Saraswati Sadhana Yojana — Free Bicycles for Economically Backward Class Girls in Class 9

What is Saraswati Sadhana Yojana?

Saraswati Sadhana Yojana is a free-bicycle scheme of the Directorate of Developing Castes Welfare (DDCW), part of the Social Justice and Empowerment Department of the Government of Gujarat. The Directorate lists it as scheme code BCK-97, described on its own website as cycle distribution to girls studying in Class 9.

The scheme exists because of a single, well-documented failure point in girls' schooling in Gujarat. Primary school is usually close to home. The secondary school that takes a girl into Class 9 is often several kilometres away in a larger village or town. Families that cannot arrange daily transport quietly withdraw the girl. According to the DDCW scheme page, Saraswati Sadhana Yojana aims to reduce dropout by giving the girl her own transport so that attendance no longer depends on distance.

Two components, one benefit

The Directorate runs the scheme through two parallel funding streams:

• SEBC component, for Socially and Educationally Backward Class girls.
• EBC component, for Economically Backward Class girls.

In the year reported on the scheme page, the SEBC component had an allocation of Rs 4,500 lakh against expenditure of Rs 5,132.27 lakh, and the EBC component an allocation of Rs 1,000 lakh against expenditure of Rs 904.86 lakh. Between them, 1,43,595 SEBC girls and 25,317 EBC girls received bicycles. A little over 1.68 lakh girls in one year. The SEBC overspend is worth noting: demand under that component ran ahead of the budget, and the government met it.

Who is eligible for Saraswati Sadhana Yojana?

A girl qualifies if:

• She is studying in Class 9 in a school in Gujarat.
• She belongs to a Socially and Educationally Backward Class (SEBC) or an Economically Backward Class (EBC) family.
• Her annual family income does not exceed Rs 6,00,000, the limit stated on the DDCW scheme page.
• She is a resident of Gujarat.
• She has not already received a bicycle under this or a parallel scheme.

Importantly, there is no distance condition. The Directorate states that the distance from residence to school is unrestricted and that girls from any location qualify. Several older state bicycle schemes in India required a minimum of two or three kilometres; Saraswati Sadhana Yojana does not.

A student is not eligible if:

• She is a boy. The scheme is confined to girls.
• She is in any class other than Class 9 — Class 8 and Class 10 students cannot apply, and the benefit is not repeated in a later year.
• Her family income exceeds Rs 6,00,000 a year.
• She does not hold an SEBC or EBC certificate from the competent authority. Scheduled Caste and Scheduled Tribe students are served by their own directorates rather than by DDCW.
• She is not studying in Gujarat.
• She has already been given a bicycle under a government scheme.

What documents are required?

The income certificate and the caste certificate are the two documents that most often hold up an application, because both are issued by the mamlatdar or the designated competent authority and take time. Start them before the school year begins, not after the form is circulated.

How to apply for Saraswati Sadhana Yojana

Saraswati Sadhana Yojana is a school-routed scheme, not a walk-in application at a government office. The steps are:

1. Take admission in Class 9 at a school in Gujarat and get your enrolment confirmed.
2. Ask the class teacher or head of the school for the Saraswati Sadhana Yojana form at the start of the academic year. Schools receive the circular from the district social welfare office.
3. Attach the documents; bonafide certificate, SEBC or EBC certificate, income certificate, Aadhaar and residence proof, and submit the completed form to the school.
4. The head of the school verifies the enrolment and forwards the consolidated list of eligible girls to the district social welfare office of the Directorate of Developing Castes Welfare.
5. The district office sanctions the list against the year's target.
6. Collect the bicycle at the distribution held at the school or at the taluka or district level, and sign the acknowledgement.

Where a district has notified an online form for the year, the Digital Gujarat portal (digitalgujarat.gov.in) is the state's common citizen services platform and is used for DDCW student schemes. Even then, the school's verification of enrolment remains the deciding step.

How much is the benefit?

The benefit is one bicycle, given free, once, in Class 9. It is assistance in kind rather than a cash scholarship, so there is no monthly instalment and nothing to renew. Some districts, in some years, have delivered the equivalent amount to the student's bank account instead of a physical cycle where procurement was delayed; where that happens the district office notifies it, and that is the only situation in which a bank passbook is needed.

Saraswati Sadhana Yojana is not a substitute for a scholarship. A girl receiving the bicycle can separately be eligible for DDCW's pre-SSC and post-SSC scholarships, its uniform assistance for Classes 1 to 8, and later its coaching assistance schemes for NEET, JEE and GUJCET. Families frequently assume the bicycle rules the girl out of other help. It does not.

How to check your application status

1. Ask the head of the school whether your name was included in the list sent to the district office. The school holds the acknowledgement.
2. If it was sent, follow up at the district social welfare office of the Directorate of Developing Castes Welfare for your district.
3. Where the district used an online route, check the application status on digitalgujarat.gov.in with the application number issued when the form was filed.

Why applications get rejected, and how to fix them

• Wrong class. Only Class 9 qualifies. A form filed in Class 8 in anticipation is rejected.
• Income certificate above Rs 6,00,000, or an income certificate that has lapsed by the time the list is scrutinised.
• Caste certificate in the wrong category. An SC or ST certificate routed to DDCW rather than to the Directorate of Scheduled Caste Welfare or the tribal development department.
• Name mismatch between the school record, the Aadhaar card and the caste certificate. Fix the school record first, since the bonafide certificate is generated from it.
• Form submitted after the school forwarded its list. The district works to a yearly target, so a late form waits for the next year.
• Duplicate benefit flagged where a bicycle was already received.

Key dates

The Directorate does not publish a single statewide last date. Schools circulate the form at the start of the Class 9 academic year, usually in the weeks after June admissions, and forward lists to the district office soon after. The practical rule is to submit within the first term. Distribution then follows once the district's procurement is complete.
