What is a ration card in Gujarat?

A ration card in Gujarat is a household document issued by the Directorate of Food, Civil Supplies and Consumer Affairs, whose office sits at Block No. 14, 6th Floor, Sardar Bhavan, New Secretariat, Gandhinagar. The card records the head of the family and every member, fixes the household's category, and connects the family to a fair price shop under the Public Distribution System.

Gujarat issues the card in barcoded form. The barcoded ration card was introduced to remove duplicate and ghost cards, and today the same Form-2 serves both as the new ration card application and the new barcoded ration card application: Ahmedabad district, for example, publishes it as "Ration Card: New Barcoded Ration Card (Form No. 2)" under its District Supply Office forms.

Is BPL a separate certificate in Gujarat?

BPL is not a separate certificate. The Directorate's public distribution pages list Antyodaya (เช…เช‚เชคเซเชฏเซ‹เชฆเชฏ), BPL and NFSA priority households as categories inside the ration card system. The practical consequence for an applicant is simple: you apply once, for a card, and the category, Antyodaya, Priority Household, APL-1 or APL-2 to is written on the card by the Taluka Mamlatdar or Zonal Officer after verification. You do not file a separate BPL application.

Who can apply for a ration card in Gujarat?

Families residing in Gujarat can obtain a ration card. To actually receive subsidised grain through the Public Distribution System, the family must additionally be included under the National Food Security Act, 2013, which is why the department asks for a separate NFSA form alongside Form-2.

Typical applicants are:

  • Newly formed households, including newly married couples setting up separately.
  • Families that have shifted into Gujarat and surrendered their card in the previous state.
  • Members splitting away from a joint family card.
  • Families whose earlier card was cancelled or lost in a category revision.

Who cannot apply: a person whose name is live on another ration card cannot be added to a fresh card until the earlier entry is deleted, and a family that does not reside in Gujarat cannot apply here. A ration card alone also does not entitle a family to NFSA grain. A household that holds a card but is not covered under NFSA is an APL cardholder and is not eligible for the free Priority Household or Antyodaya entitlement.

How to apply for a ration card in Gujarat

  1. Collect Form-2, the new ration card form, from an e-Gram centre, Jan Seva Kendra, ATVT centre, the Taluka Mamlatdar's office or the urban Zonal Officer's office. The same form can be downloaded from dcs-dof.gujarat.gov.in, digitalgujarat.gov.in or digitalsevasetu.gujarat.gov.in.
  2. Fill in the head of the family, every member with their Aadhaar number, and the residential address. The department describes the application as Aadhaar-based, so member-level Aadhaar detail is not optional.
  3. Attach the supporting documents and, if you want to be covered under the National Food Security Act, attach the separate NFSA form as well.
  4. Submit the form at the e-Gram centre, Taluka Mamlatdar's office or Zonal Officer's office, or file it online through the Digital Gujarat portal at digitalgujarat.gov.in or the Digital Seva Setu portal. On Digital Gujarat you register or log in as a citizen, open Citizen Services and search for the ration card service.
  5. Pay the listed fee; nothing for Antyodaya and Priority Households, and Rs 20 for APL-1 and APL-2 โ€” and keep the acknowledgement.
  6. Complete e-KYC for every family member, which the department states is compulsory, so that the card authenticates on the fair price shop ePoS machine.

Who verifies the application and how long does it take?

The Taluka Mamlatdar or the Zonal Officer verifies the application and determines the card category, after conducting the necessary checks and a site visit. The department states the standard processing period as 15 days for a new ration card.

Because the same officer both verifies and categorises, the category on your card follows from what the verification finds, not from what you write on the form. If your household is placed in APL-1 or APL-2 when you believe it qualifies as a Priority Household, the remedy is a representation to the Mamlatdar or Zonal Officer with income and asset evidence, not a fresh Form-2.

What does a Gujarat ration card cost?

The department's own ration card page lists the charges plainly:

  • Antyodaya and Priority Households, free.
  • APL-1 to Rs 20.
  • APL-2 to Rs 20.

That is the whole of the government's listed fee. Application forms themselves are handed out at e-Gram, Jan Seva Kendra, ATVT and Mamlatdar counters, and are downloadable free from the department's website. Anyone quoting hundreds or thousands of rupees to "get your card made" is charging for a service the Mamlatdar's counter performs for Rs 20 or nothing at all. Pay only at the counter and only against a receipt.

How do I check my Gujarat ration card status?

If you applied through Digital Gujarat, log in with the same credentials and track the application under your service history. Ration card data for Gujarat is published on the state's IPDS portal, the NFSA portal lists ipds.gujarat.gov.in as Gujarat's official ration card detail source, and the same IPDS system carries the department's online grievance module linked from dcs-dof.gujarat.gov.in.

For entitlement questions once the card is live, the fair price shop ePoS record is the authority on what your household has drawn.

Why are Gujarat ration card applications rejected or delayed?

  • Incomplete member-level Aadhaar detail, or e-KYC not done for all members.
  • A member is still live on another ration card in Gujarat or another state.
  • The address on Form-2 fails the Mamlatdar's or Zonal Officer's site verification.
  • Form-2 was submitted without the separate NFSA form, so the family gets a card but no NFSA entitlement and assumes the application failed.
  • The barcoded card already exists; existing barcoded cardholders do not need to reapply and only need the dealer name or address updated.

Where do I complain about a ration card in Gujarat?

The department publishes a toll-free food and ration card helpline on 1800-233-5500, and the Directorate can be reached on 079-23251170 or at dire-cs-fcs[at]gujarat[dot]gov[dot]in. Written grievances can be filed online through the department's Public Grievance Redressal System at ipds.gujarat.gov.in, linked from the e-Citizen section of dcs-dof.gujarat.gov.in.

If the 15-day period passes without a decision, escalate in writing to the Taluka Mamlatdar first and then to the District Supply Officer or Collectorate, quoting the acknowledgement number from your Form-2 receipt.
