Who is eligible for the Small Business Scheme?

You can apply if:

  • You belong to the Rabari or Bharwad community and hold a caste certificate saying so.
  • You are a resident of Gujarat.
  • You are between 21 and 50 years of age.
  • Your annual family income does not exceed Rs 5.00 lakh, evidenced by an income certificate from an authorised officer.

  • You are not from the Rabari or Bharwad community. Other Gujarat communities have their own corporations, such as the Gujarat Thakor and Koli Vikas Nigam, the Gujarat Backward Class Development Corporation, the Gujarat Scheduled Caste Development Corporation and the Gujarat Minority Finance and Development Corporation.
  • Your family income is above Rs 5.00 lakh a year.
  • You are younger than 21 or older than 50.

Which businesses does the scheme finance?

The corporation's list of 32 trades includes tailoring and embroidery, flower bouquet shops, ice cream parlours, home industries, welding workshops, computer cafes and cyber points, mineral water plants, printing presses, automobile repair garages, electronics sales and service, mobile phone shops, catering services, jewellery shops and transport vehicles.

The unit cost is the thing to understand before you apply. The corporation fixes a maximum unit cost per trade, not a single loan amount for everyone. A tailoring unit is capped at Rs 1,50,000, a food court vehicle at Rs 15,00,000, and the majority of listed trades sit between Rs 2,50,000 and Rs 5,00,000. Your quotations and project report must add up to a figure at or below the cap for the trade you have chosen.

Where the business is a vehicle itself, the corporation's separate Transport (Parivahan) Scheme may be the better fit. It finances an auto rickshaw or e-auto rickshaw up to Rs 3,00,000 and a commercial or passenger four-wheeler up to Rs 15,00,000, on the same 21-to-50 age band, the same Rs 5.00 lakh income ceiling and a requirement that the applicant hold a driving licence.

How to apply for the Small Business Scheme

  1. Go to ggdconline.gujarat.gov.in, the Gujarat Gopalak Vikas Nigam's online loan portal, and register using your own active mobile number. The corporation is explicit that the number must belong to the applicant.
  2. Open the economic upliftment section and select the Small Business (Nana Dhandha) Scheme, then pick the exact trade you want financed from the list of 32.
  3. Fill in your personal, caste, income, address and bank details, copying them letter for letter from your certificates so nothing mismatches at verification.
  4. Enter the unit cost you are seeking, supported by your quotations, and keep it within the ceiling notified for that trade.
  5. Upload your photograph and every document; income certificate, caste certificate, age proof, Aadhaar, ration card, experience proof, project report with Udyam certificate, quotations and bank passbook.

Why Small Business Scheme applications get rejected

  • Income certificate above Rs 5.00 lakh, or expired.
  • Caste certificate not from a competent authority, or a name spelt differently from Aadhaar.
  • Age outside the 21 to 50 band on the date of application.
  • No experience proof for the trade chosen. This is a stated requirement and a frequent gap.
  • Project report missing or without the Udyam certificate, so the district office cannot judge repayment capacity.
  • Quotations exceeding the unit cost cap for that trade, or quotations that do not match the items in the project report.
  • Applicant is a defaulter or a guarantor of a defaulter.
  • A second loan sought by the same family while an earlier one is running.
  • Application never confirmed on the portal, so it was never submitted.

Almost all of these are curable. Fix the document, refile on the portal, and the application re-enters the district queue without any penalty.

What are the repayment terms?

The Gujarat Gopalak Vikas Nigam sets the interest rate by government resolution and revises it from time to time, which is why the corporation's pages state the rate is "as determined by government" rather than printing a number. For comparison, the corporation's Navi Aakanksha Uchch Shaikshanik Yojana education loan carries 4 per cent a year for the student and 3.5 per cent for a parent applicant, but those rates apply to that scheme and must not be assumed for a business loan.

Before signing, insist that three things appear in writing in your sanction letter: the applicable interest rate, the monthly instalment amount, and the first due date.
