Self-Employment Scheme: Vahan Loan Sahay Yojana (GUEEDC Vehicle Loan)
Gujarat state government scheme
Vahan Loan Sahay Yojana is the vehicle component of the GUEEDC Self-Employment Scheme in Gujarat, lending the on-road cost of a rickshaw, auto-rickshaw, Maruti Eco or jeep-taxi at 5 percent simple interest, reduced to 4 percent for women. Unreserved category applicants aged 18 to 50 with family income up to Rs 6 lakh and a valid driving licence apply at esamajkalyan.gujarat.gov.in.
What is the Vahan Loan Sahay Yojana in Gujarat?
Vahan Loan Sahay Yojana is the vehicle component of the Self-Employment Scheme run by the Gujarat Unreserved Educational and Economical Development Corporation (GUEEDC), a corporation under the Social Justice and Empowerment Department of the Government of Gujarat. GUEEDC exists to serve families that are economically weak but fall outside every reservation category, and its self-employment lending is the main instrument it uses for adults rather than students.
According to the GUEEDC scheme page, Vahan Loan Sahay Yojana provides the on-road unit cost of a self-employment vehicle, the corporation names rickshaws, auto-rickshaws, Maruti Eco vans and jeep-taxis as examples. Interest is charged at 5 percent annual simple interest, reduced to 4 percent for women applicants. That is a fraction of what a commercial vehicle finance company charges an applicant with no credit history, and simple interest rather than reducing-balance compounding cuts the total outgo further.
The purpose is straightforward: put a working vehicle in the hands of someone who can drive it, so that the vehicle becomes an income source rather than a consumption purchase. This is why a valid driving licence is a hard condition.
Key features
- Loan sized to the on-road unit cost of the approved vehicle.
- 5 percent simple interest per year, 4 percent for women.
- Applicant age band of 18 to 50 years.
- Family annual income ceiling of Rs 6.00 lakh.
- Valid driving licence mandatory.
- Vehicle mortgaged to GUEEDC and post-dated cheques taken as security.
- Repayment starts roughly three months after the vehicle is acquired.
GUEEDC runs three variants of the Self-Employment Scheme. Besides this vehicle loan, there is a small business (Nana Vyavasay) loan and a transport and logistics loan, with the corporation's overall self-employment lending going up to Rs 10 lakh depending on the variant chosen. Applicants often confuse them, so check which of the three forms you are opening on the portal.
Who is eligible for the Vahan Loan Sahay Yojana?
You can apply if:
- You are a resident of Gujarat.
- You belong to the unreserved (general) category and hold a non-reserved category certificate.
- You are between 18 and 50 years of age.
- Your family annual income is Rs 6.00 lakh or less.
- You hold a valid driving licence for the class of vehicle you want to buy.
- You are willing to mortgage the vehicle to the corporation and provide post-dated cheques for repayment.
You cannot apply if:
- You belong to SC, ST, SEBC or another reserved category. Those applicants are not eligible under GUEEDC and must approach their own corporation, such as the Gujarat Scheduled Castes Development Corporation, the Gujarat Safai Kamdar Development Corporation, or the Gujarat State Divyangjan Finance and Development Corporation.
- You are below 18 or above 50 years of age.
- Your family income exceeds Rs 6.00 lakh a year.
- You do not hold a valid driving licence, or hold a licence for a different class of vehicle than the one you are financing.
- You are not a resident of Gujarat.
- You want the vehicle as a private car rather than for self-employment. The scheme finances income-generating vehicles.
- You are an existing defaulter on a GUEEDC or other government corporation loan.
How much loan does the Vahan Loan Sahay Yojana give?
The sanction is pegged to the on-road unit cost of the vehicle you propose to buy, which is why an authorised dealer's quotation showing the on-road price is a mandatory attachment. On-road cost normally includes the ex-showroom price, registration charges, road tax and insurance, so the loan is designed to cover the vehicle in full rather than leave the borrower to arrange registration money separately.
Interest is charged as simple interest at 5 percent a year, and 4 percent a year for women borrowers. The one percentage point concession for women is a standing feature of GUEEDC lending and applies automatically when the applicant is a woman; it is not something you have to request separately.
Repayment begins around three months after the vehicle is acquired. That short moratorium exists so that the borrower can register the vehicle, obtain a permit where one is needed, and begin earning before the first instalment falls due. Instalments then run monthly, and GUEEDC holds post-dated cheques so that each instalment can be presented on its due date. Keeping the account funded on those dates matters: a bounced cheque is both a legal problem and a bar to any future corporation loan.
How to apply for the Vahan Loan Sahay Yojana
- Open esamajkalyan.gujarat.gov.in, the Social Justice and Empowerment Department's citizen portal, or the GUEEDC portal at gueedconline.gujarat.gov.in.
- Register as a new citizen user with your name, mobile number and email, and verify the OTP.
- Log in and update your profile with your personal details, category, district, taluka, income and bank account.
- Select the corporation GUEEDC, then choose the Self-Employment Scheme and within it the Vahan Loan Sahay (vehicle) option. Do not select the small business or transport-logistics variant by mistake.
- Obtain and upload an authorised dealer's quotation showing the on-road price of the exact vehicle model you intend to buy.
- Upload the supporting documents — driving licence, Aadhaar, income certificate, non-reserved category certificate, age proof, residence proof and bank passbook. Read GUEEDC's "How To Apply" PDF linked on the scheme page for the current upload specifications.
- Submit the application and note the application number shown on the acknowledgement screen.
- Print and sign the submitted application, attach self-attested photocopies of every document, and submit the set to your district GUEEDC or District Social Welfare Office if a hard copy is called for.
- Complete the loan formalities after sanction; sign the loan agreement, hand over the post-dated cheques, buy the vehicle from the quoted dealer, and get the corporation's lien recorded on the registration certificate.
How to apply offline or with assistance
GUEEDC schemes are online-first, but nobody is expected to manage the process alone:
- Visit a Common Service Centre (CSC) or village e-Gram centre and have the operator complete the e-Samaj Kalyan application with your documents present.
- Approach the District Social Welfare Office or the district GUEEDC office for help with registration, scanning and the post-sanction paperwork.
- Call the GUEEDC helpline on 079-23258688 or 079-23258684 to confirm the application window and the current document checklist before you travel.
How do I check my Vahan Loan Sahay application status?
- Log in again at esamajkalyan.gujarat.gov.in or gueedconline.gujarat.gov.in with the same credentials.
- Open the my applications or application status section of your dashboard.
- Enter your application number to see whether the file is submitted, under scrutiny, sanctioned, or returned with a query.
- Where a query is raised, upload the corrected document from the same screen. Filing a fresh application creates a duplicate and slows the case down.
- After sanction, track disbursement and instalment position with the district GUEEDC office, which maintains the loan ledger.
Why Vahan Loan Sahay applications get rejected
- No valid driving licence, or a licence for the wrong vehicle class.
- Age outside the 18 to 50 band on the date of application.
- Income certificate above Rs 6.00 lakh, or one that is out of date.
- Missing non-reserved category certificate, which is the document proving GUEEDC is the right corporation for your case.
- Quotation missing or showing ex-showroom price only instead of the on-road price.
- Name mismatch between the driving licence, Aadhaar and bank passbook.
- Existing default on a government corporation loan by the applicant or a co-obligant.
- Unreadable uploads, particularly of the licence and the income certificate.
Almost all of these are curable before the next application window. A licence class problem is the one to fix earliest, since obtaining a transport vehicle licence takes time at the RTO.
Where do I complain about a Vahan Loan Sahay problem?
- GUEEDC helpline: 079-23258688 or 079-23258684.
- District Social Welfare Officer in your district, for delays in scrutiny.
- District GUEEDC office, for disbursement, ledger and lien-release issues.
- GUEEDC head office, Gandhinagar, for written escalation.
- Social Justice and Empowerment Department, Government of Gujarat, as the administrative department above the corporation.
When the loan is fully repaid, ask the corporation for a no dues certificate and get the lien removed from your vehicle's registration certificate at the RTO. Borrowers frequently forget this step and discover the problem years later when they try to sell the vehicle.
Applying under the Vahan Loan Sahay Yojana is free. No agent or dealer can charge a commission for "arranging" a GUEEDC sanction, and no official will ask for your OTP or your bank password.

Frequently asked questions
What interest rate does the Vahan Loan Sahay Yojana charge?
GUEEDC charges 5 percent annual simple interest on the Vahan Loan Sahay Yojana, reduced to 4 percent for women applicants. Simple interest means interest is calculated on the principal only, which keeps the total cost far below a commercial vehicle loan.
Which vehicles can be financed under Vahan Loan Sahay Yojana?
GUEEDC finances self-employment vehicles such as rickshaws, auto-rickshaws, Maruti Eco vans and jeep-taxis. The loan is sized to the on-road unit cost of the vehicle, so the dealer quotation you submit sets the sanctioned amount.
Who is eligible for the Vahan Loan Sahay Yojana?
Residents of Gujarat from the unreserved (general) category aged between 18 and 50 years, with family annual income of Rs 6.00 lakh or less and a valid driving licence, are eligible. The scheme sits with GUEEDC, so reserved category applicants are covered by other corporations instead.
Is a driving licence compulsory for the Vahan Loan Sahay Yojana?
Yes. GUEEDC requires the applicant to hold a valid driving licence for the vehicle being financed, because the scheme is meant to put the borrower into self-employment as a driver rather than to fund a vehicle for someone else to operate.
What security does GUEEDC take for the vehicle loan?
The financed vehicle itself is mortgaged to the corporation, and the borrower must hand over post-dated cheques covering the repayment. The lien in favour of GUEEDC is noted on the vehicle registration certificate until the loan is cleared.
When does repayment of the Vahan Loan Sahay start?
Repayment begins about three months after the vehicle is acquired, giving the borrower a short moratorium to start earning from it. Instalments then run monthly until the principal and simple interest are cleared.
Where do I apply for the Vahan Loan Sahay Yojana?
Apply online through esamajkalyan.gujarat.gov.in, the Social Justice and Empowerment Department's citizen portal, or through the GUEEDC application portal at gueedconline.gujarat.gov.in. GUEEDC publishes a "How To Apply" PDF alongside the scheme page.
Can a reserved category applicant use this scheme?
No, this GUEEDC scheme is only for unreserved category applicants. SC applicants are served by the Gujarat Scheduled Castes Development Corporation, developing castes applicants by the Developing Castes Welfare directorate, safai kamdars by the Gujarat Safai Kamdar Development Corporation and persons with disabilities by the Gujarat State Divyangjan Finance and Development Corporation, each with its own vehicle loan route.
