Widow / Destitute Certificate in Goa (Mamlatdar and Social Welfare route)

Goa state government scheme

Quick answer

Widow / Destitute Certificate in Goa is not published as a standalone service. Goa proves widow or destitute status with the spouse's death certificate, the marriage certificate and a 15-year residence certificate from the taluka Mamlatdar, then uses that set to claim the Dayanand Social Security Scheme (Rs 2,500 or Rs 2,000 a month) or Griha Aadhar through goaonline.gov.in.

What is a Widow / Destitute Certificate in Goa, and who issues it?

A widow or destitute certificate is the government's written confirmation that a woman's husband has died, or that she has no one to support her, and welfare departments ask for it before releasing a pension. Many states publish it as one named e-District service.

Goa does not. The Goa citizen services portal at goaonline.gov.in carries the state's departments and services, and no standalone widow or destitute certificate appears among them. What Goa does instead is ask, at the point of claim, for the documents that together establish status. The Directorate of Social Welfare, Government of Goa publishes the requirement plainly on its Dayanand Social Security Scheme (DSSS) page: a widow applicant submits the death certificate of the spouse and the marriage certificate.

Three offices matter in Goa:

  • The Mamlatdar of your taluka, a Revenue Department officer, issues the 15-year residence certificate and the income certificate that every claim rests on.
  • The Directorate of Social Welfare, 18th June Road, Panjim, administers DSSS, with a Deputy Director's office at Margao covering South Goa. The Directorate states its remit covers destitute individuals alongside senior citizens, persons with disabilities and Scheduled Castes and Other Backward Classes.
  • The Directorate of Women and Child Development runs Griha Aadhar, the monthly assistance for homemakers, applied for on goaonline.gov.in.

Knowing this shape before you go saves a wasted trip to a Mamlatdar counter asking for a certificate that Goa never printed.

Who can and cannot apply in Goa?

Who can apply. The Dayanand Social Security Scheme is open to a woman above 18 years who is a bonafide resident of Goa by birth or by 15 years of domicile and whose annual income does not exceed Rs 24,000. The Directorate's own definition of the category is wide: it covers women whose spouse has died, divorcees, deserted or judicially separated women, and unmarried women above 50 years. That last limb is what makes DSSS a destitute-women scheme and not only a widow scheme.

Griha Aadhar is the second route, run by Women and Child Development. It is open to married, widowed and divorced women aged 18 or above with 15 years of residence in Goa, and the portal lists 13 enclosures, including a verification report signed by a Gazetted Officer, MLA or MP, birth and marriage certificates, residence certificate, income proof, bank details and a self-declaration of occupation.

Who cannot apply. A woman with fewer than 15 years of residence in Goa who was not born in the state cannot apply under DSSS, because bonafide residence is the threshold condition, and this is the single commonest failure among applicants who moved to Goa after marriage. A household above the Rs 24,000 annual income ceiling is not eligible for DSSS, though it may still qualify for Griha Aadhar, which applies its own, higher income limits. An applicant whose spouse's death has never been registered cannot apply at all, because the death certificate is the anchor document. And where a marriage was never registered, the marriage certificate cannot be produced, which stalls the file; Goa registers marriages through the Civil Registrar, and that registration is where such an applicant has to start.

Which documents do I need in Goa?

  • Death certificate of the spouse, the primary proof of widowhood.
  • Marriage certificate: links the applicant to the deceased.
  • 15-year residence certificate from the Mamlatdar of the taluka, or proof of birth in Goa.
  • Birth certificate or valid age proof, because DSSS pays different amounts above and below 60.
  • Income certificate, or a self-declaration on Rs 50 stamp paper, which the Directorate accepts in place of a certificate.
  • Aadhaar card copy and bank account details in the applicant's own name, since payment is made to an Aadhaar-linked account.
  • Self-declaration on Rs 50 stamp paper where the applicant is an unmarried woman above 50.
  • For Griha Aadhar only: a verification report signed by a Gazetted Officer, MLA or MP, plus the occupation and income declaration and a life certificate.

How to get proof of widow or destitute status in Goa

  1. Register the death and collect the death certificate. Apply to the Civil Registrar of the area where the death occurred. Check the spelling of both names and the date against your Aadhaar before you leave the counter, because a mismatch here blocks every later step.
  2. Collect the marriage certificate. The Directorate of Social Welfare lists it beside the death certificate for widow applicants under DSSS. If the marriage was never registered, register it first.
  3. Apply to the Mamlatdar of your taluka for the 15-year residence certificate and, if you want one rather than a self-declaration, the income certificate. These are Revenue Department services and the Mamlatdar is the signing authority for your taluka.
  4. File the Dayanand Social Security Scheme application with the full document set at the Directorate of Social Welfare, 18th June Road, Panjim, or at the Deputy Director's office at Margao if you live in South Goa. Applications are scrutinised by the Directorate and sanctioned by the Sanctioning Committee.
  5. Apply separately for Griha Aadhar on goaonline.gov.in if you also qualify. Register or log in on the portal, answer the eligibility questionnaire under Women and Child Development, upload the 13 enclosures the portal lists, and complete the submission. A widow already drawing DSSS is expressly allowed to apply under Griha Aadhar.

How do I check my application status in Goa?

For anything filed through goaonline.gov.in, log in with the same credentials you applied with and open your application list, the portal keeps the acknowledgement and current stage against your account. Keep the application number from the acknowledgement screen; it is your handle on the file. Goa Online support answers on +91-8882988000 on working days, 9:30 am to 1:15 pm and 2:15 pm to 5:45 pm, and is the right first call for a login, upload or payment failure.

For a DSSS file submitted on paper, the status sits with the office that received it. Follow up at the Directorate of Social Welfare in Panjim, or the Deputy Director's office at Margao for South Goa, quoting the receipt you were given at submission. Always insist on a receipt at the counter — without it you have nothing to follow up with.

Is there a fee, and how long does it take?

Neither DSSS nor Griha Aadhar charges the beneficiary an application fee. What you may pay is the notified Goa Online portal charge and the Mamlatdar's own counter charge for the residence and income certificates, plus the Rs 50 stamp paper where a self-declaration is used in place of an income certificate. Those amounts are displayed at the counter and on the portal at the time you apply, and the figure shown there on the day is the authoritative one.

Goa does not publish a single statewide processing time for this document set, and the DSSS file passes through scrutiny by the Directorate and then a Sanctioning Committee, so the timeline depends on when that committee meets. Ask for the expected window when you submit and measure your follow-up against the date on your receipt rather than against a number quoted on a private website.

The practical warning matters here more than in most states: because Goa has no widow certificate to issue, an agent offering to "get your widow certificate made" for a lump sum is selling you something the state does not produce. Every document in the real chain: death certificate, marriage certificate, residence certificate, income certificate; is issued directly by a government counter at its own published charge.

Why do applications get rejected in Goa?

  • Residence falls short of 15 years and the applicant was not born in Goa, which fails the bonafide residence test at the threshold.
  • Annual income exceeds Rs 24,000 for a DSSS claim.
  • The marriage was never registered, so no marriage certificate can be produced to sit alongside the death certificate.
  • Name or date mismatches between the death certificate, the marriage certificate, Aadhaar and the bank passbook.
  • Bank account not in the applicant's own name or not Aadhaar-linked, which stops the monthly credit even after sanction.
  • For Griha Aadhar, an incomplete enclosure set. The signed verification report is the one applicants most often leave out.

Where do I complain in Goa?

Start with the office holding the file. For a portal problem, call Goa Online support on +91-8882988000 during published hours. For a DSSS claim, the escalation is within the Directorate of Social Welfare, 18th June Road, Panjim, which is both the scrutinising and the sanctioning office, with the Deputy Director at Margao as the South Goa point of contact. For Griha Aadhar, the Directorate of Women and Child Development is the responsible department and the service page on goaonline.gov.in identifies it as such.

Carry your acknowledgement or receipt to every follow-up. In Goa the file is traced by the application number on that slip, and an applicant who cannot produce one has to start the enquiry from scratch.

Documents required

Death certificate of the spouse
The Dayanand Social Security Scheme page of the Directorate of Social Welfare lists the death certificate of the spouse as a required document for widow applicants. Nothing else in the chain moves without it.
Marriage certificate
Listed alongside the death certificate on the DSSS document list. It links the applicant to the deceased and is what makes the pair function as proof of widowhood in Goa.
15-year residence certificate
Issued by the Mamlatdar of the taluka. Goa requires the applicant to be a bonafide resident by birth or by 15 years of domicile, and this is the document that proves it.
Birth certificate or valid age proof
DSSS applies age bands — the monthly amount differs above and below 60 years — so age has to be documented.
Income certificate or self-declaration on Rs 50 stamp paper
DSSS caps annual income at Rs 24,000. The Directorate accepts either a Mamlatdar income certificate or a self-declaration on Rs 50 stamp paper.
Aadhaar card copy
Goa pays these benefits into an Aadhaar-linked bank account, so the Aadhaar copy and the bank details have to agree.
Bank account details / passbook copy
The account must be in the applicant's own name for the monthly credit.
Self-declaration on Rs 50 stamp paper for unmarried applicantsoptional
Used where the applicant is an unmarried woman above 50 claiming under the single-woman limb of DSSS rather than as a widow.
Verification report signed by a Gazetted Officer, MLA or MPoptional
Required specifically for the Griha Aadhar application on goaonline.gov.in, which lists a signed verification report among its 13 enclosures.

Frequently asked questions

Does Goa issue a separate Widow Certificate?

No — Goa does not publish a standalone widow or destitute certificate as a named service. The Directorate of Social Welfare instead asks widow applicants for the death certificate of the spouse together with the marriage certificate, and that pair does the job a widow certificate does elsewhere. Add the Mamlatdar's 15-year residence certificate and the set is complete.

Which office in Goa handles a widow's claim?

The Directorate of Social Welfare, 18th June Road, Panjim handles the Dayanand Social Security Scheme, with a Deputy Director's office at Margao for South Goa. The Mamlatdar of your taluka issues the residence and income certificates the claim depends on, and the Women and Child Development Department runs Griha Aadhar.

How much does Goa pay a widow under the Dayanand Social Security Scheme?

Rs 2,500 a month for widows and single women below 60 years, and Rs 2,000 a month for those aged 60 and above, as published by the Directorate of Social Welfare. The annual income ceiling is Rs 24,000 and the applicant must be a bonafide resident of Goa by birth or by 15 years of domicile.

Who cannot claim widow or destitute benefits in Goa?

A woman who has lived in Goa for fewer than 15 years and was not born there is not eligible, because DSSS requires bonafide residence by birth or 15-year domicile. A household above the Rs 24,000 annual income ceiling cannot apply under DSSS. Griha Aadhar separately bars applicants above its own income limits.

Can I apply online in Goa?

Griha Aadhar is applied for online through goaonline.gov.in, where the Women and Child Development Department publishes the eligibility questionnaire and its 13-document enclosure list. The Dayanand Social Security Scheme is submitted with documents to the Directorate in Panaji or the Deputy Director's office in Margao.

Can I hold both Griha Aadhar and the Dayanand Social Security Scheme?

A widow who receives the Dayanand Social Security Scheme can apply under Griha Aadhar, which is an explicit exception to the general rule that DSSS beneficiaries are excluded from Griha Aadhar. Check the current position on goaonline.gov.in before you file, because scheme conditions are revised.

What does it cost to get these documents in Goa?

Only the charge shown on the Goa Online portal or at the Mamlatdar's counter, and DSSS and Griha Aadhar applications themselves carry no application charge to the beneficiary. Never pay an agent a lump sum to "arrange" a widow certificate in Goa — no such single certificate exists to arrange.

Whom do I contact if my application stalls?

Goa Online support answers on +91-8882988000 between 9:30 am and 1:15 pm and 2:15 pm and 5:45 pm on working days for portal problems. For the claim itself, the Directorate of Social Welfare at 18th June Road, Panjim is the sanctioning office, and the Deputy Director at Margao covers South Goa.
