What is an income certificate in Gujarat?

An income certificate in Gujarat. The Aavak no Dakhlo (આવક નો દાખલો): is a Revenue Department document certifying the total annual income of your household. The Mamlatdar, the taluka-level revenue officer, is the issuing authority; the Ahmedabad district administration lists the Mamlatdar office and the Jan Seva Kendra as the service points for this certificate, and points citizens to the Digital Gujarat portal to apply online.

Gujarat certifies family income, not individual income. The Mamlatdar totals the income of every earning member of the household as recorded on the ration card, which is why the ration card is effectively mandatory even where a portal form marks it optional.

The certificate is used across Gujarat for post-matric and Digital Gujarat scholarships, EWS certificate applications, fee concessions and freeships in colleges, hostel admission, government hospital concessions, and eligibility for state welfare schemes carrying an income ceiling.

Who can and who cannot apply for a Gujarat income certificate?

You can apply if:

  • You ordinarily reside in Gujarat and hold a Gujarat address proof.
  • You are the head of the household, or an adult member applying with the household's income details.
  • You are a student needing the certificate for a scholarship, an EWS certificate, a freeship, or a reserved-category admission benefit.
  • Your family's income comes from farming, wage labour, a small business, pension, or salary. Every source counts and having no taxable income is not a bar to applying.

You cannot apply, or the application will fail, if:

  • You are not a resident of Gujarat, a Gujarat Mamlatdar can only certify a household in his taluka.
  • You want a certificate for a household you do not belong to, or for a hand-picked subset of family members. The unit is the family on the ration card.
  • You declare an income you cannot support with a salary certificate, a return, or a Talati report. The Mamlatdar's office verifies before signing.

Which documents are required for an income certificate in Gujarat?

Assemble these before you start the Digital Gujarat form:

  1. Aadhaar card of the applicant, used for e-KYC login.
  2. Ration card, to establish who the family members are.
  3. Address proof: light bill, election card, property tax receipt or rent agreement.
  4. Income proof for each earning member, salary certificate or Form 16 for salaried members, the income tax return where one is filed.
  5. Talati-cum-Mantri or Gram Panchayat income report where the family earns from farming, labour or self-employment and has no salary slip or return.
  6. 7/12 and 8-A land extracts where any income is agricultural.
  7. Self-declaration of total annual family income, signed by the applicant.
  8. Passport-size photograph, scanned for upload.

Scan each document as a clear, complete page. Digital Gujarat rejects blurred and part-cropped uploads, and each rejection sends the application back to you rather than forward to the Mamlatdar.

How to apply for an income certificate in Gujarat online

  1. Create a Digital Gujarat account. Open digitalgujarat.gov.in, register with your mobile number and set a password, then complete the e-KYC step with your Aadhaar so that your name and address are pulled in correctly.
  2. Open the Revenue services list. Log in, go to Services → Citizen Services → Revenue, and select the Income Certificate service.
  3. Fill the application form. Enter your personal details, your taluka and village or ward, every family member with their relationship and annual income, the total family income in rupees, and the purpose for which you need the certificate.
  4. Upload the supporting documents — Aadhaar, ration card, address proof, income proofs, Talati report where applicable, and the self-declaration.
  5. Pay the fee shown at the payment step and submit. Digital Gujarat displays the applicable charge on screen; pay only that amount, online.
  6. Save the application number printed on the acknowledgement. Every status check, correction and download uses it.
  7. Download the certificate from your Digital Gujarat login once the Mamlatdar approves it, or collect it from the Jan Seva Kendra counter if you opted for physical delivery.

Important: if Digital Gujarat returns your application for correction, resubmit it promptly. A returned application left unattended is eventually disposed of as rejected and you have to file, and pay: again.

How to apply offline at the Mamlatdar office

Gujarat maintains a full offline route, and one Mamlatdar office exists in every taluka headquarters.

  1. Go to the Jan Seva Kendra at your taluka Mamlatdar office or the district Collectorate.
  2. Collect the income certificate application form at the counter and fill it in, listing every family member and their annual income.
  3. Attach self-attested copies of Aadhaar, the ration card, the address proof, the income proofs and the land extracts, plus the signed self-declaration and a photograph.
  4. Obtain the Talati-cum-Mantri income report for your village if your family has no salary slip or income tax return.
  5. Submit at the counter, pay the charge and take the receipt. The receipt carries the application number.
  6. Collect the signed certificate from the same counter once the Mamlatdar has approved it.

How do I check my Gujarat income certificate status?

Log in to Digital Gujarat and open the application status or "My Applications" section, then enter the application number from your acknowledgement. The status shows whether the file is with the Talati for verification, with the Mamlatdar for signature, returned for correction, or approved. If you applied at a Jan Seva Kendra, the counter can look up the same number.

For portal errors, payment failures or a status that has not moved, the Ahmedabad district services page lists helpline 18002335500 and the Collector office number 07927551681.

Why are Gujarat income certificate applications rejected?

  • The income declared does not match the salary certificate, Form 16 or return.
  • No Talati-cum-Mantri report where the family has no formal salary proof.
  • The ration card is outdated and does not show the current family members.
  • Uploaded scans are blurred, cropped or in an unsupported file format.
  • The application was returned for correction and not resubmitted in time, the fee is not refunded in that case.
  • Name or address spellings differ between Aadhaar, the ration card and the form.

Fix the specific defect and resubmit against the same application number wherever Digital Gujarat allows it; starting a fresh application means paying again.

What does it cost, and should I use an agent?

Apply on Digital Gujarat and you pay only the fee the portal shows at the payment step; at a Jan Seva Kendra you pay only the notified counter charge and receive a receipt for it. No private agent has faster access to the Mamlatdar than you do, and paying several hundred rupees for "quick processing" buys nothing except a middleman. Always insist on a receipt, and report overcharging to the Mamlatdar or the district Collector.

Where do I complain if the certificate is delayed?

Escalate within the revenue hierarchy: the Mamlatdar first, then the Prant Officer (Deputy Collector) of your sub-division, then the District Collector. Portal-side problems, a payment debited without an application number, a file stuck in upload, go to the Digital Gujarat helpline 18002335500. Keep your application number and payment receipt in every complaint; the office cannot trace a file without it.
