What is Dr. Babasaheb Ambedkar Udyog Uday Yojana?
Dr. Babasaheb Ambedkar Udyog Uday Yojana is the Scheduled Caste and Scheduled Tribe entrepreneur track of Gujarat's MSME incentive package, run by the Industries and Mines Department, Government of Gujarat, through the Office of the MSME Commissioner at Udyog Bhavan, Gandhinagar. Under Gujarat Industrial Policy 2020 it was notified as Government Resolution No. SSI-102020-332376-CH dated 1 September 2020, running in parallel with the general MSME resolution No. SSI-102020-332278-CH of the same date.
The yojana is not a single benefit. It mirrors the general MSME scheme head by head: capital investment subsidy, interest subsidy, quality certification, ERP, ZED certification, ICT, technology acquisition, patent registration, energy and water saving, rent assistance, and in several of those heads it pays SC and ST entrepreneurs a higher rate than a general enterprise gets. Assistance for Power Connection Charges is one of those heads, and it is the subject of this page.
The reason this head exists is practical. A micro unit that sets up on private land outside a GIDC estate has to pay the electricity distribution company for a new LT or HT service line before a single machine can run, and that demand note can run into lakhs. The scheme reimburses half of it for an SC or ST entrepreneur.
According to the MSME Commissionerate's published guideline, the operative period was 7 August 2020 to 6 August 2025.
How much is the power connection assistance?
The guideline sets two rates under the same head:

Eligible expenditure is the charges and expenses paid to the power distribution licensee, except refundable deposits, for a new connection, for additional load where an existing consumer expands, or for shifting a connection or service line.
An enterprise may file up to three applications during the operative period, but total assistance across all of them cannot exceed Rs 5 lakh.
For comparison, under the Aatmanirbhar Gujarat Scheme for Assistance to MSMEs notified on 5 October 2022, the general power connection head pays 35% of charges paid to distribution licensees for LT/HT service line, maximum Rs 5 lakh, with the same one-year application rule.
Who is eligible for power connection charge assistance?
Eligible:
- A Scheduled Caste or Scheduled Tribe entrepreneur running the enterprise. This is what moves the rate from 35% to 50%.
- A micro, small or medium manufacturing enterprise acknowledged under the MSMED Act, 2006, holding Udyog Aadhaar or Udyam registration.
- The unit must be located outside a GIDC estate and outside an approved industrial park.
- The unit must have paid charges to a power distribution company for a new connection, for additional load on expansion, or for shifting a connection or service line.
- The distribution licence for the service line must have been obtained during the operative period of the scheme.
Who cannot apply:
- Units inside GIDC estates or approved industrial parks. Serviced estates already carry power infrastructure, so they are outside this head entirely.
- Service enterprises and trading businesses. Both activities are expressly ineligible.
- Enterprises without Udyam or Udyog Aadhaar registration, or not registered as manufacturing units.
- Enterprises that paid the distribution company in cash — cash transactions are not considered for assistance in any circumstances.
- Enterprises claiming a refundable deposit rather than a service line charge.
- Enterprises that already drew Rs 5 lakh under this head, or that have already filed three applications.
- Enterprises filing more than one year after payment to the distribution licensee.

How to apply for power connection charge assistance
- Confirm the current window first. The notified operative period ended on 6 August 2025, so ask your District Industries Centre or the MSME Commissionerate whether an extension or successor resolution is in force before you rely on the scheme when budgeting a connection.
- Pay the distribution licensee by cheque, demand draft or electronic payment and collect the demand note and receipt. Cash payments are permanently ineligible, and no later document can fix that.
- Download the application form and checklist for Assistance for Power Connection Charges from the MSME Commissionerate site, and prepare a self-certified expenditure statement backed by the DISCOM receipts.
- File the application online on the Investor Facilitation Portal at ifp.gujarat.gov.in and submit the signed hard copy with all checklist annexures at your District Industries Centre, within one year of the date of payment to the distribution licensee.
- Support the DIC verification. Officers check the unit's location against the GIDC and industrial park exclusion, the Udyam registration, the caste certificate and the DISCOM records before sanction.
- Collect the sanction and track disbursement. Applications under this scheme are sanctioned and disbursed by the concerned DIC office, so that is where the file lives from start to finish.
How do I check the status of my application?
Online applications can be tracked on ifp.gujarat.gov.in against the login used to file them. Because sanction and disbursement both sit with the District Industries Centre, the DIC is the office to visit or call for anything the portal does not show. Carry the application number, the Udyam registration number and the DISCOM consumer number.
Why do these claims fail?
- Cash payment to the DISCOM. The guideline requires cheque, DD or e-payment, and a cash receipt disqualifies the expenditure outright.
- Refundable deposit claimed instead of, or along with, the service line charge.
- Unit inside a GIDC estate or approved industrial park. This is checked against the address in the registration documents.
- Application filed after one year from the payment date.
- Service line obtained outside the operative period of the scheme.
- Service or trading activity recorded as the unit's activity.
- Caste certificate missing or not in the entrepreneur's name, which drops the claim to the general 35% rate at best.
- Ceiling exhausted: three applications or Rs 5 lakh, whichever comes first.

The Commissionerate also runs an online grievance form at msmec.gujarat.gov.in, and publishes a district-wise list of District Industries Centres, which is the right first stop for a stalled file.
The department's guidelines carry a standing caveat: they exist to help enterprises understand and implement the Government Resolution issued by the Industries and Mines Department, and in case of any dispute or conflict the government's decision is final and binding on all stakeholders.

No. Service and trading activities are ineligible under this scheme. Only micro, small and medium manufacturing enterprises with Udyam registration qualify.
