Grant for Incubation Centers within Educational Institutes Scheme
Goa state government scheme
Grant for Incubation Centers within Educational Institutes Scheme gives a Goa college affiliated to a recognised public university a one-time grant of up to Rs 10 lakh for capital expenses to build an incubator on campus, plus up to Rs 3 lakh a year for three years towards running costs. Only 15 institutes a year can benefit.
What is the Grant for Incubation Centers within Educational Institutes Scheme?
Grant for Incubation Centers within Educational Institutes Scheme is a capital and operational grant run by the Startup Promotion Cell under the Department of Information Technology, Electronics and Communications, Government of Goa. It is one of the schemes framed under Goa's Start-up Policy, first notified in 2017 with the stated vision of making Goa one of the most preferred start-up destinations in India, and carried forward in the current Goa Startup Policy 2025 listed by the Department of IT.
The reasoning behind it is set out in the policy itself. Goa's incubation infrastructure was to be built through several parallel routes, government developed incubators, privately run incubators tied up with the cell, incubation within government leased space, and incubators within educational institutes. This scheme funds the last of those. It puts public money into college campuses on the argument that a student with an idea is far more likely to act on it if the workspace, the mentoring and the peer group are on the campus where they already are.
The Department of IT lists this among the schemes under the Startup Policy, and the Startup Promotion Cell, referred to in the current policy as the Startup and IT Promotion Cell, is the deciding authority.
Who is eligible for the incubation centre grant?
Your institute can apply if:
- It is an educational institute in Goa.
- It is affiliated to a recognised public university.
- The bank account of the Principal or Director of the institute is linked to Aadhaar.
- It is prepared to open the incubation facilities beyond its own students.
- For the one-time capital grant, the application is filed within the first three years of the policy period.
You cannot apply, or are not eligible, if:
- You are a student, a founder or a startup applying in your own name. The applicant under this scheme is the institute. Students and startups have their own schemes under the Goa Startup Policy, such as the Seed Capital Scheme, the Campus Innovation Scheme and the Skill Enhancement Scheme.
- Your institute is not affiliated to a recognised public university.
- Your institute intends to restrict the incubation facilities to its own students only. This is expressly prohibited.
- The Principal's or Director's bank account is not linked to Aadhaar.
- You are applying for the one-time capital grant after the first three years of the policy period. The scheme states that only applicants applying within the first three years of the policy period will be considered for the one-time grant.
Even where all the conditions are met, the grant is not automatic. The scheme states that under no circumstance shall the benefits under this scheme be considered an entitlement, and that the Startup Promotion Cell reserves the sole right to accept or reject applications.
What does the scheme pay?
There are two distinct grants, and an institute may be eligible for both.
One-time capital grant — up to Rs 10 lakh. All educational institutes in Goa affiliated to a recognised public university can avail a one-time grant of up to Rs 10,00,000 towards capital expenses for setting up an incubator within their institute campuses. Institutes with existing incubation facilities can also avail this grant for capital expenses towards further expansion of those facilities.
Operational grant; up to Rs 3 lakh a year for three years. Educational institutes with existing incubation facilities will also be provided a grant of up to Rs 3,00,000 per year, for a period of three years, towards operational expenses. Preference is given to well-performing applicants.
The 15-institute cap. The maximum number of institutes that can avail this benefit cannot exceed 15 per year. This is the practical constraint on the scheme, and it is the reason the Cell's discretion matters: in a year with more than 15 credible applications, some qualifying institutes will not be funded.
How capital expenses are determined. For the purpose of determining eligible expenses towards capital expenses, the scheme applies Accounting Standard 10 for Fixed Assets issued by the Institute of Cost Accountants of India. An institute planning its expenditure should read that standard alongside the scheme, because it decides what falls inside the Rs 10 lakh and what does not.
What obligations come with the money?
The Goa Startup Policy 2025 sets out what a funded incubation centre is expected to do, and these are worth reading before applying because they are ongoing commitments rather than one-time conditions:
- Each incubation centre shall establish a Student Innovation and Entrepreneurship Council (SIEC).
- The centre shall employ human resources to look after the council.
- The institute shall assign a senior competent authority to coordinate the facility and develop short-term and long-term action agendas.
- The incubation centre shall submit quarterly progress reports to the Startup and IT Promotion Cell on the progress made by the incubatee startups, in the formats specified by the Cell.
Alongside these, the scheme's own condition that the facilities cannot be restricted to the institute's own students effectively makes the campus incubator a community resource rather than a private facility.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Copy of the plan of expenditure for the proposed expenses | Yes | Assessed against Accounting Standard 10 for Fixed Assets |
| Application form and documents as per Annexure 1 for educational institutes | Yes | The scheme's prescribed proforma |
| Proof of affiliation to a recognised public university | Yes | The core eligibility test |
| Aadhaar-linked bank account of the Principal or Director | Yes | An express condition of eligibility |
How to apply for the incubation centre grant
- Confirm the institute's affiliation status with a recognised public university, and check that the bank account of the Principal or Director is linked to Aadhaar. Both are threshold conditions.
- Prepare the plan of expenditure, distinguishing capital expenses from operational expenses in line with Accounting Standard 10 for Fixed Assets. The plan is the document the grant is assessed on.
- Visit the Goa Startup Mission login on goaonline.gov.in and verify your email ID and mobile number using OTP. You will be redirected to the registration page.
- Complete the registration form, filling in the mandatory fields, creating a login name and a strong password, reading the declaration and terms and conditions, ticking the checkboxes, entering the captcha and clicking Register.
- Log in and open the online application form for this scheme. Fill in all the mandatory fields and upload the mandatory documents, self-attested where required.
- Submit the application and note the application reference number for tracking.
- Or apply offline instead, take a print of the scheme proforma, fill it in, attach self-attested copies of the mandatory documents, and email the signed application to the Startup Promotion Cell at spc-dit.goa@gov.in.
- Track the timeline. Approval or rejection is notified within 45 days from receipt of the application by the Cell, and the approved amount is disbursed within 60 days from the date of approval.
Who decides, and how long does it take?
The Startup Promotion Cell (SPC) is the competent authority to solely accept or reject any claim filed under this scheme, and the scheme states that the decision of the SPC shall be final and binding.
| Stage | Timeline |
|---|---|
| Application received by the SPC | D |
| Approval or rejection notified | Within 45 days of receipt |
| Disbursement of the approved amount | Within 60 days of approval |
An institute can therefore expect a decision inside about six weeks and money inside about three and a half months from filing, assuming the application is complete when it goes in.
Why do applications get rejected?
- The institute is not affiliated to a recognised public university. This is the single eligibility test in the scheme and it admits no substitute.
- The 15-institute annual cap is already exhausted for that year.
- The application proposes a closed facility limited to the institute's own students, which the scheme prohibits.
- The plan of expenditure mixes capital and operational costs, so the Rs 10 lakh capital grant cannot be assessed cleanly.
- Items claimed do not qualify as capital expenses under Accounting Standard 10 for Fixed Assets.
- The Principal's or Director's bank account is not Aadhaar-linked.
- The one-time grant is applied for outside the first three years of the policy period.
- The Cell exercises its discretion against the application. The scheme is explicit that benefits are not an entitlement.
Where do I complain?
The Startup Promotion Cell, under the Department of Information Technology, Electronics and Communications, Government of Goa, is the deciding authority and the first point of contact. The Cell can be reached at spc-dit.goa@gov.in, and the scheme's own portal is at startup.goa.gov.in.
The Department of IT's scheme and policy pages at dit.goa.gov.in list this scheme among those under the Startup Policy, and the Department is the escalation route above the Cell. Application status for filings made through the Goa Online portal can be tracked on goaonline.gov.in.
Practical points
- Apply early in the year. With a hard cap of 15 institutes annually, timing matters more here than in most grant schemes.
- Treat the operational grant as a separate, later ask. The Rs 3 lakh a year for three years is aimed at institutes that already have facilities running, and preference is given to well-performing applicants, which means the quarterly progress reports feed directly into future funding.
- Budget for the SIEC and its staff. A council with no one running it is the most common way a funded campus incubator quietly stops functioning, and the policy requires both the council and the human resources for it.
- Plan for open access. The prohibition on restricting facilities to your own students has implications for insurance, access control and timetabling that are cheaper to design in than to retrofit.
- Check which policy is current before you file. The scheme text descends from the Goa Start-up Policy 2017 and the Department of IT now lists the schemes under the Goa Startup Policy 2025, so confirm the operative version and its policy period with the Cell.
How to check your application status
If the institute applied online through goaonline.gov.in:
- Log in to the Goa Startup Mission account created at the time of registration, using the same login name and password.
- Open the "My Applications" or "Track Application" section of the portal and locate the entry for the incubation centre grant using the application reference number that was generated on submission. Keep this number safe from the day of filing, since the portal indexes applications by it.
- The status will show as one of the stages the scheme provides for: application received, under review by the Startup Promotion Cell, approved, or rejected. There is no separate SMS or email status alert mentioned in the scheme itself, so the portal is the primary place to check.
- Because the scheme commits to notifying approval or rejection within 45 days of receipt, an institute that files online and sees no change in status as that window closes should treat it as a cue to follow up rather than wait indefinitely.
If the institute applied offline (printed proforma emailed to the Cell):
- There is no portal record for an offline filing, so status has to be confirmed directly with the Startup Promotion Cell at spc-dit.goa@gov.in. Quote the date the signed application was emailed and the name of the institute in the query.
- Because the Cell's own timeline is 45 days for a decision, wait for that period to lapse before escalating, but do follow up in writing once it has, since an offline filing has no automatic tracking number the way an online one does.
After approval. The scheme separately commits to disbursing the approved amount within 60 days of the date of approval. If an institute has been notified of approval but the funds have not arrived within that window, the follow-up point is again the Startup Promotion Cell, since it is the authority whose decision the scheme describes as final and binding, and disbursement timelines are administered by the same Cell that approved the grant.
Escalation beyond the Cell. If a status query to the Cell goes unanswered, the next point of contact is the Department of Information Technology, Electronics and Communications, Government of Goa, which lists this scheme on its own policy pages at dit.goa.gov.in and sits above the Cell in the department hierarchy.
