What is the Goa State Scholarship to NDA Cadets?

The Government of Goa State Scholarship to NDA Cadets is a scholarship of the Directorate of Higher Education, Government of Goa. The scheme supports cadets from Goa who are undergoing training at the National Defence Academy, Khadakwasla, Pune, and whose families are of modest means.

The Directorate's stated objective is to attract cadets from economically disadvantaged sections of society who opt to serve the country by taking up such challenging jobs and training. The NDA is a fully funded institution, but a cadet still faces personal expenditure through training; kit replacements, travel between Goa and Khadakwasla, and the day-to-day costs of academy life. For a family living on Rs 15,000 a month, that is a real barrier, and the scholarship is designed to remove it.

Goa sends a small number of cadets to the NDA in each course, which makes this a narrow but well-defined scheme.

How much does the NDA cadet scholarship pay?

Two benefits are given:

  • A scholarship of Rs 1,000 per month during the period of training, subject to a maximum of 24 months or the duration of the course, whichever is less.
  • A one-time outfit allowance of Rs 12,000.

Over a full 24-month entitlement, the stipend adds up to Rs 24,000, and with the outfit allowance the total support comes to Rs 36,000.

The outfit allowance is paid once. It is intended for the initial kit a cadet must acquire, which is the largest single out-of-pocket cost at the start of training.

Who is eligible for the Goa NDA cadet scholarship?

You can apply if:

  • You were born in Goa, or have been domiciled in Goa for at least 15 years.
  • You are a cadet undergoing training at the National Defence Academy.
  • Your parents' or guardians' income does not exceed Rs 15,000 per month (Rs 1,80,000 per annum).
  • If you are SC, ST or OBC, your parents' or guardians' income does not exceed Rs 37,500 per month (Rs 4,50,000 per annum).
  • You are not receiving financial assistance, a scholarship or a freeship from any other source.

You cannot apply if:

  • You were neither born in Goa nor domiciled in Goa for 15 years. A short period of residence does not qualify.
  • Your family income exceeds the ceiling applicable to your category.
  • You already hold another scholarship, freeship or financial assistance. The scheme does not permit double benefit.
  • You are not a serving NDA cadet. Candidates who have cleared the written examination but not joined, and cadets at other training academies, are not eligible under this particular scheme.

The two income ceilings are the point to check first. A general category family at Rs 20,000 a month is out; an OBC family at the same income is comfortably within the Rs 37,500 ceiling. The caste certificate is therefore worth obtaining before you file.

What documents are required?

  1. Passport-sized photograph.
  2. Identity proof of the National Defence Academy, establishing that you are a serving cadet.
  3. Birth certificate or domicile certificate, proving birth in Goa or 15 years of domicile.
  4. Caste certificate, if you are claiming under the SC, ST or OBC income ceiling.
  5. Income certificate for the parents or guardians.

The income certificate is issued by the Mamlatdar of your taluka in Goa. Apply for it early — it is the document that most often delays a scholarship file, because it requires its own verification at the taluka level.

How to apply for the Goa NDA cadet scholarship

Applications are accepted offline.

  1. Visit the Directorate of Higher Education, Government of Goa, DTE Building, Alto-Porvorim, Bardez, Goa 403521.
  2. Take a print of the proforma of the application form, or request a hard copy from the concerned authority at the Directorate.
  3. Fill in all mandatory fields and paste a passport-sized photograph signed across the corner.
  4. Attach self-attested copies of your NDA identity proof, birth or domicile certificate, caste certificate if applicable, and the parents' income certificate.
  5. Submit the duly filled and signed application form along with the documents to the concerned authority at the Directorate, and collect an acknowledgement.

Because a cadet is at Khadakwasla for most of the year, most applications are filed during term breaks or through a parent carrying an authorisation. Plan the paperwork around your leave.

When should I apply, and is there a deadline?

The Directorate of Higher Education has not published a fixed closing date for this scholarship. In practice the application is made after joining the National Defence Academy, once the cadet's identity proof is available.

Because the stipend runs for the period of training and is capped at 24 months, applying late in the course shortens the period over which the Rs 1,000 monthly amount can be drawn. Check with the Directorate for the current year's cut-off before you file.

How is the money paid?

Payment is made by the Directorate of Higher Education to the cadet, against the sanctioned scholarship. Keep a bank account in the cadet's own name, and carry the passbook details when you submit the application, since a credit that fails because of a name or IFSC mismatch takes far longer to correct than to prevent.

Why do applications get rejected?

  • Income certificate above the ceiling applicable to the category claimed.
  • Domicile certificate showing fewer than 15 years, where the cadet was not born in Goa.
  • No NDA identity proof, so cadet status cannot be confirmed.
  • Another scholarship already being drawn. The condition against double benefit is checked, and a concealed second scholarship can lead to recovery.
  • Caste certificate not produced where the higher income ceiling has been claimed on that basis.
  • Application filed after the cadet has passed out, when there is no remaining training period to support.

Where do I get help or complain?

The Directorate of Higher Education, Government of Goa is the administering office, at DTE Building, Alto-Porvorim, Bardez, Goa 403521. Its portal at dhe.goa.gov.in carries the directorate's scheme information and contact details, and the department page on the state portal at goa.gov.in lists the directorate under Higher Education.

For an unresolved complaint, the Government of Goa's public grievance registration route on goaonline.gov.in allows a grievance against the department to be filed and tracked by reference number.

Practical notes for families

  • Obtain the income certificate first. Everything else in the file is quick; the Mamlatdar's income certificate is not.
  • Get the domicile certificate even if the cadet was born in Goa. It costs little and settles the residence question without argument.
  • Do not accept another scholarship in parallel without checking. Several central and regimental schemes support NDA cadets, and taking one can disqualify you here.
  • Apply as early in the course as possible. The 24-month cap is measured against the period of training, so the earlier the sanction, the more months of Rs 1,000 the cadet actually draws.
  • If a cadet leaves the Academy mid-course, tell the Directorate. The scholarship runs only for the period of training, and continuing to draw it afterwards invites recovery.

How to check your application status

This scholarship is applied for and processed offline, and the Directorate of Higher Education does not run an online tracking dashboard for it. Status has to be checked directly with the office that holds the file.

  1. Keep the acknowledgement from submission. When the application form was handed in at the Directorate of Higher Education, DTE Building, Alto-Porvorim, Bardez, Goa 403521, an acknowledgement or receipt number should have been issued. Quote this reference in any follow-up, whether in person, by phone, or by letter.
  2. Contact the Directorate directly. Since a serving NDA cadet cannot easily visit the office in person during term, a parent or guardian carrying the acknowledgement details can call or visit the Directorate on the cadet's behalf to ask whether the file has been sanctioned, is still under verification, or has been returned for a missing document.
  3. Check the Directorate's own portal for updates. dhe.goa.gov.in carries scheme circulars and notices from the Directorate of Higher Education; a sanction list or disbursement notice for this scholarship, if published, would appear there rather than through any per-applicant login.
  4. Confirm the bank credit separately. Because payment is credited to the cadet's own bank account, the most reliable sign that an application has been sanctioned is the Rs 1,000 monthly credit itself, or the one-time Rs 12,000 outfit allowance. If the acknowledgement is old and no credit has appeared, that is the point to follow up rather than wait further.
  5. Escalate through the grievance route only if follow-up gets no response. The Government of Goa's public grievance registration on goaonline.gov.in lets an applicant register a complaint against the department and track it by reference number, and is the formal channel to use if the Directorate does not respond to direct queries about a pending file.

Because there is no digital tracking number generated at the point of submission, the acknowledgement receipt from the Directorate is the only reference an applicant has, so it is worth keeping a photocopy of the filled application and the receipt together until the scholarship is either sanctioned or the training period ends.
