What is the Educational Study Scheme in Gujarat?

The Educational Study Scheme is a subsidised education loan scheme operated by the Gujarat Unreserved Educational and Economical Development Corporation (GUEEDC), a corporation set up under the Social Justice and Empowerment Department, Government of Gujarat. The scheme exists for a specific gap: students from the unreserved, or general, category whose families are poor but who cannot draw on the scholarship and loan corporations that serve Scheduled Caste, Scheduled Tribe and Socially and Educationally Backward Class students.

The Educational Study Scheme lends up to Rs 10,00,000, or the whole tuition fee of the course if that is lower, at 4% simple interest per annum. In a market where private education loans run at 9% to 13%, the rate is the real benefit — on a Rs 8 lakh loan the difference across a six-year repayment runs into several lakh rupees of interest saved.

The scheme covers self-financed professional courses. In practice this means engineering, medicine, dentistry, pharmacy, architecture, management, law and comparable degree and diploma programmes at institutions recognised by the relevant regulator. Study within Gujarat is covered, and so is study in other states at national institutions such as the IITs, IIMs, NID, NIFT, IRMA and TISS.

Who is eligible for the Educational Study Scheme?

You are eligible if:

  • You are a permanent resident of Gujarat and can produce a domicile certificate.
  • You belong to the unreserved (general) category and hold a non-reserved category certificate.
  • Your family annual income is within the ceiling notified by GUEEDC for the year. The Corporation has applied a ceiling in the region of Rs 3 lakh for its domestic study loan; confirm the current figure on the GUEEDC portal before applying, as the ceiling is revised by government resolution.
  • You have secured admission to a recognised self-financed professional course and can produce the institute's admission letter and approved fee structure.
  • You meet the minimum marks condition set for the course. GUEEDC has applied a 60% threshold in higher secondary examination for its study loan schemes.
  • You can offer the required property security.

You cannot apply if:

  • You belong to the Scheduled Caste, Scheduled Tribe or SEBC category — those categories are served by separate corporations, and a general-category certificate is mandatory here.
  • You are not domiciled in Gujarat.
  • Your family income exceeds the notified ceiling.

  • You are applying for a hobby, certificate or non-professional course outside the approved list.

How to apply for the Educational Study Scheme

  1. Open the e-Samaj Kalyan portal at esamajkalyan.gujarat.gov.in and create a citizen login with your Aadhaar number and mobile number.
  2. Sign in, select the Gujarat Unreserved Educational and Economical Development Corporation from the list of implementing bodies.
  3. Choose the Educational Study Scheme (study loan for courses within India) from the scheme list. Do not confuse it with the separate Foreign Study Loan.
  4. Fill the application with your personal details, category, family income, academic marks, institute name, course name, course duration and total fee.
  5. Upload scanned copies of every document in the list above, within the file size limits the portal states.
  6. Submit the application and print the acknowledgement carrying your application number.
  7. Take the printed application, the original documents and the property papers to the district office of GUEEDC for physical verification within the period the portal states.
  8. On sanction, execute the loan agreement and register the charge or mortgage on the offered property.
  9. The Corporation disburses the loan year by year — commonly directly to the institute against the fee demand, or to the student's bank account.

  1. Visit the district office of the Gujarat Unreserved Educational and Economical Development Corporation in your district and ask for guidance on the current application window.
  2. Alternatively use a common service centre to complete the online form, since the Corporation does not accept a purely paper application.
  3. Carry the income certificate, non-reserved certificate, domicile certificate, marksheets, admission letter and property papers to either place.

How much does the loan cost and how is it repaid?

The Educational Study Scheme charges 4% simple interest per annum. Because the interest is simple rather than compound, the interest does not build on itself during the study period.

Repayment terms, as published for the scheme:

  • Loans up to Rs 5,00,000 — repaid in equal monthly instalments over five years, starting one year after the course is completed.
  • Loans above Rs 5,00,000 — repaid in equal monthly instalments over six years, again starting one year after the course is completed.

Security terms:

  • Up to Rs 7,50,000 — a charge equal to one and a half times the loan amount is registered against the applicant's own or a relative's property.
  • Above Rs 7,50,000 — immovable property of value equal to the loan must be mortgaged in favour of the Corporation.

The moratorium is the course period plus 12 months. A student on a four-year engineering course therefore begins repaying in the fifth year after sanction, by which time the degree is complete.

How to check your application status

  1. Sign in to esamajkalyan.gujarat.gov.in with the same login used to apply.
  2. Open the applications list and read the status against your application number.
  3. Statuses move through submitted, document verification at district office, sanctioned, agreement executed and disbursed.
  4. If the application stalls at verification, contact the GUEEDC district office with the application number — the usual cause is a document that failed to upload legibly.

Common reasons applications are rejected

  • Wrong scheme selected — applying for the Foreign Study Loan instead of the domestic Educational Study Scheme, or the reverse.
  • Income certificate above the ceiling, or an expired income certificate.
  • No non-reserved category certificate, which is the eligibility test for this particular corporation.
  • Marks below the threshold in the qualifying examination.
  • Property offered is already mortgaged elsewhere, or the title is unclear.
  • Course not on the approved list of self-financed professional programmes.
  • Application filed outside the announced window for the academic year.

Most rejections are documentary rather than substantive. Obtain a fresh income certificate from the Mamlatdar, correct the category certificate, and re-apply in the next window.
