What is the Integrated Dairy Development Scheme in Gujarat?

The Integrated Dairy Development Scheme, Sankalit Dairy Vikas Yojana in Gujarati, also written as the Integrated Dairy Development Programme or IDDP; is a Tribal Development Department scheme of the Government of Gujarat implemented through the Development Support Agency of Gujarat (D-SAG). It gives a Scheduled Tribe woman from a below-poverty-line household a complete dairy unit: a milch animal plus the insurance, transport, feed, veterinary care and training that make the animal a working livelihood rather than a one-off gift.

According to D-SAG, the programme was started in 2007-08 with the purpose of bringing tribal families above the poverty line. Animal husbandry is the main source of earning for most families in Gujarat's tribal belt, so the scheme targets women, who are the working link in that occupation in a tribal household.

Stated objectives

• Develop the animal husbandry occupation with women at the centre.
• Replace weak local cattle in the area with better breeds.
• Raise the participating family's annual income from the activity to at least Rs 30,000.
• Build a cattle unit at the beneficiary's own home.
• Create the fodder base needed for animal husbandry.
• Control the risks of the animal husbandry business through insurance and veterinary care.

Who is eligible for the Integrated Dairy Development Scheme?

You can apply if:

• You are a woman belonging to a Scheduled Tribe.
• You hold a BPL score between 0 and 20 — this is the specific selection criterion stated by D-SAG, not a general BPL card.
• You live in a tribal area of one of the 14 tribal districts: Sabarkantha, Banaskantha, Aravalli, Panchmahal, Mahisagar, Chhota Udepur, Dahod, Surat, Tapi, Navsari, Bharuch, Dang, Valsad and Narmada.
• You are, or can become, a member of the village dairy cooperative society, since the project runs through district milk unions.
• You can put in the beneficiary contribution of Rs 3,000 and accept a Rs 29,000 corporation loan against a promissory note.

You cannot apply if:

• You are not from a Scheduled Tribe. Non-tribal applicants are not eligible; the scheme is strictly for Scheduled Tribes.
• You are a man. The benefit is given to tribal women beneficiaries.
• Your BPL score is above 20, or you are outside the below-poverty-line group.
• You live outside the tribal areas of the 14 listed districts.
• You cannot furnish the dairy society membership certificate, the promissory note or the undertaking, all of which are compulsory uploads.

How much assistance is given, and how is it split?

The unit cost is Rs 90,000, funded as follows.

Component-wise, the same Rs 90,000 is spent as follows.

Within the milch animal component of Rs 79,500, the split is Rs 29,000 loan, Rs 21,400 central subsidy, Rs 26,100 state assistance and the Rs 3,000 beneficiary contribution. Insurance, transport, feed, veterinary care and training are met fully from the central subsidy, and the administrative cost of Rs 2,900 from the state grant.

How to apply for the Integrated Dairy Development Scheme

1. Open the D-SAG Sahay portal at dsagsahay.gujarat.gov.in, the Development Support Agency of Gujarat site under the Tribal Development Department.
2. Click Beneficiary Registration, then choose New beneficiary registration if this is your first time.
3. Enter your ration card number and mobile number and click Get OTP; enter the one-time password received and click Register.
4. Select your applicant type: livestock keeper, farmer and livestock keeper, or student and trainee, and save.
5. Fill the general details, personal details and bank details, then click Proceed and confirm.
6. Upload the documents one by one using Choose File and Upload File. Use the View option to check each upload, and Delete and re-upload anything wrong.
7. Click Proceed once all documents are verified; your profile is created and the dashboard opens.
8. From the dashboard, apply for Sankalit Dairy Vikas Yojana (Integrated Dairy Development Scheme) and note down the application number.

There is no offline application route and no application fee. D-SAG also publishes the scheme criteria and the user manual for the dairy scheme as PDFs on the same site, which are worth reading before you begin.

How do you check the status of your application?

1. Open dsagsahay.gujarat.gov.in and click Application Status.
2. Choose Sankalit Dairy Vikas Yojana from the scheme list.
3. Enter your application number, and where asked, your mobile number and member ID.
4. Click Application Status to see the current stage.

The portal also carries a beneficiary list section for selected schemes, district-wise and year-wise, which is worth checking after a district's selection round is complete.

Who implements the scheme on the ground?

Seven district cooperative milk producers' unions run the project in the 14 tribal districts:

5. Vasudhara Dairy, Valsad District Co-operative Milk Producers' Union Ltd.
6. Baroda Dairy, Baroda District Co-operative Milk Producers' Union Ltd.
7. Sabar Dairy, Sabarkantha District Co-operative Milk Producers' Union Ltd., Himatnagar

Overall monitoring is done by the district project administrator of the concerned district and by D-SAG. Because the milk union is both the implementing body and the buyer of the milk, joining the village dairy society is in practice the first step for a prospective beneficiary.

Why are applications rejected, and how do you fix them?

• BPL score above 20 or no score certificate. The 0 to 20 score is the published selection criterion; a plain BPL ration card is not a substitute.
• Caste certificate missing. A valid Scheduled Tribe certificate is compulsory; the scheme is closed to non-tribal applicants.
• No dairy society membership. Join the village milk cooperative first, since the union delivers the animal, the feed and the veterinary support.
• Promissory note or undertaking not uploaded. These two papers are what convert the Rs 29,000 into a corporation loan; without them the file cannot move.
• Blurred or wrong uploads. Use the View option on the portal to check each document before proceeding, and re-upload anything unclear.
• Application from outside the 14 districts. The scheme runs only in the tribal-area talukas of the listed districts.

What are the governing orders and where do you complain?

D-SAG lists the resolutions that govern the scheme: order number PRACH-102014-N.BA.57-GH dated 7 August 2014, order number VKY-2021-849-N-I-05-P dated 7 July 2022, the amending order of the same number dated 21 July 2023, and order number TDD/VKY/e-file/25/2023/1772/P dated 12 March 2024. Anyone disputing an eligibility decision should ask which order applies to the current year's round.
