What is the Gujarat Gopalak Vikas Nigam Transportation Scheme?

Transportation Scheme, known in Gujarati as Parivahan Yojana, is a vehicle loan scheme run by the Gujarat Gopalak Vikas Nigam (GGVN) under the Social Justice and Empowerment Department, Government of Gujarat. The corporation finances people of the Rabari and Bharwad communities to buy a vehicle and earn a living from it.

Gujarat Gopalak Vikas Nigam has a long history. According to the corporation's own FAQ, it worked as the Gujarat Gopalak Vikas Board from 1990, and was converted into Gujarat Gopalak Vikas Nigam Limited by a Social Justice and Empowerment Department resolution dated 10 August 2000. Its stated purpose is to design, get sanctioned and implement schemes for the social, educational and economic development of the Rabari and Bharwad communities, both of which fall within Gujarat's socially and educationally backward classes.

The Transportation Scheme is one of seven economic-upliftment schemes the corporation runs. The others are Micro Finance, Mahila Samruddhi Yojana, New Swarnima, Swayam Saksham, Pashupalan (animal husbandry) and Nana Dhandha (small business).

Loans are given at nominal interest of 4 to 6 per cent a year, with no subsidy, and are repaid in 60 monthly instalments. Money is released by RTGS or NEFT into the beneficiary's account after the loan documents are completed and depending on the funds available.

Who is eligible for the Transportation Scheme?

You can take this loan if:

  • You belong to the Rabari or Bharwad community within Gujarat's socially and educationally backward classes, with a caste certificate from a competent authority.
  • Your family income is up to Rs 5,00,000 a year, certified by a competent authority. This is the limit printed on the corporation's current Parivahan Yojana page.
  • Your age is 21 to 50 years, proved by a school leaving certificate, or by a certificate from a government hospital medical officer if you never attended school.
  • You hold a valid driving licence for the class of vehicle you are financing.
  • You have experience of running that type of vehicle, evidenced by an experience certificate.

Note one inconsistency on the corporation's own site: its general FAQ page states a family income limit of Rs 3,00,000 and an age band of 21 to 45 for its lending as a whole, while the Parivahan Yojana scheme page states Rs 5,00,000 and 21 to 50. The scheme page carries the scheme-specific requirement. Confirm the figure that applies to the current advertisement before you apply.

You cannot apply if:

  • You are not from the Rabari or Bharwad community. Applicants of other communities are served by other corporations of the same department.
  • Your family income is above the limit stated in the advertisement.
  • You are outside the age band stated in the advertisement.
  • You have no driving licence for the vehicle class, or no experience certificate for it.
  • Another member of your family already has a running loan from the corporation. The corporation states that until one person's loan is fully repaid, no other member of the family is entitled to a loan.
  • You have already taken a loan from another corporation of the Developing Castes Welfare wing. A borrower may take a loan from only one of them.
  • You cannot provide two guarantors with immovable property, which the corporation requires for loans above Rs 1,00,000.

Within the eligible pool, the corporation gives priority to widows, deserted women and persons with disabilities, and to applicants with lower incomes. Provisional sanctions are distributed across districts in proportion to the community's population, within the units advertised and the funds available.

How to apply for the Transportation Scheme

  1. Wait for the corporation's advertisement. The Gujarat Gopalak Vikas Nigam holds awareness camps at district and taluka level and publishes newspaper advertisements inviting online applications, once the state government and the National Backward Classes Finance and Development Corporation (NBCFDC), New Delhi, release funds and the annual plan is approved.
  2. Open ggdconline.gujarat.gov.in, the corporation's online loan portal linked from its website, register and select Parivahan Yojana.
  3. Fill in the application with your caste, income, age, vehicle details and bank details, then scan and upload the income certificate, caste certificate, age proof, Aadhaar, ration card, experience certificate, driving licence, dealer's quotation and bank passbook copies.
  4. Submit within the advertised period. Applications are then arranged district-wise and sorted into defect-free and defective lists.
  5. The Beneficiary Selection Committee, chaired by the corporation's chairman, examines the defect-free list and approves or rejects each application against the eligibility criteria.
  6. Applicants who are provisionally approved receive the prescribed loan documents and are asked to submit them with supporting proofs.
  7. Complete the documents and submit them, then wait for the loan to be credited by RTGS or NEFT to your bank account, subject to fund availability.

What documents and security are needed after provisional sanction?

The corporation sets out its post-sanction requirements in detail:

  • Adhesive stamps of Rs 600 on the loan document. Fill in the details and sign every page, applicant and guarantors, only after the stamps are affixed.
  • Promissory note with a Rs 3 revenue stamp, signed by the applicant.
  • Notarised affidavit of each guarantor on Rs 300 stamp paper or e-stamping, separately for both guarantors.
  • Ten cheques of a nationalised bank, signed in the places indicated.
  • Copy of the bank passbook.
  • Charge (boja) of one-and-a-half times the loan amount entered in the corporation's name. For a house, the assessment record showing the charge with the talati's signature and seal; for land, form 6 rights record and a 7/12 extract showing the charge.
  • Guarantor's property papers: assessment record or 7/12 extract.
  • Guarantor's residence proof, ration card, Aadhaar card and election card copies.

For loans above Rs 1,00,000 the corporation requires two guarantors holding immovable property, along with the charge and the ten signed cheques.

How is the loan repaid?

Transportation Scheme loans are repaid in 60 monthly instalments. Instalments are paid using the bank book the corporation issues, at the banks it designates — Dena Bank, Bank of Baroda, Axis Bank and HDFC Bank, or through the bank's payment gateway. If your bank account changes during the loan period, return the old cheques and give the corporation fresh cheques and a copy of the new passbook.

Details of instalments already paid can be obtained from the corporation office. A borrower who keeps paying regularly may ask the corporation to consider a change in the registered charge, but the corporation decides that case by case.

Points applicants most often get wrong

  • The loan is not waived. The corporation states clearly that it is not waived if the vehicle breaks down.
  • There is no subsidy. Interest is already concessional at 4 to 6 per cent, and no further grant is added.
  • One loan per family at a time, and from only one corporation of the department.
  • You must go to an authorised dealer. A quotation from an authorised dealer with taxi passing is compulsory, so private or second-hand purchases arranged outside that route will not be financed.
