What is Saraswati Sadhana Yojana?

Saraswati Sadhana Yojana is a girls' education scheme of the Social Justice and Empowerment Department, Government of Gujarat, delivered through the Directorate that handles Developing Castes Welfare. The scheme gives a free bicycle to a girl student from the Socially and Educationally Backward Classes (SEBC) who is studying in Class 9 in a government or grant-in-aided school in Gujarat.

The problem the scheme targets is distance. Primary schools exist in almost every village in Gujarat, but secondary schools do not. When a girl finishes Class 8 she often has to travel several kilometres to the nearest high school, and in many households that daily journey; not fees, not interest in study; is what ends her education. Saraswati Sadhana Yojana attacks that specific bottleneck by putting a bicycle under the girl at exactly the year the drop-out risk peaks.

The benefit is in kind. The state procures bicycles and distributes them, usually at school-level or taluka-level distribution events; the girl does not receive money to buy one herself. That distinction matters when families ask where the "amount" is: there is no amount, there is a cycle.

Who is eligible for Saraswati Sadhana Yojana?

A student can apply if she:

• Is a permanent resident of Gujarat.
• Is a female student.
• Is studying in Class 9 in the current academic year.
• Is enrolled in a government or grant-in-aided school in Gujarat.
• Belongs to the Socially and Educationally Backward Classes (SEBC).
• Comes from a family whose annual income does not exceed Rs 6,00,000.

A student is not eligible if she:

• Is in any class other than Class 9. A Class 8 or Class 10 student cannot apply; the benefit is tied to one year.
• Studies in a private unaided school. Only government and grant-in-aided schools are covered.
• Does not belong to SEBC. Girls from Scheduled Castes and Scheduled Tribes have parallel bicycle and education schemes under their own directorates.
• Comes from a family with income above Rs 6,00,000 a year.
• Is not a permanent resident of Gujarat.

Male students are not eligible under any circumstance. The scheme is explicitly a girls' scheme.

What documents are required?

Two documents cause most of the delay. The caste certificate must be a valid SEBC certificate from the competent authority, a school's own record of caste is not a substitute. The income certificate must be current; certificates issued years earlier are commonly rejected, and getting a fresh one from the Mamlatdar takes time that families rarely budget for.

How to apply for Saraswati Sadhana Yojana

Register on Digital Gujarat:

1. Visit www.digitalgujarat.gov.in and click Register on the home page.
2. On the registration form, enter your name, email ID, mobile number and a password, and submit the form to create the account.

Log in:

3. Return to www.digitalgujarat.gov.in, click Login, and choose the appropriate option — Citizen Login for a student or parent.
4. Enter the registered email ID or mobile number and password, then click Login.

Apply for the scheme:

5. Once logged in, your profile shows the services you have used. Click Request a New Service.
6. From the list of services, select Saraswati Sadhana Yojana and click Continue to Service.
7. Fill in every section of the form. You can auto-fill parts of it from your saved profile. Click Next after each section.
8. Upload the documents listed above, or import them directly from DigiLocker if they are already stored there.
9. Review all the information and click Submit. Save the acknowledgement or application number.

Most schools in Gujarat run this application as a batch exercise for the whole Class 9 SEBC cohort, with the class teacher or clerk helping students register and upload. If your school is doing that, apply through the school rather than separately. It avoids duplicate applications, which are a common cause of rejection.

How is the bicycle distributed?

After applications close, the department scrutinises them against the caste, income, class and school-type conditions and prepares a beneficiary list. Cycles are then procured and distributed through schools, typically at a distribution event where the student or her guardian signs a receipt. Because the process runs on a procurement cycle, there is usually a gap of some months between applying and receiving the bicycle, and delivery is generally within the same academic year.

Students should keep the acknowledgement number and check with the school office if the beneficiary list is published without their name. Correction at the list stage is far easier than after distribution is complete.

Why applications get rejected

• Caste certificate missing, expired or for the wrong category, an SC or ST certificate does not qualify a student for this SEBC scheme.
• Income certificate above Rs 6,00,000 or issued too long ago.
• School is private unaided, which puts the student outside the scheme.
• Student is not in Class 9 in the application year.
• Duplicate applications filed both by the school and by the family.
• Documents uploaded illegibly. A photographed certificate that cannot be read at scrutiny is treated as not submitted.

When can I apply?

Saraswati Sadhana Yojana runs on the academic year, and Gujarat opens the application window after Class 9 admissions are settled. The Social Justice and Empowerment Department publishes scheme notifications on sje.gujarat.gov.in and esamajkalyan.gujarat.gov.in, and the department's directorates announce dates through District Social Welfare Officers and schools. Because the window is short and tied to the school calendar, the practical advice is to have the caste and income certificates ready before Class 9 begins.

There is no fee for applying under Saraswati Sadhana Yojana, and no one is authorised to charge a family for getting a girl's name onto the bicycle beneficiary list.
