What is the Laptop Scheme for Meritorious Students of SC/ST?

Laptop Scheme for Meritorious Students of SC/ST is a scheme of the Department of Information Technology, Electronics and Communication, Government of Goa, implemented by Info Tech Corporation of Goa Limited (ITG). The scheme provides laptops to meritorious students born in Goa who belong to the Scheduled Caste or Scheduled Tribe communities and who have topped their taluka in the Class 10 examination of the Goa Board.

The design is unusually specific, and understanding it saves families a wasted application. The scheme does not simply reward a high percentage. It rewards being among the very best in your own taluka, in your own gender category, which is how the Government of Goa spreads the benefit across the State's talukas instead of concentrating it in a few high-performing urban schools.

The scheme is run as an annual call. ITG announces the start and last date for applications every year, usually after the Class 10 results are declared, and applications are filed online at merit.goa.gov.in.

Key features

  • Benefit is a laptop, given in kind.
  • Restricted to Scheduled Caste and Scheduled Tribe students.
  • Requires birth in Goa.
  • Requires a first-attempt pass in the Goa Board Class 10 examination.
  • Requires at least 70% aggregate.
  • Requires a top 5 rank within the taluka, computed separately for male and female students.
  • Applications are online and reviewed by ITG's scrutinizing committee.

Who is eligible for the laptop scheme?

You can apply if:

  • You were born in Goa.
  • You are from a Scheduled Caste (SC) or Scheduled Tribe (ST) community.
  • You passed the Class 10 examination of the Goa Board in the first attempt.
  • You scored at least 70% aggregate marks in that examination.
  • You were schooling in the taluka in which you are considered meritorious.
  • If you are a male student, you feature in the top 5 among the Class 10 male students of your taluka.
  • If you are a female student, you feature in the top 5 among the Class 10 female students of your taluka.

You cannot apply, or are not eligible, if:

  • You are not from an SC or ST community. The scheme is restricted to these two categories, and a caste certificate from the competent authority in Goa is required.
  • You were not born in Goa. Residence, domicile or long schooling in Goa does not substitute for birth in Goa under this scheme.
  • You appeared for a board other than the Goa Board for Class 10.
  • You did not clear Class 10 in the first attempt. A pass on a repeat attempt or a supplementary examination does not qualify, however good the final marks are.
  • Your aggregate is below 70%.
  • You did not rank in the top 5 of your taluka in your gender category, even if your percentage is well above 70.
  • You were schooling in a different taluka from the one whose merit list you are claiming a place on.
  • Your application is incomplete. ITG states that only applications complete in all respects are considered.

What documents are required?

Document Mandatory Notes
SC or ST certificate Yes From the competent authority in Goa
Class 10 marksheet of the Goa Board Yes Shows the 70% aggregate and the first-attempt pass
Birth certificate Yes Establishes birth in Goa
School bonafide certificate Yes Confirms the taluka of schooling for the ranking
Aadhaar card Yes Identifies the student in the online application
Passport size photograph Yes Uploaded with the form

Keep the marksheet and the birth certificate ready before the window opens. The call period is short, and these two documents carry the two conditions most often missing at scrutiny.

How to apply for the Laptop Scheme for Meritorious Students of SC/ST

  1. Wait for the annual call. Info Tech Corporation of Goa Limited announces the call for applications each year, along with the start date and the last date. Watch merit.goa.gov.in and the Department of Information Technology's schemes page after the Class 10 results are declared.
  2. Visit the online application portal at merit.goa.gov.in and open the prescribed application form for the Laptop Scheme for Meritorious Students of SC/ST.
  3. Fill in every field of the form; your name, category, date and place of birth, school and taluka, Goa Board seat number, subject-wise marks and aggregate percentage, contact details and bank or address details for distribution.
  4. Upload all supporting documents, the SC or ST certificate, the Class 10 marksheet, the birth certificate, the school bonafide certificate, Aadhaar and the photograph, and submit the completed application before the last date.
  5. Save a copy of the submitted application and the acknowledgement, and check back for the scrutiny result. If anything on the form fails to upload, contact the technical helpdesk immediately rather than after the deadline.

How are applications scrutinised?

The complete application is reviewed by the scrutinizing committee of Info Tech Corporation of Goa Limited. The committee checks the eligibility conditions against the uploaded documents. The caste certificate, birth in Goa, the first-attempt Goa Board pass, the 70% aggregate and the taluka rank.

Two rules published with the scheme deserve emphasis:

  • Only applications complete in all respects are considered. A missing certificate is not chased up; the application simply falls away.
  • The start and last date are announced fresh each year by ITG. There is no standing, always-open window.

How do I check my application status?

Status updates for this scheme run through merit.goa.gov.in and ITG's announcements. For anything that does not resolve on the portal, the published route is the technical helpdesk:

These contacts are published for technical support on the application. Selection questions: whether a taluka rank was computed correctly, for instance β€” should go to Info Tech Corporation of Goa Limited and the Department of Information Technology, Electronics and Communication.

Why an application may be rejected

  • Not in the taluka top 5 in the applicable gender list. This is the single most common reason, because a student with 85% may still fall outside the top 5 of a competitive taluka.
  • Second-attempt pass in Class 10, which disqualifies regardless of marks.
  • Aggregate below 70%, computed on the Goa Board marksheet.
  • Born outside Goa, even where the family has lived in Goa for years.
  • Non-Goa Board Class 10 result submitted.
  • Caste certificate missing or issued by an authority outside Goa.
  • Taluka mismatch between the school bonafide certificate and the merit list claimed.
  • Incomplete application, since ITG considers only applications complete in all respects.
  • Submission after the last date announced by ITG for that year.

Where to get help

  • merit.goa.gov.in, the online application portal for the scheme.
  • Technical helpdesk, topper.helpdesk@gmail.com, phone 9607963089 or 9607963098, for problems with registration, uploads or submission.
  • Department of Information Technology, Electronics and Communication, Government of Goa. The schemes and policies page at dit.goa.gov.in carries the scheme guidelines.
  • Info Tech Corporation of Goa Limited (ITG), the implementing agency, which announces the call, runs the scrutinizing committee and distributes the laptops.

Related schemes worth checking

SC and ST students in Goa who miss the taluka top 5 still have other routes. The Directorate of Social Welfare runs the Fee Waiver Scheme for SC/ST Students Pursuing Higher Education, and the Directorate of Tribal Welfare runs Gagan Bharari Shiksha Yojana for ST students of the Gawda, Kunbi and Velip communities, worth up to Rs 15,000 as a top-up on the Post Matric Scholarship. OBC (Dhangar) students have their own Gagan Bharari Shiksha Yojana paying Rs 750 or Rs 1,500 per month for 10 months of the academic year through the Chief Minister Scholarship Portal.

Frequently asked questions

What does the Laptop Scheme for Meritorious Students of SC/ST give?

The scheme gives a laptop to each selected meritorious student. It is an in-kind benefit distributed by Info Tech Corporation of Goa Limited, not a cash grant or a reimbursement of a laptop the family has already bought.

What marks are needed for the laptop scheme?

The student must have scored at least 70% aggregate in the Class 10 examination of the Goa Board and must have passed it in the first attempt. Both conditions apply together.

How is the taluka ranking decided?

A male student must feature in the top 5 among Class 10 male students of his taluka, and a female student must feature in the top 5 among Class 10 female students of her taluka. Boys and girls are ranked in separate lists, which effectively creates 10 places per taluka.

Does the student have to be born in Goa?

Yes. Birth in Goa is an explicit eligibility condition, which is why a birth certificate is part of the document set. Residence in Goa alone does not satisfy it.

Who cannot apply for the laptop scheme?

Students who are not from a Scheduled Caste or Scheduled Tribe community cannot apply, nor can students who were not born in Goa, who scored below 70% aggregate, who did not pass Class 10 in the first attempt, or who did not rank in the top 5 of their taluka in their gender category. Students from boards other than the Goa Board are outside the scheme.

How and where do I apply?

Applications are online at merit.goa.gov.in, on the prescribed application form. Info Tech Corporation of Goa Limited announces the call for applications, with the start and last dates, each year.

Who checks the applications?

The complete application is reviewed by the scrutinizing committee of Info Tech Corporation of Goa Limited. Only applications that are complete in all respects are considered for the scheme.

Whom do I contact for technical problems with the application?

For technical support, write to topper.helpdesk@gmail.com or call 9607963089 or 9607963098. These are the support contacts published for the merit portal.
