What is Dr. Babasaheb Ambedkar Udyog Uday Yojana?

Dr. Babasaheb Ambedkar Udyog Uday Yojana is a Gujarat state scheme intended to support Scheduled Caste and Scheduled Tribe entrepreneurs and to strengthen micro, small and medium enterprises owned by them. The scheme sits with the Industries and Mines Department, Government of Gujarat, and is administered through the Industries Commissionerate and the MSME Commissionerate at Udyog Bhavan, Gandhinagar, with the District Industries Centres as the field offices.

The component described on this page is the entrepreneurship training component: a structured, degree-approach entrepreneurship development programme for a batch of 360 promoters, coupled with mentoring support and a sustenance allowance paid to the promoter during the period of training and enterprise set-up.

Why this design. Most industrial incentive schemes in Gujarat, capital subsidy, interest subvention, SGST reimbursement, power connection charges, help a person who already has an enterprise. They do nothing for a first generation SC or ST entrepreneur who has an idea and no way to convert it into a registered, bankable, running unit. This component addresses that earlier stage directly, in three parts:

1. Training. A formal entrepreneurship development course covering business planning, costing, statutory registration, GST, bank finance and marketing.
2. Mentoring: continuing hand-holding after the classroom stage, which is where most new promoters actually fail, at the bank appraisal, the licence, or the first order.
3. Sustenance allowance, a stipend that lets a promoter with no family capital afford the months spent training and setting up rather than earning.

Who is eligible for this component?

You can be considered if:

• You belong to a Scheduled Caste or Scheduled Tribe and hold a valid caste certificate issued by the Mamlatdar or other competent authority.
• You are a resident of Gujarat and intend to set up the enterprise in the state.
• You are a prospective or existing promoter of a micro or small enterprise, and you meet the educational and selection criteria of the training batch. The component is described as a degree-approach programme, so qualification documents are examined at selection.
• You are able to attend the training batch for its full duration. The sustenance allowance is tied to attendance and progress, not paid unconditionally.

You cannot apply if:

• You are not from a Scheduled Caste or Scheduled Tribe. General and OBC category entrepreneurs are not eligible under this scheme, and should look at the Aatmanirbhar Gujarat Scheme for MSMEs, which the Industries Commissionerate runs for all categories.
• You are not a resident of Gujarat, or the proposed enterprise is outside the state.
• You do not meet the batch's qualification criteria, since places are limited to the sanctioned number of promoters.
• You are applying when no batch is running. Places exist only while the Commissionerate has sanctioned a batch with an empanelled institution.

What benefit does the component give?

The benefit has three parts, and only one of them is cash:

• Fully funded entrepreneurship training for the selected promoter, with the course cost met by the department rather than the trainee.
• Mentoring support after or alongside the training, delivered through the training institution and the District Industries Centre.
• A sustenance allowance paid to the promoter for the defined period.

The rates — the per-promoter training cost payable to the institution, the mentoring support and the monthly sustenance allowance: are fixed in the government resolution issued by the Industries and Mines Department for the scheme. Those rates are not published as a standing figure on the Commissionerate's public pages, and this guide does not quote a number it cannot verify. Ask the District Industries Centre or the empanelled training institution for the current government resolution before you commit to a batch, and read the allowance rate, the duration and the attendance condition in that document.

What documents are required?

How to apply for the entrepreneurship training component

1. Get your caste certificate and qualification documents in order. A valid SC or ST certificate from the competent authority is the first requirement, and selection for a degree-approach batch also checks your qualification certificates.
2. Visit your District Industries Centre (DIC). The DIC is the field office of the Industries Commissionerate and the practical starting point. Ask whether a Dr. Babasaheb Ambedkar Udyog Uday Yojana training batch is sanctioned for your district, which institution is running it, and when applications close.
3. Apply to the empanelled training institution named by the DIC, with the application form, caste certificate, Aadhaar, domicile proof, qualification certificates, bank passbook copy and, where asked, a short note on the enterprise you intend to start.
4. Attend the selection process, which typically screens candidates on eligibility, qualification and the seriousness of the business idea, because places in a batch are limited.
5. Complete the training and mentoring, maintaining attendance, since the sustenance allowance is linked to it. The allowance is credited by direct benefit transfer.
6. Register the enterprise on Udyam once it is established, and then approach the DIC for the downstream MSME incentives; capital subsidy, interest subsidy and the other components, for which a registered unit becomes eligible.

Selection and payment under this component are handled on file by the training institution and the District Industries Centre rather than through a public online tracker. Keep the dated acknowledgement of your application and follow up at the DIC. Why applications get rejected

• Caste certificate missing, expired, or issued by an authority not competent to issue it.
• Qualification criteria not met for the degree-approach batch.
• Applied when no batch was sanctioned for the district in that year.
• Batch already full; places are capped at the sanctioned number of promoters.
• Attendance not maintained, which stops the sustenance allowance even after selection.
• Bank account not Aadhaar-seeded, so the allowance credit fails.
• Duplicate benefit, the same promoter having already taken a funded entrepreneurship training under another state scheme.

No fee is payable by a selected promoter for training or mentoring under this scheme, and no institution or agent may charge for a place in a batch or take a share of the sustenance allowance.
