What is the energy-efficient potter's kiln scheme?

Providing Latest Technology to Group of Pottery Artisans is a Gujarat state scheme under which the government builds an energy-efficient potter's kiln for a group of potter families at 100% subsidy. The scheme is run by the Gujarat Matikam Kalakari and Rural Technology Institute (GMKRTI), Gandhinagar, which works under the Industries and Mines Department's cottage and rural industries wing.

GMKRTI, known in Gujarati simply as the matikam institute, has worked with Gujarat's potter communities since 1979. It designs and transfers technology for clay work, trains artisans, and runs the state's Integrated Pottery Development Project. The energy-efficient kiln is its best known product: the institute states that the kiln reduces production cost, produces better quality goods, improves energy performance and removes the environmental problems of the traditional open kiln. The design was nominated for the Prime Minister's Awards for Excellence in Public Administration for 2013-14.

What the kiln does

A traditional potter's kiln in a Gujarat village is an open or semi-open pit fired with wood, dung cake and waste. It leaks heat, fills the yard and the potter's lungs with smoke, fires unevenly, and breaks a large share of every batch. The energy-efficient kiln replaces it with a closed, insulated chamber and a controlled draft. According to GMKRTI, the result is:

• High thermal efficiency, with fuel saving of 40 to 45%
• Rejection roughly five times lower than a conventional kiln
• Better and more consistent product quality
• Far less smoke, which directly reduces the health risk to the artisan family
• Less manual labour in loading, firing and unloading

The institute puts the financial gain to a participating family at about Rs 70,000 a year, taken together from the fuel saved and the breakage avoided. For a household earning from a few hundred pieces a firing, that is not a marginal number.

Who is eligible for the energy-efficient kiln scheme?

You can apply if:

• You are a working potter actively engaged in pottery work in Gujarat.
• You are between 18 and 58 years of age.
• You are willing to share the kiln with the other families in your group. The kiln is a shared asset, not a personal one.
• Your group can make land available on which the kiln is built.

GMKRTI records that literate and illiterate potters are equally eligible, there is no educational qualification, and that no income limit is specified for this scheme. That is unusual among Gujarat's artisan schemes and it is deliberate: the target group is defined by occupation, not by income slab.

You cannot apply if:

• You are not engaged in pottery work. A trader who buys and sells clay goods without making them is not eligible.
• You are under 18 or over 58.
• You want the kiln for yourself alone. A single-family application does not fit the scheme, which is built around a group of potter families sharing one kiln.
• Your group cannot provide a site for the kiln. The government subsidises the kiln, not the land.
• You are unwilling to allow the other group members access to the kiln, which is the condition on which the asset is given.

How to apply for the energy-efficient kiln

1. Form your group of potter families first — since 2020-21 the norm is two families per kiln in villages where potters are few, revised down from the earlier norm of four families per kiln. Agree in writing on the site and on shared access.
2. Open the e-Kutir portal at e-kutir.gujarat.gov.in, the Industries and Mines Department's single window for cottage and rural industry schemes, and register with an active mobile number.
3. Select the GMKRTI energy-efficient kiln component under the pottery schemes and fill in the application: names and ages of the group members, the village, the proposed kiln site and your current pottery activity.
4. Upload the documents, Aadhaar of each member, proof of pottery work, the site document and the group consent letter.
5. Submit the application and note the application number shown on screen.
6. Wait for the GMKRTI field visit. An officer verifies that the applicants are working potters, inspects the proposed site for space, drainage and access, and confirms the group agreement.
7. After approval, GMKRTI arranges construction of the kiln at the approved site and hands it over to the group. Nothing is paid to the artisan in cash, because the benefit is given in kind.

How to apply offline

1. Visit or write to the Gujarat Matikam Kalakari and Rural Technology Institute, near Vishvakarma Temple, Sector 12, Gandhinagar.
2. Ask for the current-year application form and the checklist for the energy-efficient kiln component, or ask the institute to direct you to the district office or field unit handling your taluka.
3. Submit the group application with all enclosures and take an acknowledgement.

Even where a paper form is accepted, the online e-Kutir entry is normally made, because the target and sanction records are kept there.

How to check the application status

1. Log in at e-kutir.gujarat.gov.in with the mobile number you registered.
2. Open the application status option and enter your application number.
3. For anything the portal does not show, call GMKRTI on 079-23251681 or 079-23251657, or write to dir-gmkrti@gujarat.gov.in.

Because the benefit is a physical kiln rather than a bank transfer, the status that matters most is whether the field verification has been done and whether construction has been allotted for the year.

Why applications get held up or rejected

• No agreed site. The most common practical obstacle is that the group cannot settle on land where the kiln can stand permanently.
• Group not genuinely formed. An application filed by one family with names borrowed from neighbours falls apart at verification.
• Applicant not a working potter, which the field visit checks directly.
• Age outside 18 to 58.
• Annual physical target already met. GMKRTI builds a fixed number of kilns each year, and a good application may simply wait for the next year's target.
• Site unsuitable on grounds of space, access or safety, which the officer records at inspection.

What else GMKRTI does for potters

The energy-efficient kiln is one component of a wider programme. GMKRTI also runs the Integrated Pottery Development Project (IPDP), provides training in clay work and rural technology, develops and transfers other pottery equipment such as improved potter's wheels and clay-processing machinery, and supports marketing of matikam products. A potter who applies for the kiln should ask at the same time about the training and equipment components, because a group that has been trained on the new firing cycle gets far more out of the kiln than one that simply receives it.
