Who is eligible for the SEBC Ph.D. scholarship?

You can apply if:

• You belong to a caste on the Gujarat state list of Socially and Educationally Backward Classes, and hold a caste certificate from the competent revenue authority.
• You hold a current non-creamy layer certificate. Gujarat requires this for SEBC benefits and it has a limited validity period.
• You are registered for a Ph.D. or an M.Phil at a recognised university or institute, evidenced by the registration letter naming your subject and guide.
• Your family's annual income is within Rs 1,20,000 if you are from a rural area, or Rs 1,50,000 if you are from an urban area.
• You are a domiciled resident of Gujarat.

You cannot apply, or are not eligible, if:

• You are not on the Gujarat SEBC list. Scheduled Caste research scholars apply under the Director, Scheduled Caste Welfare, and Scheduled Tribe scholars under the Tribal Development Department. General category scholars have no claim under this particular scheme.
• You fall in the creamy layer, or your non-creamy layer certificate has expired.
• Your family income exceeds the ceiling for your area type.
• You have not yet registered for the research degree. An intention to enrol, or an entrance test result, is not registration.
• You are already drawing another scholarship or fellowship for the same course and year, such as a UGC Junior Research Fellowship, without written clearance.
• You have already drawn this assistance for the same degree. It is programme-level assistance, not a repeating annual grant that can be claimed twice for one Ph.D.

How to apply for the SEBC Ph.D. scholarship

1. Confirm your caste is on the Gujarat SEBC list published by the Director, Developing Castes Welfare, and obtain or renew your non-creamy layer certificate and income certificate from the mamlatdar or the competent revenue authority. Both take time, so start here rather than at the portal.
2. Collect the research documents; your Ph.D. or M.Phil registration letter, a bonafide certificate from the university or institute, and your postgraduate mark sheets.
3. Open the Digital Gujarat portal at digitalgujarat.gov.in and go to Scholarship Services. Register with your mobile number and email if you do not already have an account, verify the OTP and log in.
4. Select the correct scheme. The Developing Castes Welfare scholarship for M.Phil and Ph.D. courses. Selecting a Scheduled Caste or minority scheme, or a post-matric scheme meant for undergraduate study, is the single most common filing error.
5. Fill in the application with your personal details, caste, income, the university, the department, the subject of research, the year of registration and the name of your guide.
6. Enter your bank account details — account number, IFSC and account holder name exactly as in the passbook. The account must be in your own name and Aadhaar-seeded.

2. Read the stage against your application number: pending at institute, pending at department, approved, or returned for correction.
3. If a remark asks for a correction, edit and resubmit rather than filing a fresh application, which creates a duplicate and delays both.
4. Once approved, check the bank account for the direct transfer. There is no cheque or cash payment.
