What is the senior citizen certificate in Gujarat?

The senior citizen certificate in Gujarat is a Revenue Department certificate issued by the Mamlatdar on Form No. 96.1, formally titled as the application "for obtaining a certificate of being a senior citizen". It is part of Gujarat's numbered citizen-charter forms series, the same series that governs income, domicile and caste certificates, and it is filed at the Jan Seva Kendra attached to the Mamlatdar or Collector office.

Gujarat's version of this document has two features that set it apart from most states. First, it is issued with the applicant's photograph on it, which turns the certificate into a usable identity document at a hospital, a bank or a bus counter rather than just a piece of paper for a file. Second, the citizen charter fixes the disposal time at 1 day. The form lists the time limit for disposal as 1 day and the total as 1 day, which is among the shortest turnarounds of any Gujarat Revenue service.

The certificate is what a senior citizen in Gujarat produces when a department, a scheme or a concession asks for official proof of age and status: old-age pension processing, state welfare schemes, senior-citizen counters at government offices, and age-linked concessions administered by state bodies.

Who is eligible for a Gujarat senior citizen certificate?

You can apply if:

  • You have reached senior-citizen age and can prove it with a school leaving certificate, birth certificate or a Civil Surgeon's certificate, the three age proofs named on Form No. 96.1.
  • You are resident in the taluka whose Mamlatdar you are applying to, and can show it with a ration card, voter photo identity card, gram panchayat or municipal tax bill, electricity bill or telephone bill.
  • You are able to attend the Jan Seva Kendra in person, because the certificate carries your photograph.

You cannot apply if:

  • You cannot produce any of the three named age proofs. Gujarat's form does not accept a self-declaration of age in their place; where no school or birth record exists, the route is a Civil Surgeon's age certificate first.
  • You want someone else to collect the certificate for you without attending. The form's express note requires personal attendance because of the photograph.
  • Your application is incomplete. Form No. 96.1 states that if even one detail is left unfilled or one required proof is not produced, the application will not be accepted, a refusal that happens at the counter, before the file is even opened.

A senior citizen certificate is not a pension sanction, not a BPL card and not an income certificate. Those are separate applications with income tests of their own; this one certifies age and residence, nothing more.

What documents are required?

Document Mandatory Notes
Form No. 96.1, completely filled Yes Addressed to the Mamlatdar, per Appendix 1/96.1
Age proof Yes School leaving certificate, birth certificate or Civil Surgeon's certificate
Residence proof Yes Ration card, voter photo ID, gram panchayat/municipal tax bill, electricity bill or telephone bill
Prescribed court fee stamp Yes Checklist item on the form
Bar-code sticker Yes Affixed when the Jan Seva Kendra accepts the application
Passport-size photograph Yes The certificate is issued with a photograph

Form No. 96.1 is explicit about the standard: certified copies of all the required proofs must be attached, every answer in the attached checklist must be given, and the whole application must be filled so that it can be read clearly. The checklist itself asks four questions; is the application form enclosed, is the prescribed court fee stamp affixed, is the residence proof enclosed, is the bar-code sticker affixed, and leaves a column for the page number of each enclosure.

How to apply for a senior citizen certificate in Gujarat

  1. Collect Form No. 96.1 from the Jan Seva Kendra at your Mamlatdar or Collector office, or download it from your district's NIC website โ€” Surat, for example, publishes "Senior Citizen Certificate: Form No. 96" on surat.nic.in.
  2. Fill the form completely and legibly. The form warns that an application with a single missing detail will not be accepted, so leave nothing blank: write "not applicable" where a column does not apply to you.
  3. Attach certified copies of the age proof; school leaving certificate, birth certificate or Civil Surgeon's certificate, and of the residence proof: ration card, voter photo identity card, gram panchayat or municipal tax bill, electricity bill or telephone bill.
  4. Affix the prescribed court fee stamp on the application, and complete the checklist attached to the form, answering yes / no / not applicable against each of the four items and entering the page numbers of the enclosures.
  5. Go to the Jan Seva Kendra in person with the originals. Personal attendance is compulsory because the certificate is issued with your photograph on it.
  6. Have the bar-code sticker affixed and get the acknowledgement signed by the officer on duty at the Jan Seva Kendra. That acknowledgement is your proof the application was accepted, and it carries the reference you use to follow up.
  7. Collect the certificate. With a disposal time limit of 1 day, the counter will usually tell you when to return the same day or the next working day.

Gujarat also lists the Senior Citizen Certificate among its citizen services on the Digital Gujarat portal at digitalgujarat.gov.in, where an application can be filed after registering as a citizen user; the Ahmedabad district administration points senior citizens to that portal for this service. The photograph requirement means the physical visit is still part of the process even where the application starts online.

How do I check the status of my application?

  • At the Jan Seva Kendra, quoting the acknowledgement and the bar-code number on your application. This is the fastest route, and with a one-day disposal limit it is usually the only one needed.
  • On Digital Gujarat, by logging in with your registered credentials and opening the application status screen with your reference number, where the application was filed through the portal.
  • By telephone on the Jan Seva Kendra helpline 1800 233 5500, published by the Ahmedabad district administration alongside the Mamlatdar Office, Jan Seva Kendra at the Collector's office near the RTO on Ashram Road.

What does it cost, and what should you refuse to pay?

The only charge Form No. 96.1 identifies is the prescribed court fee stamp to be affixed to the application. There is no separate departmental fee printed on the form, and no officer of the Mamlatdar's office is entitled to any payment for signing this certificate.

That matters here more than in most services, because the applicants are elderly and often accompanied by someone offering to "get it done". A one-day service does not need an agent. Buy the court fee stamp yourself, fill the form yourself or with help from the Jan Seva Kendra staff, who are there for exactly this, and never hand your original school leaving certificate, birth certificate or ration card to a middleman who promises to return with the certificate.

Why do senior citizen applications get rejected in Gujarat?

  • An incomplete form. Form No. 96.1 says in terms that if even one detail is incomplete or one proof is not produced, the application will not be accepted.
  • Age proof outside the three named documents, offered in place of a school leaving certificate, birth certificate or Civil Surgeon's certificate.
  • Residence proof not in the applicant's name, for instance an electricity bill still in a deceased spouse's name.
  • Court fee stamp not affixed, one of the four checklist questions.
  • Bar-code sticker missing, which leaves the application untraceable in the system.
  • The applicant not attending in person, so the photograph cannot be taken and the certificate cannot be issued.
  • Uncertified photocopies, where the form asks for certified copies.

Grievance and helpline route

  • Jan Seva Kendra at your Mamlatdar or Collector office; where the application was filed and where the acknowledgement was signed.
  • The Mamlatdar, who is both the officer applied to and the disposing authority under Form No. 96.1.
  • Jan Seva Kendra helpline 1800 233 5500, published by the Ahmedabad district administration for its Mamlatdar Office Jan Seva Kendra.
  • Digital Gujarat portal at digitalgujarat.gov.in, for applications filed online and for the grievance link published there.
  • The Collector's office of your district, for escalation where a Jan Seva Kendra has refused an application you believe was complete.

Take the acknowledgement, the bar-code number and copies of your enclosures to any of these. Without the bar-code number, an application filed at a busy Jan Seva Kendra is hard to locate.

Documents required

Application on Form No. 96.1 (Appendix 1/96.1)
The prescribed Gujarat Revenue form, addressed to the Mamlatdar. The form warns that every detail must be filled legibly and completely, and that an application with a single incomplete detail or a missing proof will not be accepted at the counter.
Age proof
School leaving certificate, birth certificate, or a Civil Surgeon's certificate of age. These are the three documents named on the form itself.
Residence proof
Any one of ration card, voter photo identity card, gram panchayat or municipal tax bill, electricity bill or telephone bill, as listed on the form.
Prescribed court fee stamp
The form's checklist asks whether the prescribed court fee stamp has been affixed to the application. The Jan Seva Kendra counter tells you the current stamp value.
Bar-code sticker
The checklist also asks whether the bar-code sticker has been affixed. The Jan Seva Kendra issues it when the application is accepted, and it is what the tracking system reads.
Passport-size photograph
The certificate is issued with the applicant's photograph on it, which is why the form requires the applicant to attend in person.

Frequently asked questions

Who issues the senior citizen certificate in Gujarat?

The Mamlatdar issues it, on Form No. 96.1 under the Gujarat Revenue Department's citizen-charter forms series. The application is made to the Mamlatdar and the Mamlatdar is also the disposing authority, so the file does not travel above the taluka.

How long does a Gujarat senior citizen certificate take?

One day. Form No. 96.1 sets the time limit for disposal at 1 day and shows the total as 1 day, which makes it one of the fastest Revenue services in Gujarat's citizen charter.

Do I have to go to the office in person?

Yes. The form carries an express note that because the certificate is issued to the applicant with a photograph, the applicant must attend in person. Sending a relative with the papers does not work for this certificate.

Where do I apply for the Gujarat senior citizen certificate?

At the Jan Seva Kendra attached to your Mamlatdar or Collector office; the acknowledgement on Form No. 96.1 is signed by the officer on duty at the Jan Seva Kendra. Gujarat also lists the service on the Digital Gujarat citizen portal at digitalgujarat.gov.in.

What documents does Form No. 96.1 ask for?

An age proof and a residence proof, in certified copies. The age proof can be a school leaving certificate, a birth certificate or a Civil Surgeon's certificate; the residence proof can be a ration card, voter photo identity card, gram panchayat or municipal tax bill, electricity bill or telephone bill.

What does the Gujarat senior citizen certificate cost?

Only the prescribed court fee stamp on the application, which the form's checklist requires you to affix. Nothing else is payable to any officer, and the Jan Seva Kendra will tell you the current stamp value at the counter.

Why do senior citizen certificate applications get rejected in Gujarat?

Because the application is incomplete. Form No. 96.1 states that if even one detail is left blank or one required proof is not enclosed, the application will not be accepted, so most refusals happen at the counter rather than after processing.

Is the certificate valid for life?

Age does not reverse, so the certificate is not something you renew in the way an income certificate is renewed. Some departments still ask for a recently issued copy, and at a 1-day disposal time a fresh copy is easy to obtain when one is demanded.
