What is the Total Health Check-up Scheme for construction workers?

Total Health Check-up Scheme is a preventive health benefit run by the Gujarat Building and Other Construction Workers Welfare Board (GBOCWWB), part of the Labour, Skill Development and Employment Department, Government of Gujarat. According to the board's published guideline on bocwwb.gujarat.gov.in, the aim is that "a complete physical examination of the construction workers can diagnose potential illness and early treatment can prevent major illness", so that a worker's earning capacity is not destroyed by a condition that was detectable years earlier.

Total Health Check-up Scheme is a screening scheme, not an insurance or treatment scheme. The board sets a ceiling of Rs 1,950 per beneficiary and pays that amount directly to an empanelled hospital or diagnostic institution. The registered construction worker pays nothing and receives the tests.

The clinical scope named in the guideline is a routine doctor's examination plus pathology, radiology and cardiology investigations. For a workforce exposed daily to silica dust, cement, heat stress and heavy physical load, that combination is targeted: chest imaging picks up early lung disease, pathology picks up anaemia, diabetes and kidney strain, and the cardiac component picks up hypertension and rhythm problems that go undetected in men and women who never otherwise see a doctor.

The delivery model is the part that makes the scheme usable. Testing is not done at a distant hospital on a working day. The guideline states the empanelled organisation runs camps at Kadianaka points, construction sites and worker colonies. The labour gathering corners, the sites themselves, and the settlements where construction families live. The worker does not lose a day's wage to be screened.

Who is eligible for the Total Health Check-up Scheme?

You can take the check-up if:

• You are a construction worker registered with the Gujarat Building and Other Construction Workers Welfare Board. The guideline states the eligibility in exactly those terms.
• You hold a valid e-Nirman identity or smart card, which is the single document the board asks for.
• You are a worker in the state of Gujarat, whose registration and card are held with GBOCWWB.

You are not eligible, and cannot apply, if:

• You are not registered with the board. An unregistered construction worker cannot claim this or any other GBOCWWB benefit. Registration is free and is the first step.
• Your e-Nirman card has lapsed. Registration with the board must be renewed; a lapsed card fails the document check at the camp.
• You are a worker in a sector other than building and construction. Factory and establishment employees are covered instead by the Gujarat Labour Welfare Board's own medical check-up scheme, which works on a different, cost-sharing basis where the establishment deposits half the examination cost.
• You are seeking treatment rather than screening. This scheme does not fund surgery, hospitalisation or medicines. Those are routed through Ayushman Bharat PM-JAY empanelment and the board's separate occupational disease assistance scheme.
• You are registered as a construction worker in another state.

How to apply for the Total Health Check-up Scheme

1. Make sure you are registered and your card is live. If you are not yet registered, go to enirmanbocw.gujarat.gov.in, create a user ID and password, complete your profile, fill the construction worker form, upload your documents and submit. Collect the e-Nirman card once approved.
2. Fill the scheme form on the Sanman portal. Log in at sanman.gujarat.gov.in and complete the Total Health Check-up form. The board guideline is explicit that the registered construction worker files the form on the Sanman portal first.
3. Wait for the time slot. The empanelled diagnostic institution logs in to the Sanman portal and allots you a time for the tests. The allotment is pushed to you rather than chosen by you.
4. Attend the camp with your e-Nirman card. Camps are held at Kadianaka points, construction sites and worker colonies. Carry the card; that is the document that establishes your entitlement.
5. Complete the tests. The medical officer of the empanelled institution records the list of tests done and uploads the report to the portal.
6. Collect your report from the portal record or from the camp staff, and take it to a doctor if any result is abnormal.

How does the payment work?

No money passes through the worker's hands under this scheme. The board's published procedure runs like this: the empanelled institution submits a monthly consolidated bill to the head office; the Government Labour Officer at head office verifies the bill; the Member Secretary approves it; the accounting officer then verifies and pays the empanelled diagnostic agency online, within the ceiling of Rs 1,950 per beneficiary.

That structure matters for a worker for one practical reason. If anyone at a camp asks a registered construction worker for cash, for "registration", for a "report fee" or for a test that is said to be outside the package, that demand is outside the scheme design and should be reported on the toll-free number 155372.

What happens if the check-up finds a problem?

Total Health Check-up Scheme stops at diagnosis. The board's guideline directs workers who need care onward to Ayushman Bharat empanelled hospitals, chosen district-wise by the government or the board through a memorandum of understanding. Registered construction workers in Gujarat are separately covered under PM-JAY through the board's PMJAY scheme, so the screening result is the document that starts the treatment pathway.

Where the finding is an occupational disease, the board's separate scheme recognises 15 occupational diseases and 23 serious injuries — a different and more substantial benefit opens up. Under that scheme the board provides assistance up to Rs 3,00,000, with free medical treatment plus Rs 1,500 a month for a worker assessed below 90% disability and Rs 3,000 a month at 90% or above. A silicosis or lung finding from a Total Health Check-up camp is therefore worth carrying immediately to the district BOCW office, not filing away.

How do I check my application or report status?

1. Log in to sanman.gujarat.gov.in with the credentials tied to your e-Nirman registration.
2. Open the application status option and check whether your check-up form has been received and a slot allotted.
3. After the camp, look for the uploaded report against your record on the same portal.
4. If the record does not appear, contact your district BOCW office with your e-Nirman card number.

Common reasons a worker misses the benefit

• Not registered with the board, or registration still pending approval.
• e-Nirman card expired and not renewed before the camp date.
• Form not filed on the Sanman portal, so no slot was ever allotted. The camp is not simply a walk-in queue.
• Slot missed and no fresh form filed afterwards.
• Details on the card and the portal profile do not match, which stalls the allotment.
