbandry and Veterinary Services, Government of Goa. According to the Department, the scheme exists to appreciate the achievement of dairy farmers for the highest individual milk production, to encourage youth to take up dairy business as an enterprise, and to help the state move towards self-sufficiency in milk production.
The award is deliberately structured as recognition rather than as a subsidy. Goa buys in a large share of the milk it drinks, and the Department's answer is to make the most productive individual dairy farmer in the state visible. The award is presented by the Chief Minister on Independence Day, 15 August, in front of the state. The Rs 1 lakh cash prize is real money, but the intended effect is that a young person in a village with a few milch animals sees dairy farming as something the state honours.
Readers should not confuse this with the National Gopal Ratna Award run by the Government of India's Department of Animal Husbandry and Dairying under the Rashtriya Gokul Mission. The names are the same and the intent is similar, but the Goa award has its own eligibility thresholds, its own committee and its own prize money, and is applied for through Goa's own Area Officers.
Who is eligible for the Goa Gopal Ratna Award?
You can apply if:
- You are an individual dairy farmer who has made an extraordinary contribution to dairy farming.
- You have been a resident of Goa for at least five years immediately preceding the application.
- You own a registered cattle shed with milch animals located in Goa.
- You are a member of a registered Dairy Co-operative Society, a Bachat Gat or a Self Help Group.
- Your dairy farm is registered with the Department of Animal Husbandry and Veterinary Services.
- You poured a minimum of 1 lakh litres of milk in the preceding year, running April to March, to your dairy co-operative, at a minimum average of 250 litres of milk per day.
You are not eligible if:
- You are applying as an institution, society or co-operative. The award is for an individual farmer.
- Your residence in Goa is shorter than five years.
- Your cattle shed is not registered, or is located outside Goa.
- You are not a member of a registered dairy co-operative society, Bachat Gat or Self Help Group.
- Your dairy farm is not registered with the Department.
- Your milk pouring for the preceding April to March year falls below 1 lakh litres, or your daily average falls below 250 litres.
The two production tests work together. A farmer who poured 1 lakh litres but did so in bursts around the flush season may still fail the daily-average test, and a farmer averaging 250 litres a day for only part of the year will not reach 1 lakh litres. The scheme is looking for consistent commercial-scale production across a full year.
How much is the Gopal Ratna Award worth?
The award carries:
| Component | Detail |
|---|---|
| Cash prize | Rs 1,00,000 |
| Certificate | Certificate of appreciation |
| Memento | Presented with the certificate |
| Occasion | Conferred by the Chief Minister on 15 August |
There is no instalment structure and no recurring element. The Gopal Ratna Award is a one-time recognition for performance in a single April-to-March year, and a farmer who wants to be considered again must qualify again on the following year's production.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Proof of residence in Goa | Yes | Covering at least five years preceding the application |
| Cattle shed registration | Yes | Shed must hold milch animals and be located in Goa |
| Dairy co-operative, Bachat Gat or SHG membership | Yes | Must be a registered body |
| Dairy farm registration with the Department | Yes | Registration with Animal Husbandry and Veterinary Services |
| Milk pouring records, April to March | Yes | Must show 1 lakh litres and a 250 litre daily average |
The milk pouring record is the document the whole application turns on. It comes from the dairy co-operative society to which the milk was poured, and it must be capable of being reconciled to the society's own books, because the Task Force Committee verifies records during its farm visit.
How to apply for the Gopal Ratna Award in Goa
- Obtain the prescribed application format from the Department of Animal Husbandry and Veterinary Services or from the Area Officer covering your taluka.
- Collect your milk pouring statement from your dairy co-operative society for the preceding April to March year, showing total litres poured and the daily average.
- Attach your registration papers — the cattle shed registration, the dairy farm registration with the Department, and proof of membership of the co-operative society, Bachat Gat or Self Help Group.
- Attach proof of five years of residence in Goa.
- Submit the completed application to the Area Officer in the prescribed format. The Area Officer is the entry point; applications are not filed directly with the Director.
- The Area Officer recommends the application to the Director of the Department.
- The Task Force Committee scrutinises the applications, visits the farm and verifies the records on the spot.
- The Department grants approval, and the award is conferred by the Chief Minister on 15 August.
Because the award is presented on Independence Day, the practical deadline is set by the committee's need to scrutinise applications and complete farm visits before that date. A farmer intending to apply should approach the Area Officer well before August rather than in the same month.
How do I check the status of my application?
There is no online tracker for the Gopal Ratna Award. The Area Officer who forwarded your application is the person to ask, because the Area Officer knows whether the recommendation has gone to the Director and whether the Task Force Committee has scheduled a farm visit.
A farm visit by the committee is itself the clearest signal that an application is live. The committee verifies records at the farm, so having the co-operative society's pouring register, the shed registration and the animal records available on site matters.
Why do Gopal Ratna applications fail?
- Milk poured falls short of 1 lakh litres for the April-to-March year, or the daily average falls under 250 litres.
- Milk sold privately rather than poured to the co-operative. The threshold is written against milk poured to a dairy co-operative, so direct sales to households or hotels do not build the qualifying volume.
- Cattle shed not registered, or registered in a family member's name rather than the applicant's.
- Dairy farm not registered with the Department, which is a separate registration from the shed.
- Residence in Goa short of five years.
- Records that do not survive the farm visit, where the co-operative's register and the applicant's claim do not reconcile.
- Application not routed through the Area Officer, which is the prescribed channel.
Where do I complain or ask questions?
The Department of Animal Husbandry and Veterinary Services publishes its head office, PIO and APIO details and a citizen charter on ahvs.goa.gov.in, and those are the routes for questions about the scheme and for grievances about its handling. The Area Officer for your taluka remains the first point of contact for anything about a specific application.
Where a departmental reply does not resolve the matter, a grievance can be registered against the department through the Government of Goa's citizen services portal at goaonline.gov.in.
Practical advice
- Start the pouring record in April, not in July. The qualifying year is fixed as April to March, and a farmer who only starts tracking volumes when the award is announced will struggle to produce a clean statement.
- Pour through the co-operative. Milk that leaves the farm outside the co-operative channel does not count towards either threshold, however good the price was.
- Register the shed in the name of the person who will apply. Sheds held in a parent's or spouse's name are a recurring problem in award applications.
- Keep the animals' health and breeding records in order. The Task Force Committee visits the farm and verifies records, and a well-kept herd register supports the claim of scientific dairy farming that the scheme is written to reward.
- Dairy farmers in Goa should also look at the Department's Mukhyamantri Sudharit Kamdhenu Scheme, its Cattle Feed Subsidy, its Revised Scheme for Incentives to Milk Producers and its Dairy Equipment Scheme, which support the production the Gopal Ratna Award later recognises.

Frequently asked questions
How much is the Gopal Ratna Award in Goa?
The Gopal Ratna Award carries a cash prize of Rs 1 lakh, along with a certificate of appreciation and a memento. The award is conferred by the Chief Minister of Goa on Independence Day, 15 August.
How much milk must I pour to qualify for the Gopal Ratna Award?
A farmer must pour a minimum of 1 lakh litres of milk in the preceding year running April to March, with a minimum average of 250 litres of milk per day, to his or her dairy co-operative.
Is the Goa Gopal Ratna Award the same as the national Gopal Ratna Award?
No. This is a State scheme of the Goa Department of Animal Husbandry and Veterinary Services with its own eligibility conditions and its own Rs 1 lakh prize. The Government of India separately runs a National Gopal Ratna Award under the Rashtriya Gokul Mission, and the two are applied for separately.
Can a dairy co-operative society apply for the award?
No. The Goa scheme is for individual dairy farmers who have made an extraordinary contribution to dairy farming. Membership of a registered dairy co-operative society, Bachat Gat or Self Help Group is a condition of eligibility for the individual, not a route for the society itself to apply.
How long must I have lived in Goa to be eligible?
At least five years immediately preceding the application. The scheme also requires that the registered cattle shed with milch animals is located in Goa.
Who decides who wins the Gopal Ratna Award?
A Task Force Committee scrutinises the applications, visits the farm and verifies the records before the Department grants approval. The application itself reaches the Director on the recommendation of the Area Officer.
When is the Gopal Ratna Award given?
The award is conferred by the Chief Minister on Independence Day, 15 August, each year, so applications must reach the Department well ahead of that date.
