What is EPF Reimbursement to MSMEs under the Aatmanirbhar Gujarat Scheme?
EPF Reimbursement to MSMEs is an employment-linked incentive of the Industries and Mines Department, Government of Gujarat. Under it, a micro, small or medium enterprise that hires fresh workers in Gujarat gets back the employer's share of the Employees' Provident Fund contribution it pays for those workers.
The incentive sits inside the Aatmanirbhar Gujarat Scheme for assistance to MSMEs, the five-year package announced by the Industries and Mines Department and operative from 5 October 2022 to 4 October 2027. That package also carries capital investment subsidy for micro enterprises, interest subsidy, net SGST reimbursement, rent assistance to micro and small enterprises, and a set of continuing schemes for quality certification, ICT, technology acquisition and patents. EPF reimbursement is the labour-linked component of the package, and it is the one that rewards an enterprise for adding headcount rather than for adding machinery.
The design is simple. The employer keeps depositing EPF as usual through the EPFO's Electronic Challan cum Return. The state then refunds the employer's portion for the qualifying new employees. There is no relaxation of any EPFO obligation: statutory compliance stays exactly as it is, and the state's role is purely to reimburse afterwards.
How much is reimbursed, and for how long?
According to the Industries and Mines Department, an MSME can claim reimbursement of the employer's EPF contribution made for its new employees working in Gujarat for a period of 10 years from the date of commencement of commercial production (DoCP), subject to two conditions taken together:
- 100% of the employer's statutory contribution under EPF actually paid, and
- a ceiling per employee of 12% of the employee's basic salary plus applicable dearness allowance and retaining allowance, or Rs 1,800 per month, whichever is lower.
The Rs 1,800 figure is not arbitrary. It corresponds to 12% of the Rs 15,000 statutory wage ceiling used by EPFO. In practice this means:

An MSME with 40 qualifying new employees each at or above the wage ceiling would therefore recover up to Rs 72,000 a month, or about Rs 8.64 lakh a year, for as long as those employees remain on the rolls within the 10-year window.
Who is eligible for EPF reimbursement in Gujarat?
An enterprise can claim if:
- The enterprise is a micro, small or medium enterprise as defined for the Aatmanirbhar Gujarat Scheme; fixed capital investment in plant and machinery up to Rs 1 crore for micro, above Rs 1 crore and up to Rs 10 crore for small, and above Rs 10 crore and up to Rs 50 crore for medium.
- The enterprise holds a valid Udyam Registration or equivalent acknowledgement from the appropriate authority.
- The employees claimed work in Gujarat.
- The employees are new employees, they did not hold a Universal Account Number before joining the enterprise.
- The employer's EPF contribution has actually been paid for the claim period, evidenced by ECR challans.
- The claim falls within 10 years of the date of commencement of commercial production.
Proprietary concerns, partnership firms, private limited and public limited companies, LLPs and co-operative societies are all recognised constitutions for the purpose.
The following are not eligible:
- Individual workers cannot apply. The incentive reimburses the employer, so an employee has no personal claim under this scheme.
- Employees who already had a UAN before joining, including staff transferred from a sister concern.
- Employees posted outside Gujarat, even on the rolls of a Gujarat unit.
- Enterprises already receiving EPF reimbursement for the same contribution under another scheme of the state or central government.
- Enterprises above the medium threshold; large and mega industries are covered by separate Aatmanirbhar Gujarat schemes with their own EPF component, not by this one.
- Claims for months in which the EPF contribution was not actually deposited, or was deposited late and remains unreconciled with the ECR.

How to apply for EPF reimbursement under the Aatmanirbhar Gujarat Scheme
- Register the enterprise on Udyam and complete EPFO registration, then start depositing the employer's contribution through the monthly ECR in the normal way.
- Record the date of commencement of commercial production and keep the first sale bill safe. The 10-year incentive window runs from this date, and the department asks for this proof in the first claim.
- Create an account on the Investor Facilitation Portal at ifp.gujarat.gov.in and open the incentive application under the Aatmanirbhar Gujarat Scheme for assistance to MSMEs.
- Select the EPF reimbursement component and enter the claim period, the employee-wise list with UANs, the basic pay plus DA for each employee, and the employer contribution actually paid.
- Upload the ECR challans, payroll sheets, attendance register, Udyam certificate and DoCP proof, then submit the online application.
- File the signed printed claim with the checklist at the MSME Commissionerate, Udyog Bhavan, Sector 11, Gandhinagar, or at your District Industries Centre if the district office scrutinises the file.
- Answer scrutiny queries and produce originals if called for. On approval, the sanctioned amount is credited to the enterprise's bank account.
- Repeat the claim for each subsequent period — the reimbursement is periodic, not a one-time payment, and lapsed periods are hard to revive.
How to check the status of a claim
The Investor Facilitation Portal issues an application number for every claim and shows the stage of each file on the dashboard, from submitted through scrutiny, query and sanction. Where the portal shows a query, upload the reply against the same application rather than filing a second claim for the same period, which creates a duplicate that has to be withdrawn later. For files that stay at one stage for an unusually long time, contact the Dy. Common reasons claims are reduced or rejected
- Employees with a pre-existing UAN included in the list. The department cross-checks against EPFO records, and such employees are struck off.
- Claim exceeds the per-employee ceiling. Anything above Rs 1,800 per employee per month is trimmed automatically, so build the claim at the ceiling.
- Mismatch between the ECR and the payroll sheet. Basic pay and DA in the payroll must reconcile with the wages declared in the ECR.
- Late deposit of EPF. Contributions paid outside the statutory period may be questioned; reconcile the challan dates before claiming.
- DoCP not proved, so the 10-year window cannot be fixed. The first sale bill is the usual proof.
- Claim period outside the 10-year window or outside the operative period of the scheme.
- Double claim with a central employment-linked incentive covering the same contribution.

No. Only the employer's statutory contribution is reimbursed. The employee's own deduction continues to be credited to the employee's provident fund account in the normal way.
Can an enterprise claim this along with a central EPF scheme?
No. An enterprise already receiving reimbursement of the same EPF contribution under another government scheme cannot claim it again under the Aatmanirbhar Gujarat Scheme; total assistance cannot exceed the contribution actually paid.
