Self Employment Scheme (Gujarat Tribal Development Corporation)
Gujarat state government scheme
The Self Employment Scheme of the Gujarat Tribal Development Corporation funds unemployed Scheduled Tribe people in Gujarat with loans from Rs 50,000 up to Rs 5,00,000 at 4% annual interest for a small business, with a parallel bank-linked route carrying 6% interest subsidy worth about Rs 30,000 a year. Applications are free at adijatinigam.gujarat.gov.in.
What is the Self Employment Scheme of the Gujarat Tribal Development Corporation?
The Self Employment Scheme, listed in Gujarati on the Corporation's site as Adijatina lokone bank marfate swarojgari yojana, is a livelihood credit scheme of the Gujarat Tribal Development Corporation under the Tribal Development Department, Government of Gujarat. The Corporation is widely known as the Adijati Vikas Nigam, and it publishes its scheme pages and its loan application portal at adijatinigam.gujarat.gov.in.
The purpose is narrow and practical: put working capital in the hands of an unemployed Scheduled Tribe man or woman so that a small business can start. In Gujarat's eastern tribal belt, Dahod, Chhota Udepur, Narmada, Tapi, Dang, Valsad, Panchmahal and neighbouring districts. The barrier to a small shop, a tailoring unit, a dairy animal or an auto-rickshaw is almost never the market. It is the cost of the first Rs 1 to 5 lakh, which informal lenders supply at rates that destroy the business before it establishes itself.
The scheme therefore operates through two related routes, and it is important to know which one you are applying under:
- Direct concessional loan. Loans ranging from Rs 50,000 to Rs 5,00,000 at 4% annual interest, extended for self-employment activity. This is the route described on the Government of India's myScheme listing for the scheme.
- Bank-linked interest subsidy. The borrower takes a loan of up to Rs 5 lakh from a bank, and the Corporation pays 6% annual interest assistance. The Corporation's own scheme page records interest assistance of about Rs 30,000 per year per beneficiary and a target of 300 tribal beneficiaries in the year it was published.
Both routes end in the same place. A tribal household running a business that covers its EMI and leaves a monthly surplus. Ask the district office which route is currently open in your district before you fill in a form, because the paperwork differs: the direct loan is assessed by the Corporation, while the bank-linked route depends on a bank sanctioning the loan first.
Who is eligible for the Self Employment Scheme?
You can apply if:
- You belong to a Scheduled Tribe notified in Gujarat and hold a valid caste certificate issued by the competent authority in the state.
- You are a resident of Gujarat.
- You are unemployed or under-employed and intend to start or expand a small business or self-employment activity.
- You are an adult capable of entering into a loan agreement.
- You can produce a workable business plan. The trade, the cost, where the goods or services will be sold, and what monthly income is expected.
- You have an active bank account in your own name for disbursement and repayment.
You cannot apply if:
- You do not belong to a Scheduled Tribe, or your caste certificate is issued outside Gujarat.
- You are an existing defaulter of the Corporation, a bank or another government lending institution.
- You are seeking money for personal consumption, a house, a wedding or repayment of an old debt. The loan is tied to an income-generating activity.
- You are applying for an amount outside the Rs 50,000 to Rs 5,00,000 band.
- You have already drawn a loan under the same component that is still outstanding.
- You are applying on behalf of somebody else who will actually run the business. Benami applications are rejected on verification.

How to apply for the Self Employment Scheme
- Open adijatinigam.gujarat.gov.in and use the Apply for Loan link to reach the Gujarat Tribal Development Corporation's loan portal.
- Register with your mobile number and Aadhaar details, then select the self employment component and the loan amount you need.
- Fill in the application form with your personal details, caste certificate number, the business you plan to run, its total cost, and how much of it you will contribute yourself.
- Upload the scanned caste certificate, residence proof, Aadhaar, income certificate, quotation and bank passbook, then submit the form and note the acknowledgement number.
- Take the originals and self-attested copies to the Corporation's district office for verification within the time the office specifies.
- Attend the interview or field verification, where the district staff check that the proposed activity is real and that you will run it yourself.
- On sanction, complete the loan agreement and any guarantor formalities, and the amount is credited to your bank account. Under the bank-linked route, take the sanction to the financing bank and give the bank's sanction letter back to the Corporation so the 6% interest assistance can start.
How to apply offline
- Visit the Gujarat Tribal Development Corporation district office at your district headquarters, or the Tribal Development Department office in the district.
- Ask for the self-employment loan application form and fill it in, attaching the documents listed above.
- Submit the form and collect a dated inward receipt, that inward number is what you quote in every follow-up.
- Cooperate with the field verification visit and, if the district committee calls you, attend with your business plan and quotation.
The offline route matters in Gujarat's tribal talukas where connectivity is poor, and district offices accept walk-in applications through the financial year.
How much money do you actually get, and on what terms?
- Direct loan size: Rs 50,000 to Rs 5,00,000.
- Interest on the direct loan: 4% per annum.
- Bank-linked route: loan up to Rs 5 lakh from a bank, with 6% annual interest assistance from the Corporation.
- Interest assistance recorded by the Corporation: about Rs 30,000 a year per beneficiary on the bank-linked route.
- Beneficiary target on that route: 300 tribal people in the year published on the Corporation's scheme page.
- Application fee: nil.
Repayment is in monthly or quarterly instalments fixed at sanction. Because the concessional pool revolves — money repaid funds the next tribal borrower. The Corporation is strict about repayment discipline, and a default closes the door on every other Corporation component, including the vehicle interest subsidy and the higher-education loans.
How do you check your application status?
- Log in to the loan portal on adijatinigam.gujarat.gov.in with the credentials created at registration.
- Open your application and read the current stage, submitted, under district verification, placed before the sanctioning committee, sanctioned, or disbursed.
- If the stage has not changed for several weeks, visit the district office in person with the acknowledgement or inward number.
- After disbursement, check the credit in the bank passbook of the account quoted in the application.
Why do Self Employment Scheme applications get rejected?
- Caste certificate problems, expired, from outside Gujarat, or issued by an authority not treated as competent.
- No credible business plan. A one-line request for "Rs 5 lakh for business" fails verification; a costed plan with a quotation passes.
- Quotation does not match the loan amount asked for.
- Existing default with the Corporation, a bank or another state lending agency.
- Field verification finds the applicant is not the real operator of the proposed business.
- Annual target exhausted. Physical targets are fixed each financial year and a late application may roll into the next year rather than being refused on merit.
- Bank refuses the loan on the bank-linked route, in which case there is no loan for the Corporation to subsidise.
The fixes are straightforward. Renew the caste certificate before applying, get a written quotation on the supplier's letterhead, apply early in the financial year, and clear any old dues before submitting a fresh application.
Where do you go with a complaint?
The first stop is the Gujarat Tribal Development Corporation district office that holds your file, quoting the acknowledgement or inward number. If the district office cannot resolve it, escalate to the Corporation's head office using the contact details published on adijatinigam.gujarat.gov.in, and then to the Tribal Development Department, Government of Gujarat.
Two points to hold on to. The application is free: no agent, broker or "loan consultant" is required, and none can influence a sanction. And the loan is a loan, not a grant: the 4% rate is a concession from the state, and the household that repays on time keeps its access to every other Corporation scheme open.

Frequently asked questions
How much loan does the Gujarat Self Employment Scheme give?
The scheme provides loans from Rs 50,000 up to Rs 5,00,000 at 4% annual interest for self-employment. A parallel bank-linked route lets a Scheduled Tribe borrower take a bank loan of up to Rs 5 lakh with the Corporation paying 6% interest subsidy, listed by the Corporation as roughly Rs 30,000 of annual interest assistance.
Who runs the Self Employment Scheme in Gujarat?
The Gujarat Tribal Development Corporation, known locally as the Adijati Vikas Nigam, runs it under the Tribal Development Department, Government of Gujarat. Applications are made at adijatinigam.gujarat.gov.in.
What is the interest rate on the Self Employment Scheme loan?
The Corporation's direct self-employment loan carries 4% annual interest, which is far below commercial rates. On the bank-linked variant the bank charges its own rate and the Corporation pays 6% of it as subsidy.
Can a non-tribal person apply for this scheme?
No. Only people belonging to a Scheduled Tribe notified in Gujarat, holding a valid caste certificate from a competent authority in the state, are eligible. Applicants from other categories are not eligible.
What kind of businesses are funded?
Trades identified by the Corporation for self-employment are funded, which in practice covers small shops, service trades, dairy and livestock, auto-rickshaws and light transport, poultry, tailoring and similar livelihood activities. The Corporation's related components separately support tractors, eco-vans and poultry farms.
Is there a fee to apply?
No. The application is free on adijatinigam.gujarat.gov.in and at the Corporation's district offices. No agent can charge for getting a loan sanctioned.
What happens if I do not repay the loan?
Default makes the borrower ineligible for further Corporation assistance and triggers recovery. Because the loan is at a concessional 4%, the Corporation treats regular repayment as the condition for the whole revolving pool to keep funding new tribal borrowers.
