What is an EWS certificate in Gujarat?

An EWS certificate in Gujarat is the Income and Asset Certificate for Economically Weaker Sections, issued by the Mamlatdar of your taluka under the Revenue Department of the Government of Gujarat. It is the proof a general-category candidate needs to claim the 10% reservation created by the 103rd Constitutional Amendment, which added Articles 15(6) and 16(6) to the Constitution in January 2019.

Gujarat routes the application through Digital Gujarat, the state's single citizen services portal at digitalgujarat.gov.in. The same portal carries the income certificate (Aavak no Dakhlo), the caste certificate and the other Revenue Department certificates, and the EWS certificate sits alongside them under Citizen Services. Applicants who cannot complete the online upload go instead to a Jan Seva Kendra, the government-run citizen service counter at the district collectorate and taluka level, or directly to the Mamlatdar office.

The certificate itself is issued in the Government of India's prescribed format, usually printed as Annexure-I, "Income and Asset Certificate to be produced by Economically Weaker Sections". Central recruiting bodies, UPSC, SSC, IBPS, the railway recruitment boards, and the NTA for NEET and JEE all name that format specifically, and Gujarat's own recruitment boards and the state admission committees for engineering and medical seats accept the Mamlatdar's certificate in the same format.

Gujarat is also one of the states where the EWS quota bites hardest in practice, because it applies to admissions run by the state's centralised admission committees as well as to government recruitment. That makes the certificate a document families apply for well ahead of the admission season rather than at the last minute.

Who is eligible for a Gujarat EWS certificate?

You can apply if all of the following hold for your family:

  • You are a resident of Gujarat and belong to the general category, you are not covered by SC, ST or SEBC (Socially and Educationally Backward Class) reservation in Gujarat.
  • Your family's gross annual income is below Rs 8 lakh for the financial year preceding the year of application, counting salary, agricultural income, business profit, rent, pension and interest together.
  • The family does not own five acres or more of agricultural land.
  • The family does not own a residential flat of 1,000 square feet or more.
  • The family does not own a residential plot of 100 square yards or more in a notified municipal area.
  • The family does not own a residential plot of 200 square yards or more outside notified municipal areas.

"Family" here means the applicant, the applicant's parents, siblings below 18 years, the spouse, and children below 18 years. Holdings of all of them are added together across locations before the limits are applied: three acres in Junagadh plus three acres in Amreli crosses the five-acre bar.

You cannot apply if you already hold an SC, ST or SEBC certificate in Gujarat. EWS was created for candidates outside every existing reservation, and the two statuses are mutually exclusive. You are also not eligible if the combined family income crosses Rs 8 lakh even when your own income is nil. A student with no earnings is assessed on the parents' income. And a family that owns a 1,100 sq ft flat in Ahmedabad is not eligible even on an income of Rs 2 lakh, because the asset test is independent of the income test.

What documents are required?

The Mamlatdar office builds the file around identity, residence, income and land holding.

  • Aadhaar card of the applicant, and of the parents where the applicant is a student
  • Ration card, which fixes the household
  • Income certificate (Aavak no Dakhlo), or salary slips, Form 16 and the income tax return
  • 7/12 and 8-A Utara issued by the Talati for every parcel of agricultural land the family holds
  • School leaving certificate (LC) showing the caste entry
  • Residence proof; electricity bill, property tax receipt or voter ID
  • A notarised self-declaration affidavit of income and assets
  • Property card or urban property details where a flat or plot is owned
  • Passport-size photograph, scanned for the online form

The 7/12 and 8-A Utara are the documents most Gujarat applications turn on. Gujarat's land records are maintained village by village, so a family whose ancestral land lies in a different district must obtain Utaras from that district's Talati as well. Filing with Utaras from a single village when the family holds land elsewhere is the surest way to have the file returned, or worse, to have the certificate cancelled later.

How to apply for an EWS certificate in Gujarat online

  1. Register on Digital Gujarat. Go to digitalgujarat.gov.in and create a citizen account with your mobile number, then complete the e-KYC using your Aadhaar and the OTP sent to the linked number.
  2. Open Citizen Services and choose the Revenue Department. Scroll the Revenue services list to the Income and Asset Certificate for Economically Weaker Sections and open it.
  3. Fill the application. Enter the applicant's details, the family members counted under the EWS definition, the annual family income for the preceding financial year, and the full asset declaration: agricultural land, flat area and plot area.
  4. Upload the documents. Aadhaar, ration card, income proof, 7/12 and 8-A Utara, school leaving certificate, residence proof, the notarised affidavit and the photograph. Scan each as a clear, readable file within the size the portal allows.
  5. Pay the fee shown on screen and download the acknowledgement. The acknowledgement carries the application number you will need for every follow-up, save the PDF, do not rely on the SMS.
  6. Let the field verification happen. The Talati verifies residence and land holding on the ground, the Circle Officer scrutinises the file, and the case is put up to the Mamlatdar.
  7. Download the signed certificate from your Digital Gujarat account once the status shows it as issued, and check the name spelling, the financial year and the asset declaration before you use it anywhere.

How to apply offline at a Jan Seva Kendra or the Mamlatdar office

Go to the Jan Seva Kendra at your district collectorate or taluka, or to the Mamlatdar office of the taluka where you ordinarily reside. Ask for the EWS Income and Asset Certificate form specifically; not the income certificate form, which is a different service and produces a different document.

Fill the form in the applicant's own name. A student above 18 applies in their own name; a minor's application is filed by a parent or guardian. Attach the ration card, Aadhaar, income proof, 7/12 and 8-A Utara, school leaving certificate, residence proof and the notarised affidavit, and submit the set at the counter.

Pay only at the counter and take the receipt. The Jan Seva Kendra files the application into the same Digital Gujarat workflow, so the receipt number tracks online exactly as an online application does. The verification chain โ€” Talati, Circle Officer, Mamlatdar: is identical.

How do I check the status of my application?

Log in to your Digital Gujarat account and open the application status page, where every application filed under your profile is listed with its current stage. An application filed at a Jan Seva Kendra can be tracked with the acknowledgement number printed on the counter receipt.

The status will normally sit at one of three points: pending Talati verification, pending Circle Officer scrutiny, or pending Mamlatdar approval. Knowing which one tells you whom to follow up with. A file stuck at the Talati stage usually moves after a visit to the village office with a copy of the acknowledgement.

If the portal itself is the problem; OTP not arriving, e-KYC failing, a document rejected for size, or a payment deducted without an acknowledgement: call the Digital Gujarat helpline on 18002335500, which the Ahmedabad district administration lists as the contact for portal issues, and note the ticket number.

How long is it valid, and does it need renewal?

An EWS Income and Asset Certificate is issued with reference to a financial year, because the income test itself is defined against the financial year preceding the application. Recruitment advertisements and admission notices name the year the certificate must cover, a 2026 notice will typically demand a certificate for financial year 2025-26.

Read two things on your certificate before you submit it anywhere: the financial year it refers to, and any validity date printed on it. If the advertisement demands a year your certificate does not cover, apply for a fresh one rather than hoping it will be accepted. Because the Talati verification takes time, apply at the start of the admission or recruitment season and not in the last week before a deadline.

Why do EWS applications get rejected in Gujarat?

  • The family holds five acres or more of agricultural land, revealed when the 8-A Utara is read across villages. This is the commonest rejection in rural Gujarat.
  • The applicant holds an SEBC, SC or ST certificate. EWS and reserved-category status cannot be held together.
  • Income was declared for the wrong financial year. The test is the year preceding the application year.
  • A family member's income was left out, typically a father's pension or a mother's salary.
  • Land records were filed for one village only while the family holds land in another district.
  • The urban asset limits were ignored. A 1,000 sq ft flat disqualifies the family regardless of income.
  • Name or date-of-birth mismatch between Aadhaar, the school leaving certificate and the ration card.
  • The affidavit was not notarised, or omitted a family member who counts under the EWS definition.

What does it cost, and what should you refuse to pay?

The EWS certificate in Gujarat is a government service delivered at the government's listed fee. Online, you pay only the amount shown on the Digital Gujarat payment screen at the time of submission; at a Jan Seva Kendra or the Mamlatdar office, only the amount printed on the receipt. Your other genuine costs are the notary charge on the affidavit, the Talati's fees for the 7/12 and 8-A Utara, and photocopies.

Nobody is authorised to charge you a premium to obtain an EWS certificate, and no agent can shorten the Talati's field verification. If a middleman quotes a package price of several hundred or several thousand rupees, that is a private charge for filling a form you can file yourself on Digital Gujarat, and if anyone asks for money to "clear" your file inside the office, that is a bribe demand, not a fee.

Grievance and helpline route

Start with the Mamlatdar of your taluka, since the Mamlatdar is the issuing authority. Submit a written reminder quoting the Digital Gujarat application number and keep a stamped copy.

If the Mamlatdar office does not act, escalate to the Prant Officer (Sub-Divisional Magistrate) of your sub-division, and then to the District Collector, whose office runs the Jan Seva Kendra network and supervises revenue certificate issue across the district. A written complaint with the application number, the date of filing and copies of your acknowledgement is far more effective than a phone call.

For portal and payment problems on Digital Gujarat, call 18002335500. For a demand for money beyond the receipted fee, complain in writing to the District Collector, that office, not the taluka, is the right level to act on it.

Documents required

Aadhaar card of the applicant
Identity proof and the key used for Digital Gujarat e-KYC login. The Aadhaar must be linked to a working mobile number for the OTP.

The Revenue Department income certificate applied for on Digital Gujarat, or salary slips, Form 16 and income tax returns for salaried families.
7/12 and 8-A land record extracts (Utara)
Issued by the Talati of the village. These prove the family does not hold five acres or more of agricultural land โ€” the hardest EWS exclusion to argue around in rural Gujarat.

Shows the caste entry and date of birth, and is how the Mamlatdar office confirms you are general category and not SC, ST or SEBC.
Proof of residence in Gujarat
Electricity bill, property tax receipt, voter ID or the Mamlatdar-issued residence certificate for the Gujarat address.

Frequently asked questions

Who issues the EWS certificate in Gujarat?

The Mamlatdar of your taluka, under the Revenue Department of the Government of Gujarat, issues the EWS Income and Asset Certificate. Central rules require an officer not below the rank of Tehsildar to sign it, and in Gujarat's revenue structure the Mamlatdar holds that rank.

Where do I apply online for a Gujarat EWS certificate?

Apply on the Digital Gujarat portal at digitalgujarat.gov.in, under Citizen Services then Revenue Department services, choosing the Income and Asset Certificate for Economically Weaker Sections. Digital Gujarat is the state's single citizen services portal and the same application can be filed at any Jan Seva Kendra.

What is the income limit for EWS in Gujarat?

Gross annual family income must be below Rs 8 lakh for the financial year preceding the year of application. This is the Government of India limit for EWS and applies identically in Gujarat, counting salary, agricultural income, business profit, rent, pension and interest together.

Does owning farmland in Gujarat disqualify me from EWS?

Only if the family owns five acres or more of agricultural land, added up across every village. The 7/12 and 8-A Utara issued by the Talati are what the Mamlatdar office checks, so a family with land in two talukas must produce Utaras from both.

What is a Jan Seva Kendra and can it file my EWS application?

A Jan Seva Kendra is the government-run citizen service counter at the district collectorate and taluka level in Gujarat, and yes, it files Revenue Department applications including the EWS certificate. It is the standard offline route for applicants who cannot complete the Digital Gujarat upload themselves.

Can an SEBC candidate in Gujarat apply for EWS?

No. A candidate holding a Socially and Educationally Backward Class (SEBC), SC or ST certificate in Gujarat is not eligible for EWS, because the 10% EWS quota was created only for people outside every existing reservation. You must choose one status, and you cannot hold both.

How long does a Gujarat EWS certificate stay valid?

An EWS Income and Asset Certificate is issued with reference to a financial year, and recruitment and admission notices normally name the financial year the certificate must cover. Check the exact validity printed on your certificate and the year demanded in the advertisement before you submit it.

What should I pay for an EWS certificate in Gujarat?

Only the government fee shown on the Digital Gujarat payment screen or on the Jan Seva Kendra receipt, plus the notary charge on your affidavit and the Talati's record fees. No agent is authorised to charge extra or to promise faster issue for a premium.
