Domicile Certificate in Gujarat (Digital Gujarat)
Gujarat state government scheme
A Domicile Certificate in Gujarat is issued by the Mamlatdar of your taluka and applied for on the Digital Gujarat portal at digitalgujarat.gov.in or at the Mamlatdar's Jan Seva Kendra. The certificate proves permanent residence in Gujarat for state jobs, admissions and scheme eligibility, and once issued it does not carry an expiry date.
What is a domicile certificate in Gujarat?
A domicile certificate in Gujarat is the Revenue Department document that certifies you are a permanent resident of the state. It is issued by the Mamlatdar. The officer who heads a taluka, and applied for through the Digital Gujarat portal at digitalgujarat.gov.in, or over the counter at the Mamlatdar's Jan Seva Kendra.
According to the Ahmedabad district administration's own service page, the domicile certificate sits with the Mamlatdar Office, Jan Seva Kendra, and applicants are directed to Digital Gujarat's citizen services page to apply. Every district in Gujarat follows the same two-track pattern: an online application on the state portal, and a counter route at the taluka office for people who prefer paper.
Gujarat residents need the certificate for:
- State government recruitment, including GPSC and Gujarat Panchayat Service Selection Board posts where residence is a condition.
- Admission to professional courses under Gujarat's state quota.
- Scholarships and welfare schemes run by the state's social justice, tribal development and education departments.
- Land, licensing and reservation claims where being a resident of the state is part of the eligibility rule.
Who is eligible for a Gujarat domicile certificate?
You can apply if:
- You are an Indian citizen and a permanent resident of Gujarat, living at a settled address in the state.
- You were born in Gujarat and continue to live there, in which case your birth certificate and school leaving certificate carry most of the proof.
- You have settled in Gujarat long-term and can show a continuous residence trail; ration card, electricity bills, property tax receipts and a Talati report covering the period.
- You are a minor or student whose parent already holds a Gujarat domicile certificate, which is accepted in place of an independent long residence record.
- You are a woman who married a man domiciled in Gujarat and now lives in the state, applying with the marriage certificate and the husband's domicile proof.
You cannot apply if:
- You are a short-term resident, a posting, a college term or a work contract does not create domicile in Gujarat.
- You hold a domicile certificate of another state. Domicile is single; holding two is a ground for cancellation.
- You are not an Indian citizen.
- You cannot produce a Talati report or any residence trail for the address claimed. Gujarat's process is verification-led, and an unverifiable address stops the file.
A domicile certificate is not a caste certificate and not an income certificate. Those are separate Digital Gujarat services with separate document lists, even though the same Mamlatdar signs them.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Identity proof (Aadhaar, election card, PAN, passport) | Yes | Name must match the portal profile |
| Residence proof (ration card, electricity bill, tax receipt, rent agreement) | Yes | For the Gujarat address claimed |
| Age or birth proof (birth certificate, school LC, SSC mark sheet) | Yes | Establishes date of birth |
| Talati / Talati-cum-Mantri certificate | Yes | The core verification document in Gujarat |
| Affidavit or self-declaration | Yes | States citizenship and period of residence |
| Passport-size photograph | Yes | Scanned upload |
| Panchnamu (witnessed residence statement) | Sometimes | Asked for where records are thin |
| NOC from house owner | For tenants | With the rent agreement |
| Parent's domicile certificate | For minors | Replaces an independent residence trail |
Digital Gujarat asks for uploads in PDF format within the size limit shown on each upload box. Scan documents flat and legible, an unreadable Talati certificate is treated as a missing one.
How to apply for a domicile certificate in Gujarat online
- Open digitalgujarat.gov.in and click Register. Enter your mobile number and email address, set a password, and verify the OTP sent to your phone. One Digital Gujarat account covers every service on the portal.
- Log in and complete your citizen profile: name, father's name, date of birth, full Gujarat address, district and taluka. Enter the name exactly as printed on Aadhaar, because the Mamlatdar's certificate is generated from this profile.
- Open Citizen Services and search for Domicile Certificate in the Revenue services list, then click Apply.
- Fill the application form โ the address in Gujarat, the period of residence, the purpose for which the certificate is required, and the relationship details if you are applying through a parent or spouse.
- Upload the documents in PDF: identity proof, residence proof, age proof, the Talati certificate, the affidavit, the NOC if you are a tenant, and the photograph.
- Pay the government fee shown on the payment screen by net banking, card or UPI, and save the receipt.
- Submit the application and note down the application number printed on the acknowledgement. You need it for status tracking and for collection.
- Cooperate with the field verification. The Talati and the Mamlatdar's office verify the address. Keep your phone reachable and the original documents at hand.
- Download or collect the certificate once the status shows it is issued: from your Digital Gujarat dashboard, or from the Jan Seva Kendra counter where the district issues signed hard copies.
How to apply offline at the Mamlatdar office
- Visit the Mamlatdar office / Jan Seva Kendra of your taluka. In Ahmedabad district, for example, the Mamlatdar Office Jan Seva Kendra is listed near the RTO on Ashram Road.
- Ask for the domicile certificate application form, fill it in, and attach self-attested photocopies of the identity proof, residence proof, age proof, Talati certificate and affidavit. Carry the originals.
- Get the Talati certificate first if you do not already hold one, visit the village Talati or the ward office for your area. Without it the Mamlatdar's office has nothing to verify against.
- Submit at the counter, pay the notified fee, and take the receipt with the application number on it.
- Collect the signed certificate from the same counter once the Mamlatdar has approved it, or track it online with the application number.
How do I check the status of my application?
- Online: log in at digitalgujarat.gov.in and open the application status section of your citizen dashboard, using the application number.
- By phone: the Ahmedabad district page lists the Mamlatdar Jan Seva Kendra
helpline 1800 233 5500 for citizen service queries; your own district page
on the district
.nic.insite lists the local Jan Seva Kendra number. - In person: at the Jan Seva Kendra counter where you applied, with the acknowledgement slip.
Gujarat operates its citizen services under a Right to Services framework, so each notified service has a stated delivery timeline and an escalation path through the Mamlatdar to the Prant Officer (Sub-Divisional Magistrate) and then the District Collector.
How long does it take and how long is it valid?
Published guides to the Gujarat process commonly cite around 15 working days for a domicile certificate. Treat that as an indication, not a promise. The authoritative timeline is the one displayed against the service on Digital Gujarat when you apply, and the practical driver is how quickly the Talati's verification report reaches the Mamlatdar.
On validity, a domicile certificate carries no expiry date and is generally treated as valid for life, since domicile does not lapse. Where a recruitment notification or an admission rule specifically asks for a certificate issued within a recent window, apply for a fresh copy rather than risk rejection at scrutiny.
Why do domicile applications get rejected in Gujarat?
- No Talati certificate, or a Talati report that does not confirm the claimed address. This is the single biggest cause of a stalled file in Gujarat.
- Name or date-of-birth mismatch between Aadhaar, the school leaving certificate and the application form.
- Residence proof that does not cover the claimed period: one recent electricity bill does not establish long residence.
- Unreadable PDF uploads, cropped scans or files above the size limit.
- Missing owner's NOC where the applicant lives in rented premises.
- Affidavit not sworn or not signed, so the declaration has no legal weight.
- An existing domicile certificate of another state found on record.
What it costs, and what you should refuse to pay
A Gujarat domicile certificate costs only the government fee shown on the Digital Gujarat payment screen, plus the notified service charge if you use a Jan Seva Kendra or a Common Service Centre. Both are small, both are printed on a rate card, and both must come with a receipt.
There is no paid fast track. Agents who offer a "guaranteed domicile in 48 hours" for a few thousand rupees are charging for something the Mamlatdar's office does not sell, and the file still has to pass the same Talati verification. Apply yourself on Digital Gujarat, or use the official Jan Seva Kendra counter and take the receipt. Never share your Aadhaar OTP or your Digital Gujarat password with an agent.

Frequently asked questions
Who issues the domicile certificate in Gujarat?
The Mamlatdar, who heads the taluka administration under the Revenue Department, issues the Gujarat domicile certificate. District portals such as ahmedabad.nic.in list the service under the Mamlatdar Office / Jan Seva Kendra and direct applicants to the Digital Gujarat portal.
Where do I apply online for a Gujarat domicile certificate?
Apply at digitalgujarat.gov.in, the Gujarat government's single citizen services portal, under Citizen Services in the Revenue category. Registration needs only a mobile number, an email address and a password.
How long does the Gujarat domicile certificate take?
Published guides commonly cite around 15 working days, but the authoritative timeline is the one displayed against the service on the Digital Gujarat portal at the time you apply, since it depends on how quickly the Talati's verification report reaches the Mamlatdar.
Is a Gujarat domicile certificate valid for life?
A domicile certificate carries no expiry date and is generally treated as valid for life, because domicile itself does not lapse. Individual recruitment notifications and admission rules may still ask for a recently issued copy, so read the notification you are applying under.
What is the Talati certificate and why is it needed?
The Talati, or Talati-cum-Mantri, is the village or ward level revenue officer whose report confirms that you actually live at the address you have claimed. Gujarat's domicile process leans heavily on this report, and an application without it will sit unverified.
Can I apply if I live in rented accommodation?
Yes, but you will normally be asked for a registered rent agreement plus a No Objection Certificate from the house owner, alongside the usual residence proof. The Talati's report then confirms the residence independently.
How much does the certificate cost?
Only the government fee shown on the Digital Gujarat payment screen, plus the notified service charge if you apply through a Jan Seva Kendra or a Common Service Centre. Always take the printed receipt.
How do I check the status of my Gujarat domicile application?
Log in to digitalgujarat.gov.in and open the application status page in your citizen dashboard using the application number from your acknowledgement. The Mamlatdar's Jan Seva Kendra can also trace the file over the counter.
