What is the Dr. Savitaben Ambedkar Inter Caste Marriage Assistance Scheme?

The Dr. Savitaben Ambedkar Inter Caste Marriage Assistance Scheme is a cash and savings incentive run by the Directorate of Scheduled Caste Welfare under the Social Justice and Empowerment Department of the Government of Gujarat. It carries the departmental code BCK-54 and is known in Gujarati as Dr. Savitaben Ambedkar Antarjnatiya Lagna Sahay Yojana. The scheme is named after Dr Savita Ambedkar, the physician who married Dr B. R. Ambedkar across caste lines in 1948.

The scheme's stated purpose is to eliminate untouchability and to encourage social harmony by supporting marriages between Scheduled Caste Hindus and Hindus of other castes. It has been in operation since 1974, which makes it one of the longest-running schemes of its kind in India.

According to the Directorate's scheme page, the total assistance is Rs 2,50,000 per couple, delivered in two parts:

  • Rs 1,00,000 as small savings certificates issued in the joint names of husband and wife. This part cannot be immediately spent. It is locked into a savings instrument, which is deliberate. The scheme is designed to leave the couple with an asset rather than a one-off payout.
  • Rs 1,50,000 towards household goods and domestic necessities, paid to set up the home.

Some national scheme listings show the two components the other way round, with Rs 1,50,000 in savings certificates and Rs 1,00,000 for household goods. The total of Rs 2,50,000 is consistent across sources; if the split matters to your planning, confirm it with the district Deputy Director (Scheduled Caste Welfare) before you commit to any spending.

Who is eligible for the inter-caste marriage assistance in Gujarat?

You can claim the assistance if:

  • One spouse belongs to a Scheduled Caste notified in Gujarat and the other spouse belongs to a caste other than a Scheduled Caste.
  • Both spouses are Hindu. The scheme is framed around Scheduled Castes among Hindus, and religion proof is part of the document set.
  • At least one spouse is a native of Gujarat. Where the non-Scheduled Caste spouse is from another state, that spouse's parents must have resided in Gujarat for at least five years.
  • The marriage is registered with the competent registrar of marriages.
  • The application is made within two years of the date of marriage.
  • A widow or widower without children may remarry under the scheme.

There is no income limit. This is unusual and worth emphasising, because almost every other Gujarat welfare scheme in this space carries an income ceiling. A doctor and an engineer marrying across caste lines qualify on exactly the same footing as a pair of daily-wage workers.

You are not eligible and cannot apply if:

  • Both spouses are Scheduled Caste. The scheme rewards marriage across the Scheduled Caste boundary, not within it.
  • Neither spouse is Scheduled Caste. An inter-caste marriage between two non-Scheduled Caste communities is outside this scheme.
  • Either spouse is not Hindu. Inter-faith marriages are not covered.
  • The marriage is not registered. A religious or customary ceremony without registration produces no valid application, because the registration certificate is what fixes the date of marriage.
  • More than two years have passed since the marriage. There is no published route to condone the delay.
  • Neither spouse has the required connection to Gujarat, or the out-of-state spouse's family cannot show five years of residence in Gujarat.
  • The couple has already drawn this benefit. The assistance is a one-time benefit per couple.

How to apply for the Savitaben Ambedkar inter caste marriage assistance

The application is filed online on the e-Samaj Kalyan portal of the Social Justice and Empowerment Department. Follow these steps.

  1. Register the marriage first. Get the marriage registered with the registrar of marriages and collect the marriage registration certificate. The date on this certificate starts the two-year clock, so do not delay it.
  2. Assemble the caste and religion proofs. Obtain the Scheduled Caste certificate for the Scheduled Caste spouse from the Mamlatdar, and gather proof that the other spouse is Hindu and from a non-Scheduled Caste. The school leaving certificate is the document district offices are most comfortable with, because the caste entry there predates the marriage.
  3. Create an account on e-Samaj Kalyan. Go to https://esamajkalyan.gujarat.gov.in, choose new user registration, and register using Aadhaar details and a working mobile number.
  4. Log in and complete the user profile. The portal will not open the scheme form until the profile, name, address, district, bank details: is complete.
  5. Select the scheme and fill the form. Choose the Dr. Savitaben Ambedkar Inter Caste Marriage Assistance Scheme from the Scheduled Caste Welfare scheme list, and fill every mandatory field. Enter names exactly as they appear on Aadhaar.
  6. Upload the documents. Scan and upload the marriage certificate, both caste and religion proofs, Aadhaar cards, residence proof, school leaving certificates, wedding photographs, the signed declaration form and the bank passbook page.
  7. Accept the terms and submit, then print. Print the confirmation page and keep the application number. It is the only way to track the case or to raise a grievance later.

Applications then go to the Deputy Director (Scheduled Caste Welfare) of the district in which the couple resides, who verifies the documents, may call the couple for a personal appearance, and sends the case forward for sanction.

What documents are needed?

The document set is heavier than most Gujarat schemes because the department has to establish four separate facts: that the marriage happened, when it happened, that the castes are what the couple says they are, and that the couple belongs to Gujarat.

  • Marriage registration certificate — establishes the marriage and its date.
  • Scheduled Caste certificate of the Scheduled Caste spouse.
  • Caste and religion proof of the non-Scheduled Caste spouse.
  • School leaving certificates of both spouses: date of birth and the caste entry recorded before the marriage.
  • Aadhaar cards of both spouses.
  • Residence proof: ration card, electricity bill, rent agreement or Talati certificate. Where one spouse is from another state, documents showing the parents' five years of residence in Gujarat.
  • Wedding photographs and passport-size photographs.
  • Bank passbook first page or cancelled cheque for the Direct Benefit Transfer.
  • Signed declaration or marriage statement form from the portal.
  • Death certificate or divorce decree where a spouse is remarrying.

How do I check the status of the application?

Log back into e-Samaj Kalyan with the same credentials and use the application status option with the application number printed at submission. The stages are submitted, under verification at the district office, sanctioned, and payment released. The savings certificate component and the household component may show separate release dates, since one is issued as a certificate and the other moves by Direct Benefit Transfer.

If the portal shows sanctioned but the money has not arrived, check the bank details on the profile before assuming a departmental delay. A wrong IFSC or a name mismatch between Aadhaar and the bank account stalls payment while the sanction itself stands.

Why do inter caste marriage assistance applications get rejected?

  • Applied after two years. The most common and least fixable reason. Count from the date on the marriage registration certificate, not the wedding date on the invitation card.
  • Marriage not registered. Photographs and a priest's certificate do not substitute for registration.
  • Both spouses turn out to be Scheduled Caste, or neither is. The whole premise of the scheme is a marriage across the Scheduled Caste boundary.
  • Caste proof of the non-Scheduled Caste spouse is weak. A self-declaration alone is usually not accepted; a school leaving certificate or a caste certificate carries far more weight.
  • Residence requirement not met. Where the out-of-state spouse's parents cannot document five years of residence in Gujarat, the case fails.
  • Name mismatches across Aadhaar, the marriage certificate and the bank account. Very common where the wife's surname changed after marriage, attach a name-change affidavit or gazette entry if the records differ.
  • Illegible uploads. Scans that cannot be read are returned for resubmission, which eats into the two-year window.

What are the key dates?

There is no annual application window and no last date in the calendar sense. What governs is the two-year period from the date of the registered marriage. Practically, a couple should register the marriage within weeks of the ceremony and file on e-Samaj Kalyan within the first few months, leaving room to fix document objections without running out of time.

Where do I complain if something goes wrong?

Take the application number to the Deputy Director (Scheduled Caste Welfare) of your district first, that is the office that verifies and sanctions, and most problems are resolved there. If the case has been sitting without movement, or has been rejected on grounds you believe are wrong, escalate to the Directorate of Scheduled Caste Welfare, Block No. 4, Second Floor, Dr Jivraj Mehta Bhavan, Gandhinagar, Gujarat, on +91 79 23253229.

The e-Samaj Kalyan portal also carries a grievance option under the logged-in account, which creates a written trail against the application number. Use it in addition to, not instead of, the district visit. No fee is payable to anyone for this application, and no agent is needed.

The scheme gives a total of Rs 2,50,000 per couple. According to the Directorate of Scheduled Caste Welfare, this is split between a savings certificate issued in the joint names of husband and wife and a cash component for household goods and domestic necessities. The Directorate's scheme page puts the savings certificate component at Rs 1,00,000 and the household component at Rs 1,50,000.

Is there an income limit for the inter-caste marriage assistance in Gujarat?

No, there is no income limit. The Directorate of Scheduled Caste Welfare states on its scheme page that no income ceiling applies, so a couple qualifies on caste, religion, residence and the two-year time limit alone.

How long after the marriage can we apply?

Within two years of the date of the registered marriage. This is the hardest rule in the scheme — an application filed on day 731 is rejected, and there is no published condonation route. Register the marriage promptly and apply soon after.

Can a widow or a divorcee claim the inter-caste marriage assistance?

Yes. The Directorate's scheme page provides that widows and widowers without children may remarry under the scheme, subject to all the other conditions. A death certificate or divorce decree has to be attached to establish the earlier marriage ended.

What if one spouse is from another state?

The couple can still apply provided at least one spouse is a native of Gujarat. Where the non-Scheduled Caste spouse comes from another state, the Directorate requires that the spouse's parents have resided in Gujarat for at least five years, evidenced by residence documents.

Where do we apply for the Savitaben Ambedkar marriage assistance?

Apply online on the e-Samaj Kalyan portal at esamajkalyan.gujarat.gov.in. Register with Aadhaar, complete the profile, select the scheme, upload the documents and submit. The application then goes to the district Deputy Director (Scheduled Caste Welfare) for verification.

How old is this scheme?
