Widow Certificate in Gujarat (Vidhva Praman Patra)
Gujarat state government scheme
Widow Certificate in Gujarat is issued by the Mamlatdar of your taluka for a fee of Rs 20, with a disposal time limit of 7 days, and is applied for through digitalgujarat.gov.in or at the Jan Seva Kendra in the Collectorate or Taluka Seva Sadan. Gujarat also runs a separate Widow Certificate (Panchayat) issued by the Taluka Development Officer.
What is a Widow Certificate in Gujarat, and who issues it?
A Widow Certificate in Gujarat is a Revenue Department document certifying that the applicant's husband has died and that she is his surviving widow. Gujarat departments ask for it before releasing widow assistance, before processing a housing or ration entitlement in the widow's own name, and before considering a compassionate appointment.
Gujarat is unusually clear about this document: unlike several neighbouring states, it publishes the widow certificate as a named service with its own fee and time limit. The issuing officer is the Mamlatdar of the taluka, working under the Collector and District Magistrate, and the counter is the Jan Seva Kendra in the Taluka Seva Sadan or the Collectorate. Ahmedabad district administration lists Widow Certificate against the Mamlatdar Office at the Collectorate near the RTO on Ashram Road; Mehsana district lists it against the Mamlatdar Office in the Taluka Seva Sadan near Vanekar Club.
Gujarat runs two versions of the same document:
- Widow Certificate, issued by the Mamlatdar, the standard revenue-side certificate.
- Widow Certificate (Panchayat), listed separately by district administrations, with the Taluka Development Officer named as the issuing officer alongside the Mamlatdar.
Both are applied for online at digitalgujarat.gov.in, the single state citizen services platform. Check with the department that asked you for the certificate which of the two it wants, because collecting the wrong one costs another week.
Who can and cannot apply in Gujarat?
Who can apply. A woman resident in a Gujarat taluka whose husband has died, whose death has been registered, and who can produce a ration card and an ordinary residence proof such as a telephone, electricity or municipal tax bill for that taluka. There is no caste condition and no age bar on the certificate itself. There is also no income test built into the certificate: income only becomes relevant when the certificate is used to claim a scheme, which is why Gujarat's district pages describe widow and income certificates as a pair that applicants usually take together.
Who cannot apply. A woman whose husband is alive cannot apply, because there is no death for the Revenue Department to verify. An applicant whose husband's death has never been registered is not eligible until she registers the death and obtains the death certificate, that registration, not the Mamlatdar's counter, is the first stop. A woman who cannot establish residence in the taluka cannot apply there, since Mamlatdars have territorial jurisdiction and a file lodged in the wrong taluka will be returned; applicants who moved after their husband's death most often fail here. And an applicant who cannot be found at the address she gave effectively cannot complete the application, because Gujarat's process requires the Talati to verify her face to face before anything is signed.
Which documents do I need for a Gujarat Widow Certificate?
Mehsana district administration publishes the enclosure list for the Mamlatdar's widow and income certificate service. It runs:
- Application form. The prescribed form, online or at the counter.
- Talati's report. The village accountant's face-to-face confirmation of the applicant's status.
- Panchanamu, the written record of the village-level enquiry.
- Proof of residence: any one of a telephone bill, electricity bill or municipal tax bill.
- Death certificate of the husband.
- Age proof. A school certificate, a civil surgeon's document, or the Talati's record where neither exists.
- Income documentation, where the income certificate is being taken alongside.
- Affidavit in the Appendix 4/48 format, Gujarat's prescribed affidavit annexure.
- Ration card copy.
Two of these decide the file. The Talati's face-to-face report is the substantive verification, and the 4/48 affidavit is the sworn statement the Mamlatdar signs against. Everything else is supporting paper.
How to apply for a Widow Certificate in Gujarat
- Register the husband's death and collect the death certificate. Apply to the registrar of the municipality, municipal corporation or gram panchayat where the death occurred. Verify that names and dates match your ration card and Aadhaar before you leave, because a mismatch here is the single most common reason a widow certificate file is returned.
- Create a Digital Gujarat account. Go to digitalgujarat.gov.in and open the Citizen Services page. Registration is mandatory on the portal — you must create an account and complete your profile before you can apply for any service, so do this before you assemble documents.
- Get the Talati's report, the panchanamu and the 4/48 affidavit ready. The Talati has to verify you in person, so be reachable at the address on your application. Swear the affidavit in the Appendix 4/48 format specifically.
- Apply, online or at the Jan Seva Kendra. Choose Widow Certificate under the Revenue services list on Digital Gujarat and upload the scanned enclosures, or take the physical set to the Mamlatdar Office, Jan Seva Kendra in your Taluka Seva Sadan or Collectorate. Pay the Rs 20 fee.
- Collect the acknowledgement and track the file against the 7-day limit. The published disposal time limit is 7 days. Note the application number on the acknowledgement, it is what you will quote at every follow-up.
How do I check my application status in Gujarat?
Log in to digitalgujarat.gov.in with the account you applied from and open your application list; the portal keeps the acknowledgement and the current stage against your profile. Quote the application number from the acknowledgement whenever you follow up.
If the status has not moved and the 7-day disposal limit has passed, the useful next step is the Jan Seva Kendra at the Mamlatdar Office where the file physically sits. Ahmedabad district publishes its counter at the Office of the Collector and District Magistrate, near the RTO, Ashram Road, Ahmedabad 380027, with 07927551681 and 18002335500; Mehsana publishes its Mamlatdar at the Taluka Seva Sadan, near Vanekar Club, Mehsana 384001, on 02762236386 and at mam-mehsana@gujarat.gov.in. Find your own taluka's counter on your district's nic.in site; every district publishes the address, phone number and email of its Mamlatdar Office.
Where the delay is at the village stage, the file is usually waiting on the Talati's verification, and a visit to the Talati with your application number resolves it faster than a further wait.
Is there a fee, and how long does it take?
Rs 20. That is the published government charge for the Widow Certificate on the Gujarat Mamlatdar service pages, and the disposal time limit is 7 days. If you apply through a Common Service Centre or a Jan Seva Kendra operator, a small notified counter charge may be added on top, and it will appear on your printed receipt.
Take the receipt every time. The gap between a Rs 20 government fee and what a middleman charges to "arrange" a widow certificate is the entire business model of the agents who sit outside taluka offices, and there is nothing in this process they can do that you cannot. The Talati's verification is of you, personally, it cannot be outsourced. Digital Gujarat is free to register on and open to any citizen.
Why do Gujarat widow certificate applications get rejected?
- The death is not registered, or the death certificate carries a name or date that does not match the ration card and Aadhaar.
- The Talati's verification fails because the applicant is not traceable at the address given, or the field enquiry does not support the claim.
- Wrong taluka. The application was filed where the applicant does not actually reside, so the Mamlatdar has no jurisdiction.
- Wrong affidavit format. An ordinary affidavit filed where the Appendix 4/48 annexure was required.
- Missing panchanamu, which leaves the enquiry unrecorded.
- Weak residence proof, where none of the telephone, electricity or municipal tax bills is in a name or at an address the office can tie to the applicant.
- Applying for the Mamlatdar's certificate when the department wanted the Panchayat version, or the reverse.
Where do I complain in Gujarat?
Start at the Jan Seva Kendra where you applied, with your receipt and application number. The next step up is the Mamlatdar as the issuing officer, then the Prant Officer / Deputy Collector of the sub-division, and then the Collector and District Magistrate of the district. For the panchayat version, the escalation runs through the Taluka Development Officer to the District Development Officer.
For portal faults, a failed upload, a payment that debited without an application number, a stuck login, use the Digital Gujarat helpline on 1800 233 5500, published by Gujarat district administrations alongside the Mamlatdar's own number.
Finally, remember what the certificate does and does not do. A Widow Certificate proves status; it does not itself pay anything. The monthly assistance for widows in Gujarat is a separate application, and it will normally ask for this certificate plus an income certificate from the same Mamlatdar, which is exactly why Gujarat district pages describe the two as one errand.

Frequently asked questions
Who issues the Widow Certificate in Gujarat?
The Mamlatdar of your taluka issues the Widow Certificate in Gujarat, under the Revenue Department, working out of the Jan Seva Kendra in the Taluka Seva Sadan or the Collectorate. Gujarat also publishes a separate Widow Certificate (Panchayat) for which the Taluka Development Officer is the issuing officer.
What does a Widow Certificate cost in Gujarat?
Rs 20, as published on the Mamlatdar service page of Mehsana district administration. That is the whole government charge. Anyone quoting a four-figure sum to "get it done" is charging privately on top of a Rs 20 state fee for counter work you can do yourself.
How long does a Widow Certificate take in Gujarat?
The disposal time limit is 7 days from a complete application, as stated on the Mamlatdar service page. The clock in practice starts once the Talati's face-to-face verification and the panchanamu are on file, so an applicant who is not traceable at the address given is the usual cause of delay.
Can I apply for a Gujarat Widow Certificate online?
Yes — apply through digitalgujarat.gov.in at the Citizen Services page. Registration is mandatory, so create an account and complete your profile before you can apply for any service on the portal. You can also apply in person at the Jan Seva Kendra.
What is the Widow Certificate (Panchayat) in Gujarat?
Widow Certificate (Panchayat) is a separate service listed by Gujarat district administrations alongside the Mamlatdar's widow certificate, with the Taluka Development Officer as the issuing officer. Which one you need depends on the department asking, so confirm before you file.
Who cannot get a Widow Certificate in Gujarat?
A woman whose husband is alive is not eligible, since there is nothing to certify. An applicant whose husband's death has never been registered cannot apply until she obtains the death certificate. A woman who cannot show residence in the taluka cannot apply there, because the Mamlatdar's jurisdiction is territorial.
What is the affidavit format Gujarat asks for?
Gujarat prescribes an affidavit in the Appendix 4/48 format for this application, listed on the Mamlatdar service page alongside the Talati's report and the panchanamu. Ask for the 4/48 annexure by name at the Jan Seva Kendra so you do not swear the wrong affidavit.
Does the Widow Certificate itself pay me anything?
No — the certificate only proves status. The money comes from a separate scheme application, most commonly the Gujarat widow assistance run under the Ganga Swarupa name by the Social Justice and Empowerment side of the state government, which requires the widow certificate and usually an income certificate as enclosures.
