What is Shramik Parivahan Yojana?

Shramik Parivahan Yojana is a travel-subsidy scheme run by the Gujarat Building and Other Construction Workers Welfare Board (GBOCWWB) under the Labour, Skill Development and Employment Department of the Government of Gujarat. It gives a registered construction worker a municipal bus pass at a concessional rate for the daily journey between the kadia naka and the worksite.

According to the Board's own published scheme note on bocwwb.gujarat.gov.in, the objective is that "the construction worker registered under this scheme will be able to get a bus pass through the Municipal Corporation at a concessional rate for commuting from Kadianaka to the work place."

The cost split is fixed and simple: the worker pays 20 per cent of the pass price and the Board pays 80 per cent. The scheme is often written in Gujarati transliteration as Shramik Parivahan Yojana, and it sits alongside about twenty other GBOCWWB schemes funded from the construction cess collected on building projects in the state.

Why the scheme exists

• Construction work in Gujarat's big cities is organised around kadia nakas, street corners where masons, helpers and labourers assemble before dawn and are hired for the day.
• The site a worker is sent to changes constantly and may be 10 to 25 kilometres from the naka. Daily bus fares eat into a daily wage, and the cost is highest for the workers earning least.
• A monthly or quarterly pass, at one-fifth of its price, converts an unpredictable daily cost into a small fixed one and removes the incentive to refuse work at distant sites.

Who is eligible for Shramik Parivahan Yojana?

You can get the subsidised pass if:

• You are a construction worker registered with GBOCWWB and hold a valid e-Nirman card. The Board's scheme note gives the eligibility in three words: "Registered Construction Workers".
• You live and work in one of the four covered municipal corporations: Ahmedabad, Vadodara, Surat or Rajkot. The Board's note states that four municipalities of the state are included in the scheme.
• You need the pass for travel between the kadia naka and your place of work.

Underlying registration conditions

To hold an e-Nirman card, a worker must ordinarily be between 18 and 60 years of age and must have done building or other construction work for at least 90 days in the preceding 12 months. These are the statutory registration conditions under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 and the Gujarat rules made under it. They govern the card, not the pass.

You cannot apply if:

• You are not registered with the Board, or your e-Nirman card has lapsed or been cancelled.
• You live in a city or district outside Ahmedabad, Vadodara, Surat and Rajkot. Workers in Bhavnagar, Jamnagar, Junagadh, Gandhinagar and the rural districts are not eligible under the scheme as published, because those corporations are not part of it.
• You are a contractor, supervisor, site engineer or employer. The scheme covers workers only.
• You work in a sector outside building and construction, factory, agricultural, domestic or transport work is not covered by this Board.

What documents are required for Shramik Parivahan Yojana?

The Board's scheme note lists exactly three documents.

Keeping the list to three documents is deliberate — the pass is meant to be collectable in a single visit.

How to apply for Shramik Parivahan Yojana

1. Register with the Board if you have not already. Go to sanman.gujarat.gov.in, open Registration for a new user, and complete the construction worker registration with your Aadhaar number, mobile number, employer or contractor details and bank account. Paper registration is also accepted at the district BOCW office.
2. Submit proof of at least 90 days of construction work in the previous 12 months, certified by your employer, contractor or site engineer, and collect your e-Nirman card once the district office approves the registration.
3. Assemble the three documents the scheme note requires: Aadhaar card, e-Nirman card and two passport size photographs.
4. Go to your municipal corporation office in Ahmedabad, Vadodara, Surat or Rajkot. The Board's note is explicit that "the pass has to be collected from the municipal corporation office", so this step is offline and cannot be done on a portal.
5. Choose the pass duration; monthly, quarterly, six-monthly or annual. The scheme note says the pass is issued at a concessional rate for any of these periods "as per the demand of the registered construction worker".
6. Pay 20 per cent of the pass price and collect the pass. The remaining 80 per cent is not collected from you at all; the Board settles it directly with the corporation.
7. Carry the pass and your e-Nirman card while travelling, and renew the pass before it expires.

How is the 80 per cent share actually paid?

Shramik Parivahan Yojana is unusual among Board schemes in that the subsidy never touches the worker's bank account. The scheme note sets out the settlement chain:

1. The bill for the Board's 80 per cent share is deposited at the respective district office of the Board.
2. The District Nirikshak (district inspector) verifies it at district level.
3. At head office the bill is then verified in turn by the State Project Manager, the Government Labour Officer, the Account Officer and the Member Secretary.
4. Only after all five verifications does the Board release payment.

For a worker, the practical meaning of this chain is that you should never be asked to pay the full pass price and claim a refund later. If a counter asks for 100 per cent of the price, that is the point at which to call the helpline.

Why applications get refused, and how to fix them

• e-Nirman card not produced or expired. The card is the eligibility. Renew it at the district BOCW office with fresh proof of construction work before it lapses.
• City not covered. Only Ahmedabad, Vadodara, Surat and Rajkot corporations operate the scheme. There is no workaround for a worker in another city; check the current scheme note before travelling to a counter.
• Name or photograph mismatch between the Aadhaar card and the e-Nirman card. Get the Board record corrected first; the corporation counter will not reconcile the two for you.
• Only one photograph brought. The note specifies two.
• Asked to pay the full fare. Insist on the 20 per cent rate and report the counter to 155372 or to the district BOCW office.
