What is SAKSHAM - Kaushalya Vardhan Kendra 2.0?

SAKSHAM - Kaushalya Vardhan Kendra 2.0 is described by the Gujarat Skill Development Mission as its flagship skill development scheme. The Mission sits under the Labour, Skill Development and Employment Department of the Government of Gujarat, and it runs SAKSHAM by establishing Kaushalya Vardhan Kendras, literally skill-enhancement centres, at taluka and village level across the state.

The idea behind Kaushalya Vardhan Kendras dates back to a planning session held at Dhordo in Kutch in December 2009. The original network grew large: the Mission records 500 training centres, 19,17,063 candidates trained, 13 sectors and 56 job roles under the first-generation model. SAKSHAM is the 2.0 rebuild of that idea, and the Gujarat Skill Development Mission currently reports 15 training centres, 11 training providers, 2,111 candidates enrolled and fully trained, 8 sectors and 12 job roles under it.

Training under SAKSHAM follows NSQF and GCVT Level 1, 2 and 3 courses. NSQF is the National Skills Qualifications Framework and GCVT is the Gujarat Council of Vocational Training, so certification carries recognition beyond the training centre itself. Levels 1 to 3 are entry-level qualifications, which is what makes the scheme workable for candidates with limited formal schooling.

• Delivery through three types of partner: reputed industries, educational institutions and training organisations.

The scheme continues to be funded year on year. The Labour, Skill Development and Employment Department issued a government resolution dated 2 June 2026 for the 2026-27 financial year covering employment generation through skill development under the Kaushalya Vardhan Kendra 2.0 SAKSHAM scheme.

Who is eligible for SAKSHAM - KVK 2.0?

You can enrol if:

• You are domiciled in Gujarat. SAKSHAM is a state scheme and residence in Gujarat is the primary condition.
• You are a rural or peri-urban candidate. The Mission describes this group as the scheme's target beneficiaries.
• You meet the minimum educational qualification attached to the NSQF or GCVT job role you want to train in. Level 1 roles have the lowest entry bar and Level 3 the highest.
• You can attend the full duration of the batch at the Kaushalya Vardhan Kendra you enrol at.

SAKSHAM also carries special initiatives for underserved populations. The Gujarat Skill Development Mission names women, Scheduled Caste and Scheduled Tribe communities, persons with disabilities, transgender individuals, senior citizens and formerly incarcerated persons as groups the scheme is designed to reach.

You are not eligible and cannot apply if:

• You are not domiciled in Gujarat.
• You do not meet the minimum qualification for the job role you selected. In this case a lower NSQF or GCVT level in the same sector is usually still open to you.
• No batch in your chosen job role is running at a centre within reach. SAKSHAM operates through a defined set of centres and providers, so a job role is available only where a partner is delivering it.

There is no personal cash benefit attached to SAKSHAM. The benefit is the training itself, the certification, and the placement and entrepreneurship support that follows.

How to apply for SAKSHAM - KVK 2.0

1. Open the Gujarat Skill Development Mission portal at skills.gujarat.gov.in and go to the SAKSHAM - KVK 2.0 page.
2. Use the Find a Training Centre tool to locate the Kaushalya Vardhan Kendra nearest to your taluka or village, and check which job roles that centre runs.
3. Click Register in the candidate corner and create your candidate account with your name, mobile number and Aadhaar details.
4. Complete the registration form, selecting the sector and the NSQF or GCVT job role you want to train in.
5. Visit the training centre with your Aadhaar, domicile proof, qualification certificate and photographs to complete enrolment and confirm your batch.
6. Attend the full batch, complete the assessment at the end, and collect your NSQF or GCVT certificate.

Candidates who prefer an offline route can walk into the Kaushalya Vardhan Kendra directly with the same documents; the centre staff complete the online registration on their behalf. What does SAKSHAM cover beyond the classroom?

SAKSHAM is built around three partner types, and each shapes the training differently.

• Industry partners can sponsor the cost of training and take on the role of training partner. Where an industry sponsors a batch, the syllabus and the hiring pipeline are joined up from the start.
• Educational institutions bring classroom infrastructure and faculty into the taluka-level delivery model.
• Training organisations are the specialist providers that run job-role specific curriculum.

The Mission lists practical, sector-specific training as the core focus, followed by job placement support and entrepreneurship development through startup assistance. Candidates who do not want a salaried job can therefore use the same certification as the base for a self-employment plan.

Alongside SAKSHAM, the Gujarat Skill Development Mission runs Project Sankalp, the Mukhyamantri Skill Development Initiative, Mini ITIs, Mega ITIs, apprenticeship schemes and the Namo Gujarat set of schemes including Gujarat Institutes for Advanced Skills. A candidate turned away from a SAKSHAM batch on qualification grounds may still fit one of these, and the Mission's Find a Training Centre tool covers them together.

How do I check my SAKSHAM registration?

1. Sign in to your candidate account at skills.gujarat.gov.in using the mobile number you registered with.
2. Open the candidate corner to see your registration and the batch you have been mapped to.
3. If your registration has not been mapped to a batch, contact the training centre directly, since batch formation happens at centre level.
4. For an unresolved case, call the Gujarat Skill Development Mission on 079-23245319 or use the feedback form on the portal.

Common reasons enrolment does not go through

• No active batch in the chosen job role at the nearest centre. Batches are formed when enough candidates register, so a job role may be listed but not currently running.
• Qualification below the NSQF or GCVT level required for that job role.
• Domicile proof missing, which stops verification of Gujarat residence.
• Incomplete registration, where the online account was created but the candidate never reported to the centre to confirm enrolment.
• Batch already full, in which case the centre will normally hold the registration for the next batch.
