What is the Aatmanirbhar Gujarat interest subsidy for service-sector MSMEs?

Aatmanirbhar Gujarat Scheme for Assistance to MSMEs is an industrial incentive package of the Industries and Mines Department, Government of Gujarat, administered by the Industries Commissionerate and the District Industries Centres. It was notified through Government Resolution No. MIS-102022-1271(2)-I dated 5 October 2022, and its operative period runs from 5 October 2022 to 4 October 2027.

Within that package, the interest subsidy head reimburses part of the interest a micro, small or medium enterprise pays on the term loan it takes to set up its project. For the service sector specifically, the department's own guideline draws two hard lines that decide most eligibility questions before anything else is examined:

  • "Service sector Enterprise will not be eligible for capital subsidy." Service units get interest subsidy, not capital investment subsidy.
  • "Only New Enterprise under service sector will be eligible for incentive." An existing service business expanding or diversifying does not qualify here.

The subsidy is not a loan and not a grant paid up front. It is paid annually against interest actually charged by the bank, and at the applicant's request it can be credited to the enterprise's cash credit or current account rather than a separate account.

How much interest subsidy is available?

The rate and the annual ceiling depend on the taluka category in which the unit is located, under Gujarat's standard classification of talukas for industrial incentives. The guideline's own worked example, given for a Category 1 taluka, is:

  • Interest subsidy at 7% on the term loan, maximum Rs 35 lakh per annum, for a maximum of 7 years.

Less backward taluka categories and municipal-corporation areas carry lower rates and lower per-annum ceilings under the Government Resolution, so an applicant must read the rate table in the GR against the taluka classification notification before modelling the benefit. The Industries Commissionerate publishes the taluka classification separately from the scheme GR.

Two additional slabs sit on top of the base rate:

  • 1% additional interest subsidy for a differently abled entrepreneur, a woman entrepreneur or a registered startup in the manufacturing sector, where the enterprise is set up with 100% equity contribution from that entrepreneur. A startup counts as registered if recognised by DPIIT, Government of India, or by the Government of Gujarat.
  • 1% additional interest subsidy for a young entrepreneur below 35 years on the date the term loan is sanctioned, again with 100% equity contribution. The school leaving certificate is accepted as age proof; if it conflicts with the birth certificate, the birth certificate prevails.

A separate provision covers captive renewable power. An existing enterprise that installs a new solar or other renewable power plant for captive consumption on its premises is eligible for interest subsidy on that installation according to its location: in the Category 1 example, 7% with a ceiling of Rs 35 lakh per annum for up to 7 years. This benefit is available only once; an enterprise that already availed it under the previous scheme cannot claim it again.

Who is eligible, and who cannot claim?

Eligible:

  • A new service-sector enterprise classified as micro, small or medium, located in Gujarat and holding Udyam registration.
  • Enterprises that have taken a term loan from a bank or financial institution for the project.
  • For the services listed at Annexure A(ii) of the Government Resolution, enterprises that additionally give permanent employment to at least 10 persons and hold GST registration. Enterprises exempt under the GST Act may still be considered, subject to the other conditions of the GR.
  • An enterprise engaged in trading or service activity that starts manufacturing is treated as a new unit for incentive purposes.

Not eligible:

  • Individuals seeking a personal benefit. There is no citizen application route and no household entitlement under this scheme.
  • Existing service enterprises, only new service-sector units qualify.
  • Service units seeking capital investment subsidy, which is barred outright, or CGTMSE fee reimbursement, which the guideline restricts to micro and small manufacturing enterprises and excludes for service and trading.
  • Enterprises whose total gross investment in plant and machinery across all units in Gujarat exceeds Rs 50 crore, including the proposed project.
  • An enterprise setting up expansion or diversification at premises other than the existing premises cannot treat it as an expansion unit; it must apply as a new unit.

How to apply for the interest subsidy

  1. Complete the Udyam registration of the enterprise and obtain the term loan sanction from a bank or financial institution.
  2. Decide the date of eligibility: either the date of first disbursement of the term loan or the date of commencement of rendering services. If you opt for the date of commencement, the unit is not eligible for subsidy for the period between first disbursement and that date.
  3. Apply online on the IFP portal of the Industries Commissionerate and upload the documents listed in the checklist.
  4. Submit a signed copy of the application with the checklist documents, in the prescribed format, to the concerned District Industries Centre or the MSME Commissioner's office. The guideline allows an enterprise to submit or process the application offline at the DIC or MSME Commissioner's office until the online module is live.
  5. File within the time limit. Late submission is not automatically fatal, but the late period is deducted from the benefit, counted from the accepted date — the date of first disbursement of the loan, or the date of commencement of commercial production or rendering of services.
  6. Claim annually. The subsidy is disbursed year by year against interest actually paid, and the guideline notes that the enterprise's final MSME status is decided at the time of the first claim.

What can reduce or cancel the subsidy?

  • Loan default. Any period in which the enterprise is a defaulter in interest or instalment payment, as certified by the bank under RBI guidelines, is deducted from the subsidy period.
  • Late application. The late period is deducted from the entitlement.
  • Production stoppage. If the unit fails to maintain continuous production for more than 6 months, the application is referred to the head office with reasons; seasonal activities are excluded from this test.
  • Sale of the unit. If the unit is sold completely, the additional subsidy for a woman-owned or differently-abled-owned unit is cancelled from the effective date and the rate is revised downward. No upward revision is allowed. Registered startup units are not affected.
  • Loan takeover by another bank. Subsidy is then calculated only on the outstanding amount of the old term loan.
  • Change in constitution, management, merger or acquisition. These do not by themselves affect the assistance, but the change must be reported to the DIC or MSME Commissioner's office and the enterprise must continue operating as an MSME.

Where to get help

  • District Industries Centre (DIC) of the district where the unit is located. The working-level office for applications, checklists and claims.
  • Industries Commissionerate, Gandhinagar; email iccord@gujarat.gov.in, telephone 079-23252683 / 079-23252617, as published on ic.gujarat.gov.in.
  • Scheme documents, the Government Resolution, the scheme guideline, the application form and the checklist are all published on ic.gujarat.gov.in under the Aatmanirbhar Gujarat Scheme section.

Because the rate table is category-specific and the deductions are mechanical, the safest step before committing to a project is to confirm the taluka category and the applicable rate with the DIC in writing.

How to check your application status

The interest subsidy is not a one-time payout, it is claimed year by year, so there are two different things an applicant may want to track: the original application and each annual claim.

  1. Original application status. Since the online module on the IFP portal (ic.gujarat.gov.in) coexists with offline processing at the District Industries Centre, the fastest confirmation is usually direct contact with the DIC where the signed application and checklist were filed, rather than relying only on a portal status flag. Keep the acknowledgment number or the DIC's receipt reference on hand when asking.
  2. Portal login. If the application was filed online through the IFP portal, log in with the credentials created at submission to see whether the file is still under scrutiny, has been sent back for clarification, or has been forwarded for sanction.
  3. Annual claim status. Each year's subsidy claim is a separate submission against interest actually paid during that year. Track each year's claim separately with the DIC, since one year being sanctioned does not mean the next year's claim has automatically been processed.
  4. Escalation. If a DIC does not respond within a reasonable time, escalate in writing to the Industries Commissionerate at Gandhinagar (email iccord@gujarat.gov.in, telephone 079-23252683 or 079-23252617), quoting the Government Resolution number MIS-102022-1271(2)-I dated 5 October 2022 and the application or claim reference.
  5. MSME status confirmation. The guideline notes that final MSME classification is decided at the time of the first claim, so if a status check shows the file held up at this stage, the enterprise should be ready to submit updated Udyam and investment figures on request.

Common reasons for rejection

  • Enterprise is not "new." The scheme guideline states plainly that only a new service-sector enterprise qualifies; an existing service business that has merely expanded, diversified, or relocated its activity is turned down. Fix: if the unit is an expansion of an existing service business, do not apply under this head at all, since the guideline offers no allowance route for it.
  • Wrong subsidy head claimed. Service-sector applicants sometimes apply expecting capital investment subsidy or CGTMSE fee reimbursement, both of which the guideline explicitly excludes for services and trading. Fix: confirm before filing that the claim is for interest subsidy on a term loan, the only head open to service enterprises.
  • Missing GST registration or 10-employee proof for Annexure A(ii) services. For the specific services listed in Annexure A(ii) of the GR, GST registration and proof of at least 10 permanent employees are conditions of eligibility, not optional supporting papers. Fix: check whether the enterprise's activity falls under Annexure A(ii) before applying, and have the GST certificate and an employment register ready.
  • Investment ceiling breached. An enterprise whose gross investment in plant and machinery across all its Gujarat units, including the proposed project, exceeds Rs 50 crore is disqualified outright. Fix: consolidate investment figures across every unit in the state before applying, not just the new project, since the DIC checks the combined figure.
  • Loan not structured as a term loan, or wrong eligibility date claimed. Working capital finance alone does not attract this subsidy, and disputes arise when the applicant picks the date of commencement of services instead of the date of first term-loan disbursement without realising the gap period becomes non-payable. Fix: confirm the loan is a term loan and decide the eligibility date deliberately, understanding that choosing the commencement date forfeits subsidy for the disbursement-to-commencement gap.
  • Filed late without accounting for the deduction. Applications filed after the prescribed time limit are still accepted, but the guideline mechanically deducts the late period from the benefit. An applicant who assumed a late filing would be rejected outright, and then contests a reduced sanction, is disputing a rule that was already built into the scheme. Fix: file as close to the first disbursement date as possible, and if delay is unavoidable, expect the corresponding period to be cut from the payable years.
  • Continuous default or production stoppage. A certified default on interest or instalment payments, or a stoppage of production for more than 6 months outside seasonal activity, results in that period being excluded or the file being referred to the head office. Fix: keep the DIC informed in advance of any temporary shutdown and the reason for it, rather than letting a claim surface the gap unexplained.
  • Incomplete supporting documents at claim stage. Claims are frequently held up for want of a valid insurance policy on machinery or building, or a notarised or registered rent agreement (or ownership proof) for the premises, both of which the checklist treats as mandatory rather than optional. Fix: renew the insurance policy before the claim date each year and keep the premises document current, since these are checked afresh at every annual claim, not just at first sanction.

Frequently asked questions

Can an individual apply for this scheme for a personal benefit?

No. Aatmanirbhar Gujarat Scheme for Assistance to MSMEs is an industrial incentive for registered enterprises, not a personal benefit. The applicant is the enterprise, the subsidy is paid against the enterprise's term loan, and there is no household or individual entitlement of any kind.

How much interest subsidy does a service-sector MSME get?

The subsidy is a percentage of the interest on the term loan, subject to a cap per year and a maximum number of years, both fixed by the taluka category where the unit is located. The guideline's worked example for a Category 1 taluka is 7% with a ceiling of Rs 35 lakh per annum for a maximum of 7 years; less backward taluka categories carry lower rates and lower ceilings under the Government Resolution.

Are existing service enterprises eligible?

No. The guideline states plainly that only a new enterprise under the service sector is eligible for the incentive. Expansion or diversification of an existing service unit does not qualify under this head.

Can a service-sector unit also claim capital investment subsidy?

No. The guideline states that a service-sector enterprise is not eligible for capital subsidy. Service units are limited to the interest subsidy and the other applicable heads, while capital investment subsidy and CGTMSE fee reimbursement remain manufacturing-only benefits.

Is there an extra subsidy for women or young entrepreneurs?

Yes, but with a restriction. An additional 1% interest subsidy is available to a differently abled entrepreneur, a woman entrepreneur and a registered startup in the manufacturing sector, requiring 100% equity from that entrepreneur, and a further 1% for a young entrepreneur below 35 years on the date of term-loan sanction, again with 100% equity.

What is the operative period of the scheme?

The scheme is operative from 5 October 2022 to 4 October 2027 under Government Resolution No. MIS-102022-1271(2)-I dated 5 October 2022. Investment made from 7 August 2020 up to the date of that Resolution can also count towards eligible fixed capital investment in defined cases.

What happens if the enterprise defaults on the loan?

The default period is deducted. Where the enterprise becomes a defaulter in paying interest or a term-loan instalment as certified by the bank or financial institution, that period is removed from the subsidy calculation.

Where is the application filed?

Applications are filed online on the Industries Commissionerate's IFP portal with the documents uploaded, and a signed copy with the checklist documents is submitted to the concerned District Industries Centre or the MSME Commissioner's office.
