What is the Talentpool scholarship for SC students in Gujarat?

Scholarship to SC Students Studying in Selected Schools under the Talentpool Scheme is a Gujarat state scholarship, numbered BCK-356, run by the Director, Scheduled Caste Welfare under the Social Justice and Empowerment Department. The scheme takes bright Scheduled Caste children out of the ordinary schooling stream and funds their study in selected residential schools that offer better teaching, hostel facilities and exam preparation.

According to the scheme page published by the Director, Scheduled Caste Welfare, the assistance is Rs 40,000 or the actual expenditure, whichever is less, and applications are received and sanctioned by the District Deputy Director (Scheduled Caste Welfare) office, which is also the implementing authority.

The scheme has been revised more than once. The directorate's page records the original government resolution of 7 August 2014, a revision on 30 June 2021, and a further resolution dated 11 December 2025, which is the current operative order. Because the seat numbers, school list and income slabs are fixed by resolution rather than printed permanently on the website, any family considering the scheme should ask the district office for a copy of the latest resolution before the admission season.

Why the scheme exists

Gujarat's other SC scholarships pay a modest per-year rate against fees a child is already paying. The Talentpool approach is different: it targets a small number of high-performing students and pays enough; up to Rs 40,000 a year — to make a residential school realistically affordable. The idea, common to Gujarat's several "talent pool" schemes across directorates, is that a handful of well- placed students each year is worth more than a thin subsidy spread everywhere.

Who is eligible for the Talentpool scholarship?

A student can be considered if:

• The student belongs to a Scheduled Caste notified for Gujarat and holds a caste certificate from the competent authority.
• The student is a resident of Gujarat.
• The student has secured admission to one of the residential schools selected and notified under the scheme.
• The student's marks in the qualifying examination meet the merit bar set for the year. Gujarat's parallel Talent Pool scheme for Nomadic and Denotified Tribe students, run by the Director, Developing Castes Welfare, sets that bar at 60% in the first or second semester of Std 5 or Std 10, for admission to Std 6 and Std 11 respectively; the SC scheme follows the same design, and the exact bar for the year is stated in the district notification.
• The family's income falls within the ceiling fixed in the operative resolution.

Who cannot apply:

• Students who are not Scheduled Caste are not eligible under BCK-356. Nomadic and Denotified Tribe students should apply to the Director, Developing Castes Welfare instead, and Scheduled Tribe students to the Tribal Development Department.
• Students not admitted to a notified school cannot apply. Studying well in a regular school does not by itself qualify a child for this scheme.
• Students who do not meet the merit cut-off for the year are not eligible, however strong their financial need.
• Students already drawing the same educational expenditure from another state scholarship cannot draw it twice; duplicate claims are removed at verification.
• Students whose family income exceeds the ceiling in the operative resolution are not eligible for full assistance and may fall into the reduced slab or out of the scheme entirely.

How to apply for the Talentpool scholarship

1. Watch for the district notification. The District Deputy Director (Scheduled Caste Welfare) announces the Talentpool window each year, tied to the school admission cycle. There is no permanent open window.
2. Secure admission or provisional admission to one of the residential schools notified under the scheme. Without the admission letter the application is incomplete.
3. Collect the application form from the District Deputy Director (SCW) office, or from the school if the school is coordinating the applications.
4. Fill the form and attach the caste certificate, income certificate, previous year's marksheet, Aadhaar, bank passbook and the fee structure of the school.
5. Submit the file to the District Deputy Director (SCW) office and take a dated acknowledgement with a file number on it.
6. Follow up on the merit list. The district office prepares a merit-based list against the seats sanctioned for the year and issues sanction orders.
7. Complete the bank and Aadhaar seeding if the office flags it. Gujarat pays scholarships through Direct Benefit Transfer, and an unseeded account is the commonest reason a sanctioned amount does not arrive.

Gujarat's Scheduled Caste scholarships are otherwise administered through the Digital Gujarat portal at digitalgujarat.gov.in, where school principals file student applications for the department's mainstream scholarship schemes. If your district routes the Talentpool application through that portal in a given year, the district notification will say so; otherwise the file goes physically to the District Deputy Director (SCW).

How much assistance is paid, and when?

The published rate is Rs 40,000 per year or the actual expenditure, whichever is less. In practice that means a school charging Rs 32,000 a year in fees, hostel and books gets Rs 32,000 reimbursed, not Rs 40,000. The cap protects the budget and stops inflated fee bills.

Payment follows sanction, and sanction follows the merit list. Families should expect the money after the academic session has started rather than before admission, and should plan the first term's payment themselves.

Why applications get rejected

• No admission letter from a notified school attached to the file.
• Marks below the year's cut-off, which is a hard filter since the seats are few.
• Income certificate out of date: most district offices insist on a certificate issued in the current financial year.
• Caste certificate in the wrong category, for example an SEBC or NT/DNT certificate submitted for an SC scheme.
• Bank account not Aadhaar-seeded, so the DBT payment fails even after sanction.
• Seats exhausted. The scheme is capped by the annual budget provision, so a complete application can still be returned for want of a seat.
