What is Dr. Babasaheb Ambedkar Udyog Uday Yojana?
Dr. Babasaheb Ambedkar Udyog Uday Yojana is a scheme of the Industries and Mines Department, Government of Gujarat, introduced under Gujarat Industrial Policy 2020 by a Government Resolution of 2 September 2020 and administered through the MSME Commissionerate and the District Industries Centres. The MSME Commissionerate lists it under its full official style, BharatRatna Dr. Baba Saheb Ambedkar Udhyog Uday Yojna for SC/ST Entrepreneurs of MSME.
The scheme exists because Scheduled Caste and Scheduled Tribe entrepreneurs carry a structural disadvantage in raising project finance. Gujarat's answer is to buy down part of the term loan itself. The Assistance of Capital Investment Subsidy component pays a percentage of the term loan taken for a manufacturing project, with the percentage rising as the project moves into industrially weaker talukas.
According to the scheme documents published by the Industries Commissionerate, the operative period was 7 August 2020 to 6 August 2025. That published window has now passed, though the MSME Commissionerate site continued to carry the scheme on its incentive schemes page as of its update dated 1 July 2026. The Industries Commissionerate site now headlines a Gujarat Industrial Policy 2026, and the intervening Aatmanirbhar Gujarat Scheme for Assistance to MSMEs of 5 October 2022 also covers SC/ST entrepreneurs. An entrepreneur should therefore confirm which resolution currently governs their case with the District Industries Centre before building a project plan around this scheme.
How much subsidy does the scheme give?
The quantum depends on the category of the taluka where the unit is located. Taluka categories are fixed by Industries and Mines Department GR No. MIS-102020-347965-I dated 2 November 2020.

Two features are worth reading carefully. First, the percentage runs on the term loan, not on the total project cost, so an entrepreneur who funds the project largely from own capital draws a smaller subsidy than one who borrows. Second, the additional slab of Rs 5 lakh to Rs 10 lakh is triggered by eligible fixed capital investment above Rs 10 crore, which is a project-size test rather than a loan-size test. Fixed capital investment for this purpose covers land, building, plant, machinery and other fixed assets needed to run the business.
A hard outer limit applies across governments. Where the enterprise also draws a capital subsidy from a central government scheme, the combined state and central subsidy cannot exceed the total loan amount disbursed by the bank or financial institution.
Who is eligible for Dr. Babasaheb Ambedkar Udyog Uday Yojana?
An enterprise qualifies if:
- The firm is a micro, small or medium enterprise as defined under the MSMED Act, run by an SC or ST entrepreneur.
- The SC or ST contribution in the enterprise is 51% or more. This is the formal definition of an SC/ST enterprise under the scheme.
- The enterprise is a manufacturing enterprise.
- A term loan has been sanctioned before commercial production commenced.
- Commercial production has actually started, since the subsidy is disbursed only after that point.
- The online application is filed within one year of the first loan disbursement, the commencement of commercial production, or the date the Government Resolution was issued, whichever is later, and before the scheme's last operative date.
You are not eligible and cannot apply if:
- The SC or ST stake in the enterprise is below 51%.
- The enterprise is a trading business or a pure service business. Only manufacturing enterprises are covered by this component.
- No term loan was taken, or the term loan was sanctioned only after commercial production began.
- The enterprise has not yet started commercial production. There is no advance disbursement.
- The one-year application window has already lapsed. An application filed after one year from the first loan disbursement is not considered.
- Combined central and state subsidy would exceed the total loan disbursed.
How to apply for Dr. Babasaheb Ambedkar Udyog Uday Yojana
The application is online on the Gujarat Investor Facilitation Portal (IFP), the state's single-window platform for industrial approvals and incentives.
- Open ifp.gujarat.gov.in and click New Investor Registration to open the registration form.
- Fill in the registration form with the enterprise and promoter details and click Submit.
- Verify your email address using the link sent to the email ID you registered with. Registration completes only after verification.
- Log in to the portal with that email address and the password you set.
- Open the incentive application for Dr. Babasaheb Ambedkar Udyog Uday Yojana and fill in the business details, Udyam registration, taluka, term loan figures, fixed capital investment and commercial production date.
- Upload the mandatory documents, including the caste certificate from the competent authority, the term loan sanction letter, the bank first disbursement certificate, the DPR or bank appraisal report, land or rent documents, PAN, GST and the balance sheet annexure showing gross fixed capital investment.
- Submit the application within the one-year window and keep the acknowledgement number generated by the portal.
- Respond to District Industries Centre queries. A physical verification of the unit and its plant and machinery normally follows before sanction.

- Log in to ifp.gujarat.gov.in with the registered email ID and open the application dashboard.
- Match the acknowledgement number on the dashboard against the one issued at submission.
- Follow up with the General Manager, District Industries Centre of your district if the file sits at the verification stage. The DIC conducts the physical check of plant and machinery.

Why do capital investment subsidy claims get rejected?
- The one-year window lapsed. This is the most common ground of rejection and it cannot be cured after the fact.
- The term loan came after production started. The scheme requires sanction before commercial production, so a loan raised later disqualifies the claim.
- SC or ST holding below 51%, or a caste certificate not issued by a competent authority.
- Non-manufacturing activity, including trading and most service activities.
- Combined subsidy exceeds the disbursed loan, which caps the sanction even when everything else is in order.
- Mismatch between the DPR, the ITR and the CA certificate on plant and machinery value, which stalls files at verification.
