What is the Grant of Stipends to the Physically Handicapped Students?

Grant of Stipends to the Physically Handicapped Students is a scheme of the Directorate of Social Welfare, Government of Goa. According to the scheme details published on the Chief Minister Scholarship Portal, it aims to improve the educational status of handicapped children studying in Standards 1 to 10 by providing financial assistance, and monthly stipends of Rs 200 to Rs 300 are provided to parents who are unable to send their children to school for economic reasons.

The scheme is implemented through the Chief Minister Scholarship Portal, cmscholarship.goa.gov.in, which is the single online route Goa uses for its Social Welfare scholarships and stipends. Applications are accepted online only.

Main features

  • Monthly stipend graded by the standard the student is studying in.
  • Paid for 11 months, treated as the full academic year.
  • Released in two instalments, in September and in January.
  • Applies a low income ceiling of Rs 25,000 combined parental income.
  • Not payable alongside any other stipend or scholarship.

How much is the stipend and when is it paid?

Standard Monthly stipend
Standards 1 to 4 Rs 200 per month
Standards 5 to 8 Rs 200 per month
Standards 9 to 12 Rs 300 per month

Duration: 11 months, the full academic year.

Disbursement: two instalments, one in September and one in January.

Over a full academic year that works out to Rs 2,200 for a student in Standards 1 to 8 and Rs 3,300 for a student in Standards 9 to 12. The scheme's stated focus is Standards 1 to 10, while the published stipend table extends the Rs 300 rate to Standards 9 to 12.

Who is eligible for this stipend?

You can apply if:

  • You are a bonafide resident of the State of Goa.
  • You are a regular student of a recognised school.
  • Your parents' or guardian's combined annual income does not exceed Rs 25,000.
  • You are physically handicapped as specified under Rule 4 read with Rule 5 of the scheme rules.

You are not eligible if:

  • You are a repeater in the current standard. One failure can be condoned at the Director's discretion, but a student repeating a standard cannot claim the stipend as of right.
  • You are residing in, or receiving maintenance from, any government institution, local body or grant-receiving private organisation. A child already maintained at public cost cannot apply for this stipend.
  • You are already receiving any other stipend or scholarship. The stipend is not stackable.
  • Your family's combined annual income exceeds Rs 25,000.
  • You are not enrolled as a regular student in a recognised school.

Two children in one family: the scheme expressly allows multiple handicapped children from the same family to be eligible, provided each of them independently satisfies the other conditions.

What documents are required?

Document Mandatory Notes
Aadhaar card Yes For registration and Track Application
Caste certificate Yes Valid for 3 years from the date of issue
Income certificate Yes Valid for 3 years from the date of issue
Mark sheet certificate Yes Shows promotion, and that the student is not a repeater
Fees payment receipt Yes From the recognised school
Bank account details Yes For electronic credit of the two instalments
Disability certificate Yes Establishing the handicap under Rule 4 read with Rule 5

Both the caste certificate and the income certificate carry a three-year validity on this portal. A certificate older than three years is treated as expired even if nothing has changed in the family's circumstances, and this is one of the most avoidable causes of a send-back.

How to apply for the stipend online

Registration (one time)

  1. Visit the Chief Minister Scholarship Portal at cmscholarship.goa.gov.in.
  2. Click Register at the top right corner of the landing page.
  3. On the registration page, under Student Registration, click Click Here.
  4. Fill in the Student Registration Form: student's name, gender, category, date of birth in DD-MM-YYYY format, Aadhaar number, house number, waddo or street, village panchayat or municipality, district, taluka, assembly constituency, city, town or village, PIN code, mobile number and email ID.
  5. Create a password of 8 to 15 characters, confirm it, click Register, then click Yes on the confirmation pop-up.

Application

  1. Return to cmscholarship.goa.gov.in and click Login at the top right corner.
  2. Enter your username, password and captcha code, then click Login.
  3. The portal shows the list of schemes you are eligible for. Click Grant of Stipends to the Physically Handicapped Students.
  4. In the Apply section of the side navigation bar, click Fresh Application.
  5. Fill in all mandatory fields of the application form and upload every required document in the specified format and size.
  6. Click Submit.

What happens after submission

  1. Your school or institution verifies the application and submits it to the Directorate of Social Welfare for scrutiny.
  2. If there is an issue with the form or with any uploaded document, the school or institution can send the application back to you for correction and resubmission.
  3. On sanction, the stipend is released in the two instalments, September and January.

Because the school is the first checkpoint, a parent who files the form and does not return to the portal will not see a send-back until the window has closed. Check the status after a week and again a fortnight later.

How to track your stipend application

  1. In the side navigation bar of the portal, click Track Application.
  2. Enter your Aadhaar number and date of birth.
  3. Click Submit to see the current stage.

A step-by-step user guide is published at cmscholarship.goa.gov.in/UserGuid.aspx covering registration, application, document upload and tracking.

Why stipend applications get rejected

  • Family income above Rs 25,000. The ceiling is low and is the most common disqualifier.
  • Income or caste certificate older than three years, and therefore treated as expired on the portal.
  • Student is a repeater in the current standard, with no condonation recorded by the Director.
  • Student already receives another scholarship or stipend, which the scheme does not allow to run alongside this one.
  • Student is maintained by a government institution, local body or a grant-receiving private organisation, which is an express exclusion.
  • Disability certificate not attached or not in the form the rules require.
  • Documents uploaded in the wrong format or size, rejected at upload.
  • Application not verified by the school before the window closed.

Key dates to watch

Two dates are fixed by the scheme itself: the September and January instalment releases. The application window, by contrast, is announced each academic year on the Chief Minister Scholarship Portal and is not a permanently fixed calendar date. Parents should complete the one-time student registration early in the academic year, keep the income and caste certificates current, and file as soon as the window opens so that there is time for the school's verification step.

Where to get help

Contact details for the Chief Minister Scholarship Portal are published at cmscholarship.goa.gov.in/fcontactus.aspx. Questions on eligibility, the disability certificate and the income ceiling go to the Directorate of Social Welfare, Government of Goa, which runs the scheme. The school or institution is the first point of contact at the verification stage, since it holds the application until it forwards it to the Directorate.

Applying is free. No fee is charged on the portal and no agent is authorised to charge for filing the form.

Frequently asked questions

How much is the stipend for physically handicapped students in Goa?

The stipend is Rs 200 per month for Standards 1 to 4 and Standards 5 to 8, and Rs 300 per month for Standards 9 to 12. It is paid for 11 months of the academic year, so the maximum in a year is Rs 3,300.

When is the stipend paid?

The stipend is released in two instalments, in September and in January. It is not credited monthly, so families should plan around the two release points rather than a monthly inflow.

What is the income limit for this stipend?

The combined annual income of the parents or guardian must not exceed Rs 25,000. This is a low ceiling and it is the criterion that most often decides whether an application succeeds.

Can a student who failed a class still get the stipend?

Generally no, because the applicant should not be a repeater in the current standard. One failure can be condoned at the Director's discretion, so a single failure is worth applying with rather than assuming disqualification.

Can two handicapped children in the same family both receive the stipend?

Yes. Multiple handicapped children from the same family are eligible provided each of them meets the other conditions. The scheme does not cap the benefit at one child per household.

Who cannot receive this stipend?

A student residing in or receiving maintenance from a government institution, a local body or a grant-receiving private organisation is not eligible, and neither is a student already receiving any other stipend or scholarship.

How do I apply for this stipend?

Apply online at cmscholarship.goa.gov.in by completing the one-time student registration, logging in, selecting the scheme and filing a Fresh Application with all documents uploaded. The school then verifies it and forwards it to the Directorate of Social Welfare.

How long does the stipend run each year?

The stipend runs for 11 months, treated as the full academic year. The twelfth month is not paid, which is why the annual maximum is Rs 2,200 in the lower standards and Rs 3,300 in Standards 9 to 12.
