What is the Shaktidoot Scheme?

The Shaktidoot Scheme is Gujarat's elite athlete funding programme, implemented in 2006 by the Sports, Youth and Cultural Activities Department and run through the Sports Authority of Gujarat. The scheme gives financial assistance to talented players so that they can train and compete at national and international level without their careers being decided by what their family can afford.

According to the Sports, Youth and Cultural Activities Department, the assistance covers advanced sports equipment, coaching, the services of expert instructors, training, competition expenses including foreign training and tournament exposure, psychological workshops, sports medicine and other facilities. The maximum is Rs 25 lakh per annum per player, and the department records that over Rs 15.66 crore has been distributed since the scheme began. Selected athletes are also covered by a Rs 5 lakh mediclaim and accidental death policy.

The design point worth understanding is that Shaktidoot is need-based, not a flat stipend. Two athletes selected in the same year can receive very different amounts, because a shooter's ammunition and equipment bill, a swimmer's foreign training camp and a wrestler's physiotherapy and nutrition needs are not comparable. The athlete's costed plan is the basis of the sanction, and the Rs 25 lakh figure is a ceiling rather than an entitlement.

Who is eligible for the Shaktidoot Scheme?

A sportsperson qualifies if:

• The athlete has won a medal in an Open, Junior or Sub-Junior championship conducted by a recognised All India federation.
• The sport is one recognised by the School Games Federation of India, the Commonwealth Games, the Asian Games, the Afro-Asian Games or the Olympics.
• The athlete is not more than 20 years old at the time of selection.
• The athlete's performance over the previous two years stands up to scrutiny, since selection considers the two-year record and not one result.
• The athlete is a sportsperson of Gujarat.
• The athlete responds to the public call issued by the Sports Authority of Gujarat.

A sportsperson is not eligible and cannot apply if:

• The athlete has no medal from a recognised All India federation championship. Participation certificates alone are not enough.
• The sport is outside the recognised list covering School Games Federation of India, Commonwealth, Asian, Afro-Asian and Olympic sports.
• The athlete is over 20 years of age at selection.
• The athlete's two-year performance record has lapsed, for example a single medal several years ago followed by no competitive results.
• The athlete competes for another state.
• No public call is currently open, since the scheme does not run a permanent application window.

Shaktidoot is not a participation grant, and this is the single most common misunderstanding among parents of young players. A school-level or district-level player should build a record through the Sports Authority of Gujarat's district talent identification and training structures first, and treat Shaktidoot as the stage that follows a national medal.

What documents are required for Shaktidoot?

The costed plan deserves real work. Since the assistance is need-based and capped at Rs 25 lakh, a vague request for support is far weaker than an itemised plan naming the coach, the camp, the equipment, the competition calendar and the cost of each.

How to apply for the Shaktidoot Scheme

1. Watch for the public call. The Sports Authority of Gujarat publishes its invitation for Shaktidoot applications in daily newspapers, and the Sports, Youth and Cultural Activities Department scheme page at sycd.gujarat.gov.in/shaktidoot-scheme.htm is the place to confirm the current cycle.
2. Assemble the performance file. Collect medal certificates, result sheets and federation records covering the previous two years, arranged by date.
3. Get the age and domicile proof in order, since a selection panel will not proceed past an unproved date of birth.
4. Prepare the costed training plan, itemising coaching fees, equipment, camps, competition travel, sports medicine and any foreign exposure planned for the year.
5. Obtain a recommendation from your state sports association where possible.
6. Submit the application in the form and to the address specified in the published call, within the stated last date.
7. Attend the selection process. From 2016-17 onward, the Sports Authority of Gujarat evaluates applicants on a points system and on the probability of the player reaching Olympic level, and classifies successful athletes into Olympic-targeted players, other talented athletes and young talent.
8. On selection, work to the sanctioned plan and keep bills and records, since need-based assistance is released against the approved heads.

How is the Shaktidoot assistance decided and released?

Selection places an athlete in one of three categories, and the category shapes the size and content of the package. An athlete identified as an Olympic prospect will typically receive a larger package weighted towards foreign training and tournament exposure, while a young talent entrant receives support aimed at coaching, equipment and domestic competition.

The Rs 5 lakh mediclaim and accidental death insurance cover attaches to selected athletes. For a competitive athlete in a contact or high-risk sport, that cover is not incidental — an injury that would otherwise end a career becomes treatable without the family selling assets.

Assistance is released through the Sports Authority of Gujarat against the approved plan. Athletes should keep receipts for coaching fees, equipment purchases, travel and medical treatment, because need-based schemes are settled on documented expenditure.

Why Shaktidoot applications are unsuccessful

• No medal at a recognised All India federation championship, which is the threshold condition.
• Age above 20 at selection.
• Sport not in the recognised list of School Games Federation of India, Commonwealth, Asian, Afro-Asian and Olympic sports.
• Thin two-year record, where a single old result is the only evidence.
• Incomplete or vague expenditure plan, which makes need-based assessment impossible.
• Application submitted outside the published call window.
• Lower points score than other applicants in the same cycle, since selection is comparative rather than automatic.

An unsuccessful application is not final. Athletes who continue to medal and improve their two-year record frequently succeed in a later cycle, provided they are still inside the age limit.
