What is the 6% interest subsidy for study abroad in Gujarat?

The 6% Interest Subsidy on Loans taken through Banks for Study Abroad is a scheme of the Tribal Development Department, Government of Gujarat, run through the Gujarat Tribal Development Corporation (GTDC), the state corporation constituted under the Gujarat Tribal Development Act, 1972, and known locally as the Adijati Vikas Nigam.

The scheme does not lend money. It reduces the cost of borrowing. A Scheduled Tribe student from Gujarat who takes an education loan from a bank to study abroad can claim 6 percent per annum of the interest back from the corporation.

The three numbers that define the scheme

  • 6 percent per annum interest subsidy.
  • Rs 25,00,000. The maximum loan amount the subsidy applies to.
  • Rs 1,50,000. The maximum total subsidy, spread over three years.

Read those together and the shape becomes clear. On a loan near the Rs 25 lakh ceiling, 6 percent of the interest in a single year already exceeds the annual share of the cap, so the binding constraint for most students is the Rs 1,50,000 total, not the percentage. Students with smaller loans of Rs 8 to Rs 12 lakh will find the 6 percent rate does most of the work and the cap rarely bites.

The scheme sits alongside GTDC's other education support — foreign study loans, overseas higher education assistance and commercial pilot training loans, and a student should ask the district office which of these they are better placed to use, because the corporation's own loan schemes and this interest subsidy serve different situations.

Who is eligible for the study abroad interest subsidy?

A student qualifies if all of these hold:

  • The applicant is a resident of Gujarat's tribal areas.
  • The applicant belongs to the Scheduled Tribe category.
  • The applicant has passed the Higher Secondary Certificate (HSC) or an equivalent examination.
  • The applicant has secured admission in a recognised foreign university for higher studies.

In practice the district office will also require a sanctioned bank education loan, since there is no interest to subsidise without one.

Who cannot apply

  • A student who is not from a Scheduled Tribe is not eligible under this scheme. Scheduled Caste and other backward class students should approach the corresponding Gujarat corporations, which run their own interest subsidy and foreign study loan schemes.
  • A student not resident in Gujarat's tribal areas cannot apply under this head.
  • A student who has not passed HSC or an equivalent examination is not eligible.
  • A student without a confirmed admission to a recognised foreign university cannot apply on the strength of an application or a conditional offer alone.
  • A student studying within India cannot apply, the scheme is specifically for foreign study.
  • A student who has funded the course without a bank loan, from family funds or from a private lender outside the banking system, has no interest for the corporation to subsidise and is not eligible.
  • A student whose university is not recognised cannot claim, which is why the recognition of the institution should be confirmed with the district office before the loan is drawn.

What documents are required?

Document Mandatory Notes
Scheduled Tribe caste certificate Yes From the competent revenue authority
HSC marksheet or equivalent Yes The qualifying examination
Foreign university admission letter Yes Must be a recognised university
Bank loan sanction letter Yes Shows the loan amount and the interest rate
Loan account statement Yes Shows the interest actually debited
Aadhaar card Yes Identity and name matching
Tribal area residence proof Yes Ration card, domicile or Talati certificate
Bank passbook of the student Yes Subsidy is credited to the student's own account
Passport and visa copy No Commonly asked for, to confirm travel

Self-attest every copy and carry the originals. The loan sanction letter and the loan account statement are the two documents the sanctioning officer actually computes from, so take clean, complete copies of both, including the page that states the rate of interest.

How to apply for the 6% interest subsidy

  1. Secure the admission and the loan first. Obtain the admission letter from the recognised foreign university and have the bank sanction the education loan. The subsidy case cannot be opened without both.
  2. Visit, during office hours, the office of the Project Administrator, Gujarat Tribal Development Corporation, Gandhinagar, or your tribal district office, and ask the staff entrusted with issuing applications for the prescribed application form for this scheme.
  3. Fill in every mandatory field on the form and attach copies of all the mandatory documents, self-attested where required.
  4. Submit the duly filled and signed form with the documents to the office of the Tribal District Sponsorship Administrator.
  5. Ask for a receipt or acknowledgement from the office, and check that it carries the date and time of submission and a unique identification number where one is issued. This receipt is the only proof of filing.
  6. Follow up at the same office for sanction, and submit fresh loan account statements each year for which the subsidy is claimed, since the subsidy runs for up to three years and is computed on interest actually charged.

How is the subsidy paid?

The subsidy is a reimbursement of interest, not a payment to the bank on the student's behalf. It is computed on the interest debited to the education loan account and credited to the beneficiary's own bank account, which means the student or the family continues to service the loan to the bank on normal terms throughout.

Because the benefit runs across three years, the file does not close at the first sanction. Each year's claim needs a current loan account statement showing the interest debited during that year. Students who leave for the course and forget to file the second and third year claims lose the balance of the Rs 1,50,000 entitlement, and this is the most common way money is left unclaimed under this scheme.

Why do applications get delayed or rejected?

  • No bank loan sanction letter, only an in-principle discussion with a bank.
  • Conditional or provisional admission rather than a confirmed admission to a recognised foreign university.
  • University recognition not established, especially for smaller institutions and pathway or foundation programmes.
  • Caste certificate not issued by a Gujarat competent authority, or issued for a community outside the Scheduled Tribe list.
  • Residence outside the notified tribal areas, which the district office verifies from the residence proof.
  • Second and third year claims not filed, leaving the entitlement part-drawn.
  • No acknowledgement taken at submission, which makes a lost file impossible to trace since there is no online status page for this scheme.
  • Bank account not in the student's own name, so the reimbursement cannot be credited.

Where do I ask or complain?

  • Tribal District Sponsorship Administrator in your district holds the file and is the first office to approach.
  • Project Administrator, Gujarat Tribal Development Corporation, Gandhinagar is the sanctioning authority for the scheme and the escalation above the district office.
  • Gujarat Tribal Development Corporation, whose scheme list is published at adijatinigam.gujarat.gov.in, is where the current terms of this and the corporation's other education schemes are notified.
  • Tribal Development Department, Government of Gujarat, at tribal.gujarat.gov.in, is the administrative department.

The form is free and no officer or agent may charge for issuing, filing or sanctioning an application under this scheme.

Frequently asked questions

How much interest subsidy does the scheme give?

The scheme gives 6 percent per annum of the interest on a bank education loan for foreign study, up to a maximum of Rs 1,50,000 spread over three years, on loans of up to Rs 25,00,000.

Who is eligible for the 6% study abroad interest subsidy in Gujarat?

A Scheduled Tribe student resident in Gujarat's tribal areas, who has passed the HSC or equivalent examination and has secured admission in a recognised foreign university for higher studies, is eligible.

Does the scheme give the loan itself?

No. The scheme subsidises interest on a loan the student has already taken from a bank. The bank sanctions the loan on its own terms and the Gujarat Tribal Development Corporation reimburses part of the interest.

Can I apply online for the interest subsidy?

No. The application is offline. The form is collected from and submitted to the office of the Project Administrator, Gujarat Tribal Development Corporation in Gandhinagar, or the tribal district offices.

What is the maximum loan the subsidy applies to?

Rs 25,00,000. The 6 percent subsidy applies to loans up to that amount; interest on any portion of a larger loan above Rs 25,00,000 is not supported.

For how long is the subsidy paid?

Up to three years, with the total subsidy across those years capped at Rs 1,50,000. A four or five year programme abroad does not extend the subsidy period.

Which courses are covered?

The scheme conditions require admission to higher studies at a recognised foreign university after passing HSC or its equivalent. Confirm with the district office that your specific course and university are accepted before assuming the loan qualifies.

Do I get a receipt when I submit the form?

Yes, and you should insist on it. Ask the Tribal District Sponsorship Administrator's office for an acknowledgement showing the date and time of submission and a unique identification number, because there is no online status tracker for this scheme.
