What is the Vishist Coaching Scheme?

Vishist Coaching Scheme, listed in Gujarati on the Board's portal as the "vishisht coaching yojana", is an education support scheme of the Gujarat Building and Other Construction Worker's Welfare Board (GBOCWWB). The Board operates under the Labour, Skill Development and Employment Department of the Government of Gujarat and is funded by the construction cess collected under the Building and Other Construction Workers Welfare Cess Act.

The scheme addresses a specific bottleneck. A construction worker's child may be academically capable of clearing GPSC, UPSC or the CA examinations, but the coaching that most successful candidates rely on costs tens of thousands of rupees a year; far beyond a daily-wage household. Vishist Coaching Scheme reimburses the registration and coaching fees so that the cost of preparation does not decide who gets to compete.

Which courses and examinations does the scheme cover?

Vishist Coaching Scheme is deliberately narrow. According to the scheme description published for GBOCWWB, it covers a child who is:

• pursuing the Chartered Accountancy course; or
• preparing for the examinations of the Gujarat Public Service Commission (GPSC); or
• preparing for the examinations of the Union Public Service Commission (UPSC); or
• preparing for the Gujarat Gaun Seva Selection Board (GSSSB) examinations; or
• preparing for the Gujarat Panchayat Service Selection Board (GPSSB) examinations.

Coaching for other entrance examinations, medical, engineering, banking, staff selection at the central level, is not listed under this particular scheme. Families whose children are in professional degree courses should look instead at the Board's higher education assistance scheme, which covers MBBS, BDS, BAMS, BHMS, physiotherapy, B.Pharm, engineering, CA, ICWA and CS courses, and at the Board's PhD scheme and tablet assistance scheme.

How much does the Vishist Coaching Scheme pay?

The scheme reimburses the registration fee and the coaching or tuition fee paid for the covered course. GBOCWWB's public scheme listing marks the scheme as open but does not publish a single fixed rupee ceiling on that listing, so the sanctioned amount is worked out from the fee receipts submitted, against the Board's current guidelines and the budget sanctioned for the year.

This is worth being plain about: do not budget on an assumed figure. Before paying a large coaching fee, ask the district GBOCWWB unit what the current admissible limit is for the course your child has joined, and keep every receipt in the student's name. The Board also publishes a scheme guideline document for Vishist Coaching, which the district office can share and which is the authoritative statement of the admissible amount for the year.

Who is eligible for the Vishist Coaching Scheme?

You can claim the reimbursement if:

• You are a construction worker registered with GBOCWWB and hold a valid, current e-Nirman card.
• The student is your child, a relationship you can prove through the ration card or equivalent family record.
• Your child has taken admission to a Chartered Accountancy course or to coaching for GPSC, UPSC, GSSSB or GPSSB examinations.
• You file the claim within 6 months of that year's admission.
• You hold a bank account in your own name, Aadhaar-seeded, for the transfer.

You cannot apply if:

• You are not registered with GBOCWWB, or your e-Nirman card has lapsed because the annual renewal was missed.
• You are registered with a different welfare board, for example the Gujarat Labour Welfare Board, which runs its own education award and higher education schemes for organised-sector workers.
• Your child's course or coaching is outside the covered list.
• More than 6 months have passed since the admission for which you are claiming.
• You have already claimed the same fee for the same academic year, whether under this scheme or another Board scheme.

What documents are required?

The Board asks for two sets of documents — one to establish that the parent is a genuine registered construction worker, and one to establish the child's admission and fee.

For the e-Nirman card, if the parent is not yet registered: photograph, Aadhaar card, ration card, caste certificate where applicable, proof of age, self-declaration, employer certificate confirming construction work, and bank account details.

How to apply for the Vishist Coaching Scheme

1. Register as a construction worker first, if you have not already. Open enirmanbocw.gujarat.gov.in, complete the construction worker registration form, upload the documents listed above, and obtain your e-Nirman card. Renew it when due. A lapsed card blocks every Board scheme.
2. Get your child's fee receipt and bonafide certificate from the institute or coaching centre immediately after admission.
3. Open the Sanman portal at sanman.gujarat.gov.in and register as a citizen using your Aadhaar number and e-Nirman card number, then verify the OTP sent to your mobile.
4. Log in and complete your profile, including the bank account and IFSC in your own name.
5. From the list of GBOCWWB schemes, select the Vishist (special) coaching scheme and open the application form.
6. Fill in the child's details, the course or examination, the institute name and the fee paid, exactly as on the receipt.
7. Upload the e-Nirman card, both Aadhaar cards, the fee receipt, bonafide certificate, ration card, affidavit and bank passbook.
8. Accept the declaration and submit. Save the application number shown on the acknowledgement.

How do I check my application status?

Use the View Citizen Application Status option on sanman.gujarat.gov.in and enter your application number and date of birth. The status moves from submitted, to scrutiny at the district GBOCWWB unit, to sanction and payment. A file returned for correction should be reopened, corrected and resubmitted under the same application number rather than filed afresh.

Why claims get rejected

• Lapsed e-Nirman card, the single most common reason across all GBOCWWB schemes. Renew before applying.
• Filed after 6 months from the date of admission for that academic year.
• Course not covered; coaching for an examination outside the listed set.
• Fee receipt not in the student's name, or a receipt without the institute's seal and registration details.
• Relationship not established, where the child's name does not appear on the ration card or other family record.
• Bank details mismatched with Aadhaar, so the Direct Benefit Transfer fails after sanction.
• Duplicate claim for the same fee in the same year.

Key dates

Vishist Coaching Scheme has no fixed annual last date of its own. The controlling date is your child's admission date each academic year, from which six months are counted. Because the scheme is applied for annually, keep a note of the admission date and the receipt in a file, and apply as soon as the bonafide certificate is available rather than waiting until the coaching year ends.
