What is marriage registration in Gujarat?

Marriage registration in Gujarat is the recording of a marriage in a government register and the issue of a certificate proving it. Gujarat made this compulsory through the Gujarat Registration of Marriages Act 2006, which requires every marriage solemnised in the state to be registered whatever the religion of the couple. That is unusual, several states still treat registration as optional for some communities. In Gujarat it is a legal duty.

The Urban Development and Urban Housing Department, through the Gujarat Urban Development Mission, runs the digital side of the service on the eNagar portal at enagar.gujarat.gov.in. Marriage Registration is one of the nine service modules on eNagar, alongside property tax, professional tax, building permission, water and drainage, licences, hall booking, estate management and grievances. The module lets a citizen apply for marriage registration, search for marriage records and download the necessary documents.

Which two routes exist, and which one do you need?

Route 1, the compulsory memorandum under the Gujarat Registration of Marriages Act 2006. The marriage has already happened, by Hindu, Muslim, Christian, Parsi or any other rites. You file a memorandum of marriage with the Registrar of Marriages for the local area, in practice the officer at the municipal corporation or nagarpalika civic centre in a town, and the gram panchayat office in a village. Registration under this route confirms and records a marriage that already exists. It does not create it.

Route 2, the Special Marriage Act 1954, before the Marriage Officer. This is the civil marriage route, used mostly by inter-faith and inter-caste couples, by couples who do not want a religious ceremony, and where one party is a foreign national. The Special Marriage Act is a central law with a fixed procedure: a written notice to the Marriage Officer of a district where one party has resided for at least 30 days, publication of that notice for 30 days so that objections can be filed, and then solemnisation before the Marriage Officer and three witnesses. The certificate issued at the end is itself the proof of marriage.

The practical difference is time. Route 1 can finish in days. Route 2 cannot finish faster than 30 days, because the objection window is written into the statute.

Who can and who cannot register a marriage in Gujarat?

Couples who can apply:

  • Every couple whose marriage was solemnised anywhere in Gujarat, of any religion or none.
  • Couples where either party ordinarily resides in Gujarat.
  • Inter-faith and inter-caste couples, through the Special Marriage Act route.
  • Couples married years ago who never registered, a late memorandum is accepted at a higher fee.
  • An Indian citizen marrying a foreign national, under the Special Marriage Act.

Couples who cannot apply or will be turned away:

  • Anyone below the legal age of marriage on the date of the marriage. No registrar can register such a marriage.
  • A person whose earlier marriage still subsists, unless a divorce decree or the death certificate of the earlier spouse is produced.
  • Parties inside the degrees of prohibited relationship, unless a recognised custom governing them permits the marriage.
  • Couples with no connection to the registrar's jurisdiction. The marriage must have taken place in that area or a party must reside there.
  • Couples who cannot produce any acceptable proof of the date of birth of both parties.

What does marriage registration cost in Gujarat?

Gujarat sets the registration fee under the Gujarat Registration of Marriages Act 2006, and the amount rises the longer the couple waits after the wedding. A deliberate design to push registration close to the date of the marriage. The eNagar portal shows the exact amount due in your case on the payment screen, and carries a Marriage Registration Payment option under its Quick Pay section, so you can see and pay the government fee without going anywhere.

Check the figure on that screen rather than relying on a number quoted by a shop or an agent. The government charge for this service is modest. Any amount beyond what the eNagar payment screen or the civic centre receipt shows is an agent's own charge, not a government fee, and you are not required to pay it. Insist on a receipt for every rupee handed over at a counter.

How to apply for a marriage certificate in Gujarat online

  1. Open the eNagar portal at enagar.gujarat.gov.in in a browser, or install the eNagar app from Google Play or the App Store. Register a citizen account with your mobile number and verify the OTP.
  2. Open the Marriage Registration module from the service list, and choose the option to apply for a new marriage registration.
  3. Select your urban local body or local area — the municipal corporation, nagarpalika or panchayat in whose jurisdiction the marriage took place or where you reside. Getting this wrong is the commonest cause of an application bouncing.
  4. Fill the memorandum details: names of the bride and the groom, dates of birth, the date and exact place of the marriage, the religion and the rites under which it was performed, the addresses of both parties, and the names and addresses of the witnesses.
  5. Upload scanned documents: photo identity, date-of-birth proof and residence proof for both parties, the joint photograph, the invitation card if you have it, and the witnesses' identity proof.
  6. Pay the registration fee online through the eNagar payment gateway, or later through the Quick Pay "Marriage Registration Payment" option, and save the receipt.
  7. Appear before the registrar with the witnesses on the appointment given, carrying the original documents for verification and signature of the memorandum.
  8. Download the certificate from the eNagar Marriage Registration module once the registration is approved, or collect it from the civic centre.

How do you apply offline in Gujarat?

  1. Visit the civic centre of the municipal corporation or nagarpalika, or the gram panchayat office, for the area where the marriage took place.
  2. Collect and fill the memorandum of marriage form and attach copies of the identity, age and residence proofs, photographs and the witnesses' documents.
  3. Attend with the bride, the groom and the witnesses in person. The registrar verifies identity face to face and takes signatures on the memorandum.
  4. Pay the fee at the counter and keep the receipt with the acknowledgement number.
  5. Collect the certificate on the date stated on the acknowledgement, or download it from eNagar using the same details.

How do you check the status of a Gujarat marriage registration?

Log in to the eNagar portal with the mobile number used for the application and open the Marriage Registration module. The same module carries a search marriage records function, which lets you locate a registered marriage and download the certificate afresh if the original is lost. Keep the application or acknowledgement number handy; every status enquiry, at the counter or on the portal, starts from it.

Does a Gujarat marriage certificate expire?

No. A marriage certificate records an event and never needs renewal. Certified duplicates can be obtained at any time from the registrar who made the entry, or downloaded from eNagar. Store the original safely: passport offices, embassies, banks, provident fund offices and courts all ask for it, and a replacement takes longer than the original did.

Why are Gujarat marriage registration applications rejected?

  • Wrong local body selected on eNagar, so the application lands with a registrar who has no jurisdiction.
  • Age proof mismatch, the date of birth differs between Aadhaar, the school leaving certificate and the memorandum.
  • Witnesses without identity proof, or witnesses who do not attend in person.
  • No acceptable proof of the marriage itself for an old marriage: no invitation card, no photographs, no officiant's certificate.
  • An earlier marriage not disclosed, or disclosed without the divorce decree or death certificate.
  • Blurred or oversized uploads that the registrar cannot read.
  • Objection filed during the 30-day notice period in a Special Marriage Act case, which the Marriage Officer must decide first.

Where do you complain?

Raise portal and payment problems with the eNagar helpdesk of the Gujarat Urban Development Mission at ulbhelpdesk-enagar@gujarat.gov.in, quoting your application number and the local body name. eNagar also carries a Complaints and Grievance module, which is the right channel for a registrar who does not act on a complete application.

If the delay continues, escalate in writing to the Municipal Commissioner or the Chief Officer of the nagarpalika, and for the Special Marriage Act route to the District Registrar over the Marriage Officer. Do all of this yourself, the fee is a government fee, the forms are free, and no middleman can make a registrar move faster.

Gujarat charges a statutory registration fee that increases the longer you wait after the date of the marriage, and the exact amount payable in your case is shown on the eNagar payment screen before you pay — the portal has a "Marriage Registration Payment" option under Quick Pay.

We are an inter-faith couple. Which law applies?
