Encumbrance Certificate in Gujarat (GARVI Portal, IGR Gujarat)
Gujarat state government scheme
An Encumbrance Certificate in Gujarat is issued by the Inspector General of Registration through the GARVI portal at garvi.gujarat.gov.in, which lists Encumbrance Certificates, certified Index-2 copies and property search among its citizen services. The Sub-Registrar signs the certificate, and the IGR helpdesk in Gandhinagar can be reached on (079) 23277200.
What is an encumbrance certificate in Gujarat?
An encumbrance certificate in Gujarat is the Registration Department's official statement of every transaction registered against a specific property during a period you choose. The certificate is issued by the office of the Superintendent of Stamps and Inspector General of Registration, Gujarat, under the Revenue Department, and it is available online through GARVI, the department's portal at garvi.gujarat.gov.in.
An encumbrance is any registered claim that sits on a property and restricts the owner's ability to sell it clean, a bank mortgage, a court attachment, a registered lease, a gift deed, a partition, a release deed or an earlier sale. The encumbrance certificate lists these in date order with the document number and the nature of each transaction.
GARVI lists Encumbrance Certificates (EC) among its services alongside certified Index-2 copies through IORA, certified copies of registered documents, property search, stamp duty calculation, the registration fee finder, Jantri rate lookup and e-stamping. In practice a Gujarat title check uses two of these together: the encumbrance certificate tells you what documents exist against the property, and the certified Index-2 copies tell you what each of those documents said.
The certificate is needed for:
- Home loans, where Gujarat banks routinely ask for a 13-year encumbrance certificate before sanction.
- Buying land or a flat, where the advocate reads the EC with the 7/12 extract and the sale deed chain before clearing title.
- Selling, where a clean certificate reassures the buyer that no charge is outstanding.
- Loan closure, to confirm that the bank's mortgage entry has actually been released in the register.
- Succession and partition, where heirs need the full transaction history.
Who can apply for an encumbrance certificate in Gujarat?
You can apply if:
- You are the owner of the land, plot or flat.
- You are a prospective buyer doing due diligence before paying a token amount.
- You are a bank, housing finance company or advocate verifying title.
- You are a legal heir determining what a deceased relative owned and what charges attach to it.
- You are any member of the public. The register of registered documents is a public record under the Registration Act, 1908. Gujarat does not require the owner's consent, a power of attorney, or a stated reason.
You cannot apply if, the real limits are about the property description, not about who you are:
- You cannot search without a property identifier. Without a survey number, block number, city survey number or final plot number together with the village, the index cannot be searched. A street address alone will not do.
- You cannot find unregistered dealings. An unregistered agreement to sell, an oral family understanding or a pending civil suit will not appear.
- You cannot get a certificate covering a Sub-Registrar Office you did not select. The search is office-specific.
- You cannot use the certificate as proof of ownership. It records transactions, not title.

How to apply for a Gujarat encumbrance certificate online
- Open garvi.gujarat.gov.in and register as a citizen user with your name, mobile number and email. Verify the OTP and set a password. One GARVI login covers the encumbrance certificate, certified Index-2, certified copies and e-stamping.
- Log in and open the Encumbrance Certificate service from the citizen services list on the portal.
- Select the district, taluka and village, and then the Sub-Registrar Office in which the property falls. Getting the office wrong is the single biggest cause of an empty and worthless certificate.
- Enter the property identifier; survey number, block number, city survey number or final plot number โ exactly as it appears in the registered deed or the 7/12 extract.
- Enter the search period, the from date and the to date. Choose the full period now; extending it later means a fresh application and a fresh fee.
- Review the preview screen and confirm that the property description and the period are right before you commit.
- Pay the fee displayed on the GARVI payment screen by net banking, card or UPI, and save the receipt with the acknowledgement number.
- Track the application on GARVI with the acknowledgement number while the Sub-Registrar Office runs and signs the search.
- Download the certificate from your GARVI account once it is issued.
While you are in GARVI, it is worth pulling the certified Index-2 copy of any document that appears in the certificate and worries you; particularly a mortgage with no cancellation entry after it. The Index-2 shows the parties and the consideration, which the bare listing does not.
How to apply offline at the Sub-Registrar Office
- Identify the Sub-Registrar Office with jurisdiction over the property. Ahmedabad, Surat, Vadodara and Rajkot each have several offices, and jurisdictions have been redrawn as cities expanded.
- Submit a written application at the office describing the property by survey, block or final plot number with the village and taluka, and stating the exact period to be searched.
- Attach a copy of the sale deed or the 7/12 extract if you have one, and carry your identity proof.
- Pay the notified fee at the counter and insist on a printed receipt with the application number on it.
- Collect the signed certificate on the date given on the acknowledgement.
The offline route matters for older records. Gujarat's computerised index does not stretch back indefinitely, and for a 30-year search reaching into pre-computerisation years the office searches the physical index registers by hand. That is genuinely slower, and it is the honest reason a long-period certificate takes longer than a recent one.
How do I check the status of my application?
- Online: log in at garvi.gujarat.gov.in and open the application status option with the acknowledgement number from your receipt.
- By phone: call the IGR helpdesk on (079) 23277200.
- By email: helpdesk-igr[at]gujarat[dot]gov[dot]in.
- In person: at the Sub-Registrar counter, quoting the application number.
- Head office: Stamp and Registration Bhavan, KH-5, Sector-14, Gandhinagar 382016, phone (079) 23288575.
How long is a Gujarat encumbrance certificate valid?
An encumbrance certificate carries no expiry date, but it speaks only up to the "to" date you asked for. A mortgage registered the day after that date will not appear on it.
That is why Gujarat lenders and buyers' advocates insist on a freshly issued certificate, generally dated within days or weeks of the transaction, and why many run a second short search immediately before the sale deed is registered to catch anything filed in the gap. There is no renewal process. You apply again for the new period, and a short top-up search costs far less than repeating the full 30 years.
Why do encumbrance certificate applications go wrong in Gujarat?
- Wrong survey or block number, producing a certificate for someone else's land.
- Town planning renumbering. Where a TP scheme has been finalised, the old revenue survey number and the new final plot number are different identifiers, and a search on only one of them can miss half the history.
- Wrong Sub-Registrar Office selected, returning a nil result that proves nothing.
- Village name spelt differently in the register from the spelling on your deed, so the dropdown selection misses the right entry.
- A search period that is too short, missing the very charge you were looking for.
- Treating a nil certificate as a clean title. Unregistered claims, pending litigation, revenue dues and society dues do not appear in it.
- Skipping the parallel checks. The 7/12 and 8-A extracts, the mutation entries on AnyROR, the property card in city survey areas, and the non- agricultural permission where farmland has been converted.
What does it cost, and what should you refuse to pay?
A Gujarat encumbrance certificate costs only the fee GARVI displays on its payment screen for the period you selected, or the notified fee charged at the Sub-Registrar counter for the manual application, in both cases against a receipt. GARVI additionally carries a stamp duty calculator and a registration fee finder, but those relate to registering a document, not to obtaining a certificate.
Agents and document writers outside Sub-Registrar Offices offer to "arrange" an encumbrance certificate quickly for several thousand rupees. They are filling the same GARVI form you can fill yourself in about ten minutes. The Registration Department runs no paid priority queue, and no official can add to or remove from the register an entry that does not belong there. Never share your GARVI password or your Aadhaar OTP with an agent, and never accept a certificate that did not come from garvi.gujarat.gov.in or from the Sub-Registrar's counter: forged encumbrance certificates are a known fraud in property transactions.

Frequently asked questions
Which portal issues the encumbrance certificate in Gujarat?
GARVI at garvi.gujarat.gov.in, the portal of the Superintendent of Stamps and Inspector General of Registration, Gujarat, is the official route. GARVI lists Encumbrance Certificates, certified Index-2 copies, certified document copies, property search, e-stamping and stamp duty calculation among its services.
Does Gujarat use Form 15 and Form 16 for encumbrance certificates?
No, the numbered Form 15 and Form 16 formats belong to Tamil Nadu and Andhra Pradesh, not Gujarat. Gujarat's Registration Department issues the encumbrance certificate through GARVI in its own format, and it is read alongside certified Index-2 copies of the individual registered documents.
What is Index-2 in Gujarat and why does it matter?
Index-2 is the Registration Department's summary entry for one registered document, showing the parties, the property, the consideration and the document number. A Gujarat title check pairs the encumbrance certificate, which lists what exists, with certified Index-2 copies, which show what each of those documents actually said.
How much does a Gujarat encumbrance certificate cost?
Only the fee the GARVI portal displays on its payment screen for your search period, or the notified fee charged at the Sub-Registrar counter for the manual application. GARVI also carries stamp duty and registration fee calculators for the separate charges on a registration.
Does an encumbrance certificate prove I own the property?
No, it records registered transactions, not title. A Gujarat property check also needs the 7/12 and 8-A extracts, the property card in city survey areas, the sale deed chain and the mutation entries on AnyROR.
Why does my Gujarat encumbrance certificate show nothing?
The usual causes are a wrong survey or block number, the wrong Sub-Registrar Office, or a search period that ends before the transaction you were looking for. Town planning schemes also renumber plots, so an old survey number and the current final plot number can point at different index entries.
How do I check my GARVI application status?
Log in to garvi.gujarat.gov.in with the credentials you registered and open the application status option using the acknowledgement number from your receipt. The same number is used to download the certificate once it is issued.
Whom do I contact if the GARVI portal is not working?
Call the IGR helpdesk on (079) 23277200 or write to helpdesk-igr[at]gujarat[dot]gov[dot]in. The department's main office is at Stamp and Registration Bhavan, KH-5, Sector-14, Gandhinagar 382016, phone (079) 23288575.
